Role Overview
Working under the supervision of the Deputy Director (DD) for Governance and Political Affairs, the Analyst supports DD in ensuring synergies and coordination between the political affairs and governance teams and works closely with both teams within GPA. S/he provides monitoring, analysis and reporting on political developments affecting the Bank’s operations and reforms in the countries of operations, assesses their progress in democratic transition, and contributes to the development, implementation and monitoring of the activities of the Investment Climate and Governance Initiative (ICGI).
Governance and Political Affairs are essential to achieving the Bank’s operational and transition objectives, both through the delivery of relevant analysis and advice and through policy reform engagements. The GPA team provides support to the Bank’s main operational and strategic objectives through its analysis of the politics of economic reform and contributions to the Bank’s policy reform engagement; its coordination of the Bank’s efforts to enhance the investment climate and governance in recipient countries; its direct contribution to improvements in economic governance through the policy tools of the ICGI team; and its direct engagement with a wide range of key stakeholders in the Bank’s countries of operations in the political/policy establishment. GPA leads in the implementation of the Bank’s political mandate through assessment of the countries of operations’ compliance with the Article 1 of the AEB.
This is a rare opportunity for an ambitious young professional to work at an international financial institution that focuses on the challenging task of supporting political and economic transitions. The position would allow the Analyst to contribute to an in-depth understanding of the dynamics affecting successful transitions and contributing to investment climate and governance reforms; sharpen his/her expertise in the strategic, political, economic and governance factors affecting a number of countries; and apply and strengthen his/her skills across interdisciplinary fields.
Accountabilities & Responsibilities
  • Monitor and analyse political developments in assigned countries of operations using a wide range of remote and in-country sources to ensure timely and accurate coverage of relevant events that may affect the Bank’s operations.
  • Assist in preparation of products, meetings, seminars and other events to be organised by the political and governance counsellors.
  • Assist in preparation of briefings, speeches, presentations, and background material for country missions led by the senior management
  • Contribute to GPA’s products, including political and political economy parts of country strategies, risk assessments and briefings.
  • Occasional travel to recipient countries to assess political developments and business environment and engage in dialogue, together with senior GPA staff.
  • Provide written and analytical input to publications and internal documents
  • Independently conduct analysis and/or research activities on specific issues/topics; draft written presentations of findings and recommendations.
  • Contribute to utilising existing diagnostic tools under the ICGI programme, as well as developing new diagnostics and policy measures in support of efforts by the countries of operations to improve their investment climate and strengthen public and corporate governance.
  • Contribute to the development of a methodology to track progress of ICGI country programmes under implementation and report the results to Senior Management and the Board.
  • Support the development of country-tailored ICGIs, working closely with the Banking department and Resident Office.
  • Assist the senior staff of GPA in mobilising donor funds to support the ICGI-related interventions as appropriate, working with the Donor Co-Financing team.
Knowledge, Skills, Experience & Qualifications
  • Advanced degree in public policy/administration, political science, political economy, international relations, governance, or a related field.
  • Minimum of 1-2 years of prior relevant work experience.
  • Strong analytical skills; familiarity with statistical packages a plus.
  • Creativity and resourcefulness in identifying key political, social and business environment issues affecting EBRD’s countries of operations, and in conducting primary and secondary research on these issues.
  • Basic knowledge of economics a distinct advantage.
  • Fluent English communication skills, verbal and written.
  • Advanced professional report-writing and editing skills.
  • Knowledge of one or more languages spoken in the region and experience studying or working in the EBRD region of operations an advantage.
  • Computer literacy, including advanced Excel and PowerPoint.
  • Ability to multi-task on a daily basis, to engage effectively and communicate efficiently with a wide variety of internal and external stakeholders.
Challenges
The sensitive nature of the politics in the countries of operations and exposure to contacts at the senior level in the countries of operations and in inter-governmental organisations requires diplomatic skills and the ability to deal routinely with confidential information.
