Background
The OSCE Office in Yerevan Project Implementation Presence (PIP) in Syunik provides on-going capacity building support to the regional administration (marzpetaran) of the Syunik region (marz) to enhance economic security of the region by creating conditions for sustainable development.
Currently, through helping to improve planning skills within this regional agency OSCE provides assistance to Marzpetaran to prepare visual tools for better analysis of environmental risks and promotion of investments in non-mining sectors in the region for the diversification of the regional economy and decreasing overdependence from a single industry sector, mining. This would help the regional administration to replace the traditional manual techniques of carrying out development planning and monitoring development trends with a modern and robust system that is supported by GIS applications.
The OSCE assistance will include preparation of technical requirements for spatial analysis for the application of GIS tools based on the development planning needs. A team of experts commissioned under OSCE Special Service Agreement (SSA) will establish baseline data for spatial analysis within the regional administration and will provide recommendations for the visual outputs based on decision making requirements, available data, and potential to improve data collection process as well as the resources and capacities of the regional administration. Requirement for training programme will be designed for the staff members of the administration who will be working on data collection, data input, processing and production of GIS maps. The technical requirements prepared with the assistance of the experts will be used for the solicitation of further support to launch GIS application and analysis for regional development in the Syunik region. As part of the current assignment few GIS pilot projects will also be launched to demonstrate opportunities for the application of the visual analysis in selected areas related to agriculture, environmental protection, and other areas based on available data. As part of the pilot assistance necessary skills will be transferred to the staff of the administration to start creation of pilot maps.

The experts' team will actively work with other partners and organizations that have already launched provision of GIS development assistance in Syunik region to build on the results already achieved, and to avoid duplication of efforts.
The GIS Data Expert will provide overall advisory support to the regional administration of the Syunik region to improve data collection and management system for successful start of spatial analysis for better regional development planning. The GIS Data Expert will work in the team and provide overall support to OSCE GIS experts including an Economic Planning Expert, a Data Analysis Expert, and a GIS Expert.
The overall objective of this assistance is improvement of the capacity of the regional administration of the Syunik marz to more effectively plan and better monitor economic development to decrease overdependence on a single industry sector, mining.
The specific objective is to assist the regional administration in improvement of data collection and management system to launch and monitor spatial analysis to ensure more efficiency in regional socio-economic planning.

Tasks and Responsibilities
Under the overall co-ordination of the OSCE PIP in Syunik and in close collaboration with OSCE GIS experts and the regional administration of the Syunik region the GIS Data Consultant will assist the regional administration in improvement of data collection and management system and will provide recommendations for the improvement of data management policies in support of improved spatial analysis.
The GIS Data Expert will:
  • Assist the regional administration in preparation of requirements for data and analytical inputs per planning requirements
  • Provide recommendations for the additional data to address the requirements of the anticipated visual analytical reports
  • Define requirement for data management system
  • Define requirements for Cadastral information, digital images, various other maps, and data from Government agencies for the preparation of the GIS maps
  • Advise on data sources and availability
  • Advise on improvements in national data collection and reporting process (data sources, collection frequency, data forms) for more effective application of spatial analysis for economic planning ]
Deliverables: The anticipated duration of the required services will be 3 months: September 2016 - December 2016. The project outcome/report will consist of the newly created database for GIS planning and recommendations on improvement of data collection and reporting process (data sources, collection frequency, data forms) for spatial analysis for economic planning and list of policy level recommendations for improved data collection and management for successful application of spatial analysis.
Necessary Qualifications
  • University degree in Economics or Social Sciences;
  • Minimum 5 years of experience in the required filed including data research and preparation of technical requirements for visual analysis;
  • Very good understanding of the national statistical system, data collection process, required data collection forms, and reporting frequencies;
  • Experience in assisting the national authorities in preparation of data collection requirements for the national statistical system;
  • Professional experience in the area of data research and analysis;
  • Good understanding of regional economic planning needs;
  • Experienced in providing consulting assistance to regional and local government in the field of data collection and analysis;
  • Working experience with National Statistical Service is a definite advantage;
  • Critical-thinking skills. Ability to design or choose a survey and survey method that best captures the information needed;
  • Working English language skills is required for this task.
Remuneration Package
As full remuneration for services performed by the Expert under the terms of this Agreement, the OSCE shall pay the Expert EUR 2,280.00 (EUR 760.00 per 1 (one) full-time month) for the maximum 3 (three) full-time months of service.
The payments prescribed shall be made as follows: on monthly basis in AMD at the applicable OSCE rate on the day of payment through bank transfer as well as upon receipt of invoice and certification of the Programme Manager that the services have been successfully performed.
