The US Mission in Dar es Salaam is seeking eligible and qualified applicants for the position of International Narcotics and Law Enforcement Affairs in the Regional Security Office.

BASIC FUNCTION OF POSITION

Term-limited incumbent will support the Regional Security Office (RSO) Section in Dar es Salaam by serving as the International Narcotics and Law Enforcement (INL) Program Assistant. S/He coordinates with Tanzanian National Police, Tanzanian law enforcement agencies, INL implementers, and other local, international, and NGO partners. Maintains database information for Leahy Vetting by reviewing and tracking training candidates. Assists with document translation and provides interpretation services during meetings and trainings. Serves as note-taker at meetings. Monitors local press, other sources for law enforcement items. Obtains, reviews, and analyzes project implementer monthly and quarterly reports. Requires some travel to assist in project coordination. Reports to RSO designee.

MAJOR DUTIES AND RESPONSIBILITIES:

1. Interacts with the Tanzanian bureaucracy, local partners, and international community on INL’s behalf as directed, seeking and conveying information, handling procedural details, arranging schedules for training and other official activities, resolving logistical and other operational problems, etc. Maintains tone befitting role as INL’s alter ego for many host government actors. Acts independently of supervisor, within clearly defined parameters, including a prohibition on making financial commitments.

2. Reviews all payment vouchers and invoices that pertain to INL activities for accuracy, completeness, and proper application of the fiscal data, including the appropriate project code. Collects, compiles and analyzes statistics on project/program activities, verifying the completeness and consistency of the data and preparing the necessary reports and tabulations; designs data tables when necessary.

3. Supports INL operations; provides general logistical support. On own initiative and after clearance from supervisor as appropriate, contacts Embassy units for goods and services needed by the INL program such as telephone service, expendable supplies, cleaning, etc. Performs such other USG support functions as reserving conference rooms and securing expeditor support.

4. Performs data input into system for tracking project participants, including their vetting. Performs data input into project inventory tracking system, as well as the related INL End Use Monitoring system, as required.

5. Prepares letters, memoranda and reports from rough drafts and edited or unedited copy, paying close attention to style, grammar and punctuation and LOC standards of format and quality. Composes and/or prepares replies to routine inquiries for signature of supervisor. Is responsible for ensuring the accurate typing of information, recognizing and correcting errors and inconsistencies, verifying questionable data and making changes where appropriate. Monitors daily press, periodicals, radio, press conferences, other sources on law enforcement-related issues and developments.

6. Travel Coordination and Arrangements: Coordinates travel by INL personnel and project participants. Provides support to INL official visitors. Provides such travel support as country clearance requests, travel authorizations and coordinating with travel agency. Confirms hotel reservations.

QUALIFICATIONS REQUIRED

All applicants must address each required qualification listed below with specific and comprehensive information supporting each item. Failure to do so may result in a determination that the applicant is not qualified.

1. Education:
A successful candidate will have a bachelor’s degree in criminal justice, law, rule of law, conflict resolution, human rights, or related field is required.

2. Experience:
Candidate must have 2-3 years experience working with law enforcement or military foreign assistance programs in Tanzania. Must have at least 2-3 years of experience with training courses, and at least 1 year in project management is required.

3. Language:
Level IV (Fluent) in English and Kiswahili (writing, reading and speaking) is required. (This will be tested).

4. Skills and Abilities:
Must be able to work effectively with host-nation counterparts, and ministries to further U.S. program goals and objectives and communicate same in a timely and concise manner. Excellent and demonstrated writing and translating skills and interprets effectively. Finely honed interpersonal skills. Working knowledge of Microsoft Outlook, Word, Excel, and database usage. Excellent organizational skills, particularly for high-paced environment and for event/trip logistics is required. (This will be tested).

5. Job Knowledge:
Demonstrated familiarity with the law enforcement, criminal justice, and political systems of Tanzania, as well as general government and administrative procedures and practices. Demonstrated familiarity of international or non-U.S. organizations as well as with U.S. or international foreign assistance programs. Knowledge of the goals and mission of the office and INL program. Must have good knowledge of day-to-day operations of law enforcement and state of events of Tanzanian provinces is required.

Prepare receiving and inspection reports (OF-127) for all goods received. Develops pending purchase orders files and matches with incoming shipments and receiving and inspection report. Follows up on partial orders.

Works with warehouse supervisor to deliver received items. Is responsible for proper delivery of items and customer satisfaction.

BASIC FUNCTION OF POSITION

The incumbent is responsible for the skilled maintenance and repairs of 80+ vehicles in the motor pool fleet The incumbent is also responsible for forklifts. Performs skilled mechanical tasks in the diagnosis of malfunctions. Preventive and routine maintenance and overhauling done in accordance with established maintenance schedule. Maintains Event Data Recorders for post’s drive cam program belonging to ICASS and other agencies.

MAJOR DUTIES AND RESPONSIBILITIES:

Maintenance Program:

Perform productive diagnosis, repair and replacement of general automotive parts and accessories. These are safety and courtesy inspections; specialized repair and replacement services to include fuel systems, on-board computer systems, emission control systems, sound systems, heating and cooling systems, air conditioning systems, exhaust system, hydraulic system, fluid and filter service, drive train/u-joint service, truing rotors and drums, disc drums and brakes, wheel alignments, struts and suspension, engine performance (tune-up, C.V. axle replacement, installing batteries, replacing serpentine, v belts and timing belts, installing starters and alternators, inspecting differentials and specialty installations (drive Cam Event Recorders). Makes thorough inspection of vehicles and assesses performance by reviewing OF-108 sheets performed by drivers, verbal and written reports, discuss with motor pool staff. Responsible for taking vehicles to the vendor/contractor to schedule for an inspection and will oversee the inspection. Reviews the recommendations of the vendor and will look for fraud, abuse and waste by the vendor or motor pool staff to confirm that recommended work is necessary. Make recommendations to Motor pool Supervisor or directly to the American Supervisor regarding repair work and cost. Adequately explains technical diagnoses and needed repairs to non mechanical individuals which include customers and American employees.

Responsible for maintaining audit trail of maintenance repair costs and workloads, assessing contractors/vendors’ performance and research for contractors that provide better quality and performance. Make recommendations for sourcing services and parts. Negotiate rates/pricing with vendors, but makes no commitments. Responsible for reviewing accounts and correctness and submit them to the Motor pool Supervisor for review. Ensure all maintenance and repair costs are properly recorded on the ILMS data base. Use Internet and email to seek out price quotes from off shore suppliers. Reviews all vehicle purchases prior to ordering to assure all necessary safety features and equipments are included in the order (14FAM432.1B).

Management of working equipments, tools, parts and facility:
20%

Places requests for parts and supplies, follows up on requests in timely fashion, and is responsible for receiving supplies to motor pool and keep records up to date. Maintain an independent inventory of workshop equipments, tools and parts as well as coordinating with warehouse to request and receive items requested. Keeps warehouse management of mechanical repair problems as they occur. Maintain an organized and neat bay (auto mechanic Workshop).

Safety and Training:
10%

Provide training to the motor pool staff as part of the safe driver training program, conducting classes on the driver performance of vehicle inspections and performance assessment, as well as safety precautions. Works with other trainers and supervisors to develop training materials and make presentations. Assures that safety features on vehicles are checked regularly and corrects any defects immediately. Must assess safety concerns and pull vehicles out of fleet for repair as required. Must report such acts to the supervisor. Responsible for assuring headlights are at proper regulated heights. Performs repair works as is necessary assuring that the work is performed in compliance with safety regulations and U.S. standards. As is required will consult other sources to resolve repair issues or pats availability. Will report delays to supervisor and provide full reports on major delays or incidents. Confer with customers to obtain description of vehicle problems, and to discuss work to be performed and future repair requirements.

Plan work procedures, using charts, technical manuals and experience:

Assist Motor pool supervisor on preparing mishap reports as guided by 14FAM35.2b. Continuously learns new technical information and techniques in formal training sessions in order to stay abreast with rapidly changing automotive technology.

QUALIFICATIONS REQUIRED

All applicants must address each required qualification listed below with specific and comprehensive information supporting each item. Failure to do so may result in a determination that the applicant is not qualified.

1. Education:
Completion of secondary School (form IV) and qualified vocational school in automotive mechanic is required.

2. Experience:
At least 5 years of strong automotive diagnosis, problem solving and repair experience in automotive air conditioning; routine and preventive vehicle maintenance is required.

3. Language:
English Level III (good working knowledge) and Kiswahili Level IV (fluent) is required. (This will be tested)

4. Skills and Abilities:
Ability to diagnose air condition system. Must have auto mechanic skills at a level so as to be able to know how to overhaul an engine and identify the source of vehicle performance problems. Be innovative and customer focused attitude to go along with a high level of motivation and energy to adopt quickly to changing circumstances, plan, initiate, organize and act to accomplish program needs through the effective and efficient use of available resources. Basic computer training is required. Driving license class C is required. (This will be tested).

5. Job Knowledge:
Must be able to diagnose and repair automotive air conditioning system and perform necessary tasks of the vehicle maintenance function with minimum supervision. Must be knowledgeable in mechanical repairs of motor vehicle, automotive safety, local laws, policies and regulations. Trained on the proper use of electronic diagnosis equipment; knowledge of late model vehicle computer systems, fuel injection, air condition and hybrid systems is required.

Not Ordinarily Resident (NOR) – An individual who meets the following criteria:

· An EFM, USEFM or AEFM of a direct-hire Foreign Service, Civil Service, or uniformed service member permanently assigned or stationed abroad, or as appropriate, at an office of the American Institute in Taiwan; or

· Has diplomatic privileges and immunities; and

· Is eligible for compensation under the FS or GS salary schedule; and

· Has a U.S. Social Security Number (SSN); and

· Is not a citizen of the host country; and

· Does not ordinarily reside in the host country; and

· is not subject to host country employment and tax laws.



Ordinarily Resident (OR) – An individual who meets the following criteria:

· A citizen of the host country; or

· A non-citizen of the host country (including a U.S. citizen or a third-country national) who is locally resident and has legal and/or permanent resident status within the host country and/or who is a holder of a non-diplomatic visa/work and/or residency permit; and/or

· Is subject to host country employment and tax laws.
