The Green Fiscal Policy Network (GFPN) is a joint initiative by the United Nations Environment Programme (UNEP), IMF (International Monetary Fund) and GIZ (German Agency for International Cooperation), which aims to facilitate knowledge sharing and collective learning on fiscal policy reforms. The GFPN website is a virtual knowledge sharing platform that builds on existing knowledge in partner organizations to provide web-based resources, good practices, country cases and guidelines on fiscal policies to support the green economy. Partners are currently exploring opportunities to expand the GFPN and considering further improvements to the website including changes to the design and structure of the website to improve access and user-friendliness; a new section to track relevant news, updates and events; and a secure, password protected registration-based forum to allow members to exchange information and experiences.
UNEP/DTIE/ETB is looking for a consultant to provide web maintenance and support services to ensure the ongoing security and stability of the GFPN website and allow for continued improvements to the GFPN website. The GFPN website uses the WordPress open source content management system. All work on the website should adhere to WordPress standard best practices.
Under the overall supervision of Mr. Seven Stone, Chief UNEP-DTIE/ETB, the consultant shall report directly to Ms. Joy Kim, Economics Affairs Officer, UNEP-DTIE/ETB, joy.kim@unep.org. The consultant will also have regular interaction with Sirini Withana, Consultant UNEP-DTIE/ETB, sirini.withana@unep.org.
Functional Responsibilities
The consultant is expected to deliver ongoing web maintenance and support of the GFPN web platform. The functional responsibilities include, but are not restricted to, the following: Website maintenance:
  • Security updates throughout period of contract. The selected consultant should ensure the on-going security and stability of the GFPN website, including through the management and application of core security updates, module security updates and other required updates and patching.
Web support: The consultant will be expected to provide ad hoc web consulting support to ensure the integrity and continual improvement of the GFPN website throughout the period of the contract. This includes:
  • Ongoing support to fix bugs on the GFPN web platform in a timely manner.
  • Additional work to ensure continued improvement to the quality of the GFPN web platform. Examples of improvements could include, but are not limited to: small theming changes; ensuring consistency across pages; usability testing; adjusting the structure, look or functionality of existing web pages based on user feedback; search engine optimization.
  • Work with the responsible programme officer at UNEP to develop new functionality for the website. Examples of new functionality include, but are not limited to: a new section of the website to track relevant news, updates and events on green fiscal reform, other new areas as needed.
The expected outputs of this project are as follows (however, the selected candidate may be required to produce additional output(s) within the agreed costs and timeframe, as deemed reasonably necessary by the responsible programme officer at UNEP):
  • GFPN web platform is kept secure and its functions work properly; bugs on the web platform are fixed in a timely manner.
  • Continual improvement to the quality and functionality of the GFPN web platform.
Successful launch of new functionality on the GFPN web platform.
Competencies
Ability to work under pressure, to meet tight deadlines, plan, prioritize and deliver tasks effectively and on time.
Skills
  • 3 years of proven professional experience in the field of website design, management, implementation and related areas required.
  • Proven record of maintaining WordPress-based websites
    • Strong graphic design capabilities
    • Proven record of delivering projects of a similar nature and scale
  • Experience in working remotely to manage issues that can arise during the implementation of a web-based platform.
Strong communication and writing skills in English are required.
Education
University degree required. Additional training and qualifications in the field of website design, management and implementation or related fields are an advantage.
Experience
Minimum of 3 years of proven professional experience in the field of website design, management and implementation, including maintaining WordPress-based websites are required.
Languages
Strong communication and writing skills in English are required.
