JOB TITLE: TRAINING OFFICER (4 Posts)

Reporting Line: Underground Mining Training First Line leader
Rotational Status: 42 days on/21 days off
Location: Bulyanhulu Gold Mine; Kahama District Shinyanga Region

KEY AREAS/ESSENTIAL FUNCTIONS
• Identify training needs (TNA) for UG Mining crews
• Plan and prepare training (i.e. duration, venue, material, and participants)
• Conduct scheduled training (i.e both theory and practical) evaluate training access for competency
• Conduct safety audits and follow up
• Provide input into the continues enhancement of competency based training session plans, materials, subject matter execution and assessment of training in order to build a consistent supply of competent workers for the Mining Department
• Closely monitor the progress of training participants to ensure satisfactory performance results
• Maintain effective training records, in co-ordination with other training staff, to ensure information is available in a timely and effective manner
• Provide training and support to ensure that employees comply with safety and environmental standards that exceed industry practice and any applicable Tanzanian legislative requirements
• Oversee the Bulyanhulu Driving School. Test drivers who apply for site licenses and issue such licenses once deemed competent
• Plan for refresher training in the above and improve present performance; prepare and inform employees or renewal of government blasting licenses
• Compile monthly training reports, records and have it ready for inspection and record trainees time while training. Record file and maintain a proper database of all employees training records
• In liason with the Training Administrator, issues certificates to successful candidates
• Conduct job task observation to gauge trainees understanding at the job site
• Coordinate and co-facilitate employee general site induction sessions
• Carry out any other relevant duties as assigned by the Training First line leader

PROFESSIONAL AND INTERPERSONAL DETAILS
Education
• Holder of Certificate IV in Training and Workplace Assessment
• Computer Literate, MS Excel, MS Word, MS Outlook

Experiences and Skills
• Experience in the Mining Industry with at least five years involvement in the continuous operation of a gold mine or similar industry
• Must be able to speak, read and write in English and Swahili

Essential

3) At least 10 years working experience in banking industry with minimum of five years in a senior position
4) Ability to interpret central bank policies on financial regulations and implement tham within TIB Corporate Finance Limited strategic plan

2. JOB TITLE: DIRECTOR OF CREDIT

JOB PURPOSE
The Job holder will report to the Managing Director and will be responsible for development, implementation and monitoring of lending strategies for the bank. He/she shall also be responsible to evaluate, recommend or approve if within discretion limit, credit applications so as to increase the lending book portfolio

Key Responsibilities
1) Ensure an effective credit limit strategy is developed and implemented to address concentration risks across portfolio
2) Ensure that the Credit Department, through assistance of Braches and other Departments maintain good quality portfolio by following approved policies and procedures
3) Take proactive risk management actions so that the quality of the credit portfolio does not deteriorate
4) Align customer recruitment campaign activity with stated risk appetite by checking with the different managers to track whether the loans being given are in line with the TIB Corporate Finance Credit policy
5) Support new product development by giving guidance on pre-approved limits with the Credit Managers and other Business Heads
6) Implement effective recovery actions on all high risk and non-performing accounts
7) Develop a robust stress testing framework
8) Ensure an appropriate write-off and charge-off strategy in line with the Credit Policy
9) Measure turnaround times, approval rates and decline rates on a monthly basis to ensure adherence to Credit Policies and follow-up the areas of concern
10) Ensure that assessment and approval process of new and existing clients comply with the requirements as per Credit and Provisioning Policy
11) Ensure all decisions on credit products are done by the appropriate mandate holder within approved policies
12) Perform annual review of the Credit policies and obtain Board’s approval before end of 4th quarter each year
13) Ensure Bank of Tanzania (BOT) is informed on all updates on the Credit and Provisioning Policy by sending completed reports and letters
14) Compile the needed monthly and quarterly credit reports for management and Board Credits Committee respectively
15) Set the target Market Criteria, Risk Appetite and Mandate & Scale limits at least once year or when required by market condition
16) Mitigate, implement and embed controls and actions to close all audit findings
17) Ensure quality and reliability of all data used in reports by doing a sentry check on all the Credit Manager’s work
18) Perform any other related duties as may be assigned from time to time

1) Master’s Degree Post graduate qualifications in fields of Accounting Commerce, Economics, or related discipline from a recognized University/Institutions

4. JOB TITLE: UNIT HEAD CREDIT ANALYSIS
The job holder will report to the Director of Corporate banking and will work closely with Relationships Management team and other business partners. He/she will be rensonsible for formulation and implementation of robust credit analysis policies and guidelines in liaison with Director of Credit. The role also contributes to the overall portfolio management for the bank

Key Responsibilities
1. Oversee the provision and analysis of financial information for use in the preparation of credit reports
2. Review of credit requests including review of financial and credit information provided in respect to the corporate clients
3. Responsible for the financial evaluation of new business/projects and provision of guidance on market risks
4. Prepare credit reports for new proposals and renewals and provide guidance on structuring of credits, due diligence and KYC so as to ensure that credits meet the bank’s standards
5. Maintain financial information on loan accounts including financial covenants spread and interim reports
6. Conduct periodic economic analysis, industry studies self-assessment and stress tests and; recommend strategy and plans of action vis a vis the bank’s credit portfolio
7. Monitor proactively the credit portfolio to ensure early detection of problem credits
8. Undertake annual review of security documentation for all corporate accounts
9. Regular review of customer profitability and agreed credit terms to ensure that exceptions are dealt with
10. Provide input in the formulation and review of the Credit Policy.

12. Monitor the performance of existing portfolio and ensure that the team undertake thorough credit appraisal to maximize bank exposure
13. Maintain in the highest standards of credit quality in order to identify Non performing Loans and agree on acceptable exit plan
14. Work in close partnership with Credit team, Branch Managers, Relationship management team to ensure that the credit requests for new and existing facilities are correctly prepared in accordance with TIB Corporate Finance policies
15. Be conversant with the KYC requirements and undertake actions to ensure compliance and report suspicious
16. Liaise and provide leadership to Credit Analysts in areas of expertise, particularly in regards to credit analysis and adherence to bank’s rules and regulations

5. JOB TITLE: MANAGER - BUSINESS PERFORMANCE AND STRATEGY

JOB PURPOSE
The job holder will report to the Director of Finance. He/she will be responsible to provide insightful analysis of information, that will assist management make informed decisions while supporting the various business units, ensuring that they meet their financial and non-financial targets

Key Responsibilities
1. Analyse the bank performance on a daily, weekly and monthly basis and recommend the course of action/s the bank shall take to meet its targets

12. JOB TITLE: FINANCE OFFICER - REGULATORY REPORTING

JOB PURPOSE
The job holder will report to the Financial Controller. He/she will be responsible to ensure reports to the Bank of Tanzania and other regulatory authorities are accurate, timely and comply with the reporting requirements

Key Responsibilities
1. Compile the daily/weekly/bi-weekly Bank of Tanzania Returns

Qualification, Knowledge and Experience
Essential

3. A minimum of three years working experience in a commercial bank or financial Institution
4. Strong analytical and Interpersonal skills

JOB PURPOSE
The job holder will support during audits and preparation of the financial reports and ensuring compliance with the guidelines form the regulating bodies. He/she will also be responsible to maintain the creditors’ payments (accounts payable)

Key Responsibilities
1. Review, sort, code, verify, match and set invoices up for payment
2. Track expenses and process expense reports and ensure the service Level Agreement (SLA) on payments is applied appropriately

Job Purpose:
The purpose of the Senior Mentor/Trainer (Media Management and Marketing) role is to increase the sustainability and financial independence of the Tanzania-wide network of local radio station partners. Project 'A National Conversation' intends to achieve greater sustainability, strengthening partners’ business management skills and systems, the development and implementation of robust profit-generating radio advertising, marketing and sales strategies.
The Senior Mentor/Trainer (Media Management and Marketing) will be primarily field-based (75%) rotating between the partner radio stations across Tanzania with the remaining time (25%) based at BBC Media Action’s office in Dar es Salaam.
Main Duties:
Working closely with the Project Manager and Senior Training Advisor, the Senior Mentor/Trainer (Media Management and Marketing) will:
• Develop a media management and marketing training as well as a mentoring strategy for the ‘A National Conversation’ project
• Undertake marketing, advertising and management skills capacity and needs assessments at the local radio station partners
• Develop training tools and materials covering (but not limited to) local-radio advertising, local-radio marketing, media planning and sales, local private sector mapping, business planning and strategy, and local-radio management
• Deliver training and provide advice to local radio station partners in how to realise long-term increases in revenue and profitability
• Deliver training and provide support to local radio station partners to build management capacity and develop stronger internal systems
• Deliver media management and marketing training to the wider BBC Media Action projects’ and training teams
• Submit weekly and monthly training reports, work plans and budgets to the project management team
• Contribute to donor narrative and financial reports, including drafting media management and marketing sections in English and Kiswahili
• Deliver any other tasks related to this role as required by the line manager
Required knowledge, skills and experience:
• Minimum Bachelor’s degree in either Marketing or Advertising or Business Management
• 5 years’ experience in marketing and/or advertising in Tanzania
• 3 years’ experience in a management role in a marketing or advertising environment

Job purpose
Reporting to the Administrative Officer, the Driver will be responsible for driving and ensuring cleanliness and safety of BBC Media Action vehicles in Tanzania by observing BBC health and safety policies.
Main Duties:
• Drive BBC Media Action vehicles in a safe courteous manner at all times
• Adhere to BBC Media Action standard procedures, rules and regulations regarding use of the vehicle
• Responsible for the proper use and security of BBC Media Action vehicles and equipment assigned

Job purpose:
The Project Manager, Resilience will be responsible for managing and delivering all aspects of BBC Media Action’s Radio for Resilience project. The project aims to strengthen the ability of community radio, civil society organisations (CSOs) and local government to contribute to increase accountability and support ordinary Tanzanians to build their resilience to climate change. Key activities include mentoring and training of community radio stations to produce high quality content on climate related issues and supporting and enabling relationship building between radio stations, CSOs and local government.
Reporting to the Senior Projects Manager, the post holder will be responsible for the overall delivery of the project; in particular ensuring the project meets its objectives, constantly strives to learn, monitor and improve based on impact data and is delivered on time, within budget and to the highest possible standards.
Main duties
To deliver the Radio for Resilience project on time, to budget and to the highest standards in terms of quality, effectiveness, impact and relevance, meeting objectives clearly defined in the project proposal. Specifically:
Responsible for all aspects of the project management cycle; including:
• Planning project activities in line with project objectives and management of activity implementation
Overall management of the project budget, including timely budget reforecasting and constant monitoring. This includes tracking monthly expenditure against targets and accurately forecasting and delivering against agreed budgets
• Developing and managing external relationships with project partners, including the wider BBC, local broadcasters, NGOS and the project donor
• Writing monthly internal project progress reports and regular external donor reports
• Line management of the project assistant and two project journalist trainer/mentors
• Work closely with BBC Media Action’s research team to support and oversee the design and evaluation of project research activities. Ensuring research tools to monitor and evaluate programme output and audience feedback as well as data analysis are in line with the project objectives
• Liaise with BBC Media Action’s production team to ensure the journalist trainer/mentors receive necessary support, in turn strengthening the support they can give to the radio station partners to produce an air content that is high quality and meets editorial standards
• Liaise regularly with the Africa Project Manager based in London to ensure the project adheres to all legal and contractual requirements
• Support the Senior Project Manager with business development for resilience projects, including liaising with potential donors and supporting with proposal and budget development
Required skills, knowledge and experience:
• At least 3 years’ experience in international development, with demonstrable experience in project planning and management systems
• Experience managing the project budget cycle – from conception, through budget building, to implementation, monitoring, reviewing and reporting/accounting
• Experience in line management of staff
• Strong interpersonal skills
• Strong commitment to, and understanding of, development issues in Tanzania
• Experience writing project briefs, reports, terms of reference and other project documents
• Fluency in English and Swahili and ability to write reports in those languages
