This post is financed by the Support Account for Peacekeeping Operations for a finite period of at least one year. Extension of appointment will be subject to budgetary approval.Applicants from troop- and police-contributing countries who are found most suitable and recommended for selection will be given due consideration for positions in a peacekeeping operation or Headquarters support account funded positions in the Department of Peacekeeping Operations and the Department of Field Support, taking into account their contribution to United Nations peacekeeping, in accordance with General Assembly resolutions 66/265 and 67/287. Organizational Setting and Reporting
This position is located in the Selection and Recruitment Section of the Police Division in the Office of Rule of Law and Security Institutions (OROLSI), Department of Peacekeeping Operations. The incumbent reports directly to the Chief of Section.
Responsibilities
Under the direct supervision of the Chief, Selection and Recruitment Section, Police Division, Office of Rule of Law and Security Institutions, the Human Resources Officer is responsible for the following duties:
  • Monitors and ensures the implementation of human resources policies, practices and procedures.
  • Advises the Head of the Section on the development, modification and implementation of United Nations policies and practices.
  • Provides advice on interpretation and application of policies, regulations and rules. Reviews and provides advice on exceptions to policies, regulations and rules. Prepares reports and participates and/or leads special human resources project.
  • Projects and monitors vacant posts of assigned level/group, Division or mission-wide and ensures adherence to policies and procedures in filling these posts.
  • Oversees preparation of job openings, reviews applications and provides short-lists to substantive offices.
  • Arranges and conducts interviews for selection of candidates.
  • Reviews recommendation on the selection of candidate by client offices.
  • Develops and participates in recruitment strategies to meet identified shortfalls, including recruitment and outreach exercises, including through intensified engagement with francophone organizations and countries.
  • Maintains and interprets statistical data on police personnel serving in field missions and contributions by Police Contributing Countries.
  • Liaises and collaborates with Member States, Police Contributing Countries and Field Missions on all aspects of selection, recruitment and rotation of police officers.
  • May supervise and monitor the work of the junior staff in undertaking the full range of human resource management activities.
  • Performs other related duties as required.

Education
Advanced university degree (Master's degree or equivalent) in human resources management, business or public administration, social sciences, education or related field. A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.
Work Experience
A minimum of seven years of progressively responsible experience in human resources management, administration, or related field. Experience in the application and interpretation of staff rules and regulations within a complex organization is required. Experience in human resource planning and recruitment at the national and/or international level is desirable. Experience in Peacekeeping or other international experience is also desirable.
Languages
English and French are the working languages of the United Nations Secretariat. For the post advertised, fluency in English is required. Knowledge of another UN official language is an advantage.
Assessment Method
Evaluation of qualified candidates may include an assessment exercise which may be followed by a competency-based interview.
