Purpose of the Position
The Senior Adviser position is highly technical and managerial, and will leverage the collective experience of UNICEF and partners advancing children and HIV work to create a learning environment to catalyse achievement of the HIV fast-track results by synthesizing and sharing lessons learnt. The incumbent will create mechanisms to transfer their knowledge across partners, countries and donors for programme performance improvement, resource mobilisation and efficient use of resources.
Key Expected Results
1. Leadership in strategic direction
  • Provide strategic direction and leadership in generation synthesis and dissemination of knowledge to inform policies and strategies as well advocacy and fund raising.
  • Ensure particular attention is paid to strengthening the knowledge sharing and advocacy activities throughout division/sections at global level to ensure that the organisations meet the programme targets set for the campaign.
2. Development and management of internal and external communication and partnerships
  • Support and coordinate partner engagement, including UNICEF representation to ensure children are appropriately and correctly positioned
  • In coordination and collaboration with other professional colleagues, monitor the changing programming landscape (UNAIDS, Global Fund, PEPFAR) in support of the fast track targets and convene the various partners to influence policy, advocacy and programming direction
  • Leverage partner activities to facilitate learning collaboratives to sharpen the response
3. Provide leadership, guidance and direction in generation, synthesis and dissemination of programming Knowledge
  • In consultation with Division of Policy and Research, regional offices, NGOs and academic institutions, lead section data analyses and support strengthening of programme monitoring systems to inform policies, strategies and actions of the development of the HIV and AIDS pandemic and UNICEF's global, regional and country-level policy and planning responses to it.
  • Work with partners at global, regional and country levels to new or adapted actions to Sharpen national responses and begin to reverse the spread of HIV and AIDS among mothers, children and adolescents.
4. In consultation with colleagues in Programmes, Division of Research and Policy, Regional Offices, NGOs and academic Institutions
  • Provide policy analysis and programme guidance on underlying factors driving the epidemic, especially gender relations, rights abuses, stigma and discrimination, and economic, social and cultural pressures.
  • Write position papers for use in the development of the UNICEF global programme policy
  • Participate in various international/national meetings and workshops.
5. In consultation with the Head of Section and the Deputy, and working through the HIV and AIDS matrix management system in New York
  • Provide guidance on how to strengthen UNICEF's internal, intersectoral and interdivisional cohesion on HIV and AIDS.
  • Attend cross-sectoral meetings, promote links between PD and other Divisions, and assist team leaders to develop cross-sectoral linkages and approaches.
Qualifications of Successful Candidate
  • Advanced degree in social science or related technical field.
  • Ten years progressively responsible professional work experience at the national and international levels in programme policy, programme formulation, design, management and evaluation, planning and management in a related field, with emphasis on policy and strategic planning.
  • Experience working on development or related issues, knowledge on HIV and AIDS and communication highly desirable.
  • Familiarity with the United Nations System is an asset.
  • Fluency in English (written and verbal) is required. Knowledge of another UN language (Arabic, Chinese, French, Spanish, Russian) is an asset.
