Purpose of the Assignment
Despite achievements, Kenya's education sector has challenges of governance, management and administration leading to gaps in: service delivery, learning outcomes, teacher management, competence and performance levels hindering the meeting of education sector targets. To respond to these challenges, the Government has been able to finalize the National Education Sector Programme (NESP) 2013-2018, a five-year Department of Education's programme for delivering the reforms required by the Basic Education Act of 2013; Sessional Paper No. 14 of 2012; Jubilee Manifesto (2012); Kenya Vision 2030; Medium Term Plan II (2013-2018) and the Constitution of Kenya 2010.
The EMIS structure in the MOE is weak as last data collected was in 2008 -09 till UNICEF provided support in 2014-15 to collect data from schools. Absence of data creates a major challenge with respect to planning and monitoring. There is an urgent need to provide support in strengthening the EMIS section of the NESP document. It is important to acknowledge that a strong EMIS is the background of all planning and monitoring process. Hence now it is important to strengthen the EMIS so that NESP goals along with utilization of GPE funds is done judiciously to achieve the result.
The EMIS system established with the support of UNICEF is new and has weak capacity. There is a request from MOEST to continue the technical support to streamline and strengthen the EMIS system. The consultant will assist the section and ministry in reviewing the existing EMIS system and provide valuable guidance in the strengthening and developing strategies for putting systems in place to ensure EMIS is updated regularly and disseminated for better planning and monitoring. The overall objective of the assignment is to provide technical support to MOE to collect data for 2016 and 2017 and in the course of collection and analysis of data strengthen the existing system.

Scope of Work
Goal and Objective: Under the overall supervision of the Chief of Education the Consultant will be required to work closely with Principal Secretary, MOE to strengthen the EMIS system at national and county level.
Activities and Tasks:
  • Review the existing EMIS and develop a plan of action for revival and strengthening of system
  • Develop a plan for digitalization of the EMIS tools for collection of data; making EMIS functional and facilitate collection of data from all schools
  • Analyse the data collected and disseminate it with relevant stakeholders for action
  • Facilitate printing of data for all schools for 2016/2017 and also put in system in place to ensure there is a robust concurrent monitoring system through reliable EMIS data
  • Support in developing solution for developing individual child tracking system and its linkage with EMIS to monitor OOSC.
  • Work relationships: The consultant need to work closely with MOE and UNICEF team at national and zonal level. And also need to coordinate with Implementing partners and EDPG members.

Qualifications of Successful Candidate
Education
  • Master's in Education/Social Science related degree
  • Experience and expertise in setting up EMIS system at international level
  • Experience in developing sector specific strategy to address issues of access, quality and equity in education
  • Analytical skills
Minimum 8 years working experience on the same field
