Summary
Ifakara Health Institute (IHI), The United Republic of Tanzania Ministry of Health and Social Welfare (MOHSW) and the Union North America (UNA), an International Public Health NGOs, are seeking a qualified individual to serve as coordinator for a multi-year initiative to improve the use of data to inform decisions on critical public health policies in Tanzania.
Background Information
Funded by Bloomberg Philanthropies and the Australian government, the Data for Health (D4H) initiative will equip public health leaders with tools to collect and use data to prioritize health challenges, develop policies, deploy resources, and measure success. With better data and training in data use, governments in 20 locations across Latin America, Asia, and Africa will be able to turn insights from data into public policy, and direct resources to specific targeted issues affecting public health. The Initiative has three areas of focus:
(1) Strengthening civil registration and vital statistics systems,
(2) Introducing new methods for collecting information on behavioural risk factors, and
(3) Promoting the strategic use of data in setting public health policies and planning and evaluating public health programs. UNA, an international public health NGO, is leading the initiative’s third area of focus (the strategic use of data) and is collaborating with the MOHSW to engage a coordinator for the initiative’s efforts to improve data use practices in Tanzania. The MOHSW has designated the Ifakara Health Institute as the country-lead for this area of work.
General Responsibilities
The Coordinator will support the successful implementation of a program of capacity building and technical assistance activities that been mutually agreed upon by the MOHSW, UNA and IHI. The Coordinator will help ensure that these activities:
• Meet the data use challenges as defined by the MOHSW,
• Maintain high standards of quality;
• Extend over a significant portion of the MOHSW; and
• Become sustainable at the end of the initiative.
Specific Duties
Under the guidance of the MOHSW, UNA and IHI, the Coordinator will complete tasks in three broad domains:
Planning:
• Develop detailed activity plans for implementing capacity building and/or technical assistance programs
• Conduct baseline assessment of public health data use practices in Tanzania
• Identify and engage with potential collaborators critical to program success
Execution:
• Manage the implementation of all program interventions
• Conduct analyses and assessments of selected data and data use practices
• Conduct targeted activities and create material to enhance data-use capabilities of MOHSW staff
• Serve as initiative’s primary point of contact to all MOHSW staff participating in program interventions
Monitoring and Reporting:
• Provide regular feedback to MOHSW, UNA and IHI on program execution & results
• Produce standard reports as defined by MOHSW, UNA, and IHI
Qualifications
• Post-graduate degree in public health, epidemiology, public policy, or related field
• Knowledge of statistical software such as STATA, SAS, SPSS
• Previous experience managing a complex, multi-party project
• Proficiency in English
• Strong organizational and communications skills
• Strong data analysis skills
• Ability to understand and interpret epidemiological evidence
• Willingness and ability to travel in-country and internationally
Location and Duration of Post
The Coordinator will have a base of operations at IHI offices. He/she will spend time between MOHSW (75%) and IHI (25%). The initial contract will be for 12 months, with an option for subsequent renewal(s).
Support
The Coordinator will be furnished with a laptop and will be reimbursed for approved initiative-related expenses (such as mobile phone charges). Required in country and international travel will be paid for by the initiative.
