Job Description

The position holder will effectively lead and coordinate the respective Design Monitoring & Evaluation (D, M & E) activities for the SAFe Pamoja project in order to:
1) Manage beneficiary data;
2) Ensure quality service provision
3) Monitor and report on impact of services on the lives of wheelchair users. He/ She will have to be abreast with the WVT Monitoring & Evaluation (M&E) system, best practices for the industry and WV LEAP framework He/she will work closely with Quality Assurance (QA) team in coordination with other partners.

In order to successfully do so, the DME Specialist must be able to effectively communicate World Vision’s Christian ethos and demonstrate a quality of spiritual life that serves as an example to others.

Roles and Responsibilities:
Program Monitoring, Assessment and Evaluation 60%

• Provide technical leadership in implementing/mainstreaming the M&E system provided by the Project to the existing M&E system in WVT.
• Manage beneficiary data of those trained and are receiving services from the Pamoja project
• Provide technical leadership in carrying out baseline assessments, midline and end of project review across the project sites
• Disseminate all project information related to M&E to staff, partners and community across the project sites.
• Ensure Project alignment to WVT evaluation protocols and methodological tools set out by the project framework.
• Development of project tools and indicators which are in alignment to WVT best practices for the industry
• Monitor project implementation levels across the project sites are being implemented and report progress, impact and best practices.
Use simple qualitative and quantities approaches to assess quality of service provision being provided to the project beneficiaries.

Capacity Building 30%

• Build the capacity of staff, community groups, and partners to enhance participatory monitoring and in line with LEAP framework.
• Ensure the implementation of project community capacity building initiatives that ensure local participation and project ownership in all the project five sites;
• Facilitate implementation of key community capacity building promising practices and best practices to contribute to mainstreaming disability initiatives in other sectoral efforts aimed at transformational development at ADP level

Reporting Collaboration 10%

• Support the development and submission project reports and core documents as per WVT guidelines and donor standards
• Maintain links with other organizations for collaboration, networking, resource sharing, materials development, and learning activities in disability

Corresponding Responsibilities:

• Ensure that the grant project across the project sites are designed, monitored and evaluated as per the standards and procedures of World Vision Tanzania and the respective donor(s) as relates to disability programming;
• Ensure that business processes, standards and policies – developed in coordination with other WVT entities– are effectively implemented by the project Team and ADP staff;
• Ensure that the Project Team staff monitor the timely and effective implementation of response plans to all financial and operational audit findings and take the needed measures to prevent such findings from recurring in the future and;
• Carry out other activities to support the realization of WVT’s strategic objectives.

Qualifications: Education/Knowledge/Technical Skills and Experience:

• The holder of this position must have a minimum of a Bachelors degree in a relevant field from a recognized University preferably Statistics, Project Management, Economic Development and/or Resilience and Livelihood Studies
• They must have a minimum of 4years’ experience with regards to the designing, planning, implementation, supervising and reporting on integrated development, relief and/or advocacy projects;
• They must have both an extensive conceptual understanding of and demonstrated practical command for implementing program design, strong writing and editing skills, monitoring and evaluation principles;
• The holder of this position must be a results orientated who can handle a heavy work load as well as manage and satisfy multiple and at times conflicting organizational, donor and other stakeholder demands and
• He /she must also have ample experience in public relations and be a strong team player.

Working Environment:

• Office based environment with frequent travel to the field;
• Travel required: up to 70% domestic travel and occasional international travel
Available to represent WVK at critical functions and moments as needed;
• On call to serve on emergency and crisis response team and;
