Background
Humanitarian crisis in North East Nigeria has reached a crisis stage, with a declaration of Level 3 emergency to address critical needs while the security situation, particularly in Borno State, has led to challenges in programme delivery.
UNICEF staff have to conduct their duties safely in a rapidly changing environment while still adhering to the United Nations Security Management (UNSMS) policies in a high risk environment in an effort to deliver assistance to population in dire needs. UNICEF staff are often at the forefront of delivering activities in security-challenged areas, and must be provided with the full spectrum of security advice and support under the UNSMS, including having access to security advice and training during the exercising of their duties.
In addition, there are a number of geographical areas where access to the community is limited, or non-existent, for a variety of reasons including the ongoing insurgency in North East Nigeria.
Purpose of Assignment
To support the International Security Professional and other humanitarian programme delivery in high risk States/LGAs. To assist in evidence-based activities aimed at facilitating access to security-compromised areas in North Eastern Nigeria - particularly in Borno, Yobe and Adamawa States. Specific attention is to be given to those areas where access is required to ensure that programme delivery is conducted in as safe and secure a manner as possible, within the scope of the UN Framework of Accountability and UN Security Management System.
Additionally, to support the Security Professional to facilitate programme delivery in inaccessible areas. The Local Security Assistant may also be required to liaise with key Army officials in order to negotiate local access for programme activities.
Specific Objectives: To support national authorities (at State or LGA level), partners and other appropriate stake-holders in the following specific tasks.
Major Tasks to be accomplished: Information Collection
Keep abreast of political, military, security, and economic developments in North Eastern Nigeria that could impact staff safety and security. Maintain regular contacts with Security Focal Points of UN agencies; including UNDSS. Monitor security management and related research and publications. Travel as required to support of UNICEF programmes, and participate in UN-led security and accessibility assessments—often to remote and/or high-risk areas.

Security Management & Coordination
Assist and support UNICEF Security Adviser in making security plans, including updating staff lists. Maintain security database by using existing software for recording and updating security events Identify and report on Emergency Communications equipment needs and deficiencies Maintaining Minimum Operational Security Standards (MOSS) for equipment. Conducting security evaluations and providing advice on security measures for the residences of UN staff. Assist in the promulgation of security clearances for personnel in coordination with UNICEF Security team.
Communication
Give security briefings to the extended UNICEF team in regular team meetings as required and ensure accurate security information is disseminated to staff members, consultants and official visitors Organize training courses on security issues/awareness and preparedness. Represent in the government meetings on security and access matters as required. Represent UNICEF in area security management cell meetings as required.
Partnership
Support the effective collaboration between UNICEF, other UN agencies, international NGOs and government, on security-related issues. Develop and maintain productive relationships with key individuals in relevant government departments and Security officers of UN Agencies/Funds/Programmes (AFPs), and other relevant individuals as appropriate. KEY PERFORMANCE INDICATORS (KPI): The following Key performance indicators will be monitored to assess the contribution of the adviser towards the overall assignment objective.
Information Collection
Report all security incidents and accessibility issues to designated field officers. Evidence that key influences/ military have been identified and appropriate methodology considered to mitigate access and security issues. Evidence that security indications prior to programme activities are prepared and delivered in a timely manner to relevant stakeholders.
Information Management & Coordination
Evidence that regular security meetings have taken place and recorded in monthly engagement reports and follow up on action points. Evidence of monthly quality, action-oriented security review meetings at State level. Evidence of impact of supportive security visits to UNICEF personnel to address access/security issues.
Communication
Three month plan to build security awareness of non-UN Polio personnel developed together with UNICEF country security team, state team and partners. Evidence of representation at zonal/state UN security meetings, as required.

QUALIFICATIONS AND COMPETENCIES: Education
Completion of secondary education. University degree in related field with focus on security, risk management, analysis, or information operations id preferred. Recognised training in Security Management an advantage. At least 6 years of progressively responsible professional work experience in security related tasks within multi-cultural surroundings in Nigeria, requiring high levels of decision making. At least 6 years progressive service in a recognized police, military or state security agency. Working knowledge of threat assessments, data analysis and liaison duties would be an advantage. Experience in high-risk environments required.
Languages
A good command of English (e.g. spoken and written fluency) is essential. Knowledge of French is an advantage A good command of spoken Hausa is required. Knowledge of Kanuri and other northern Nigeria local dialects would be an asset.
Competencies
Analytical and conceptual ability; strong communication skills. Ability to make timely and quality judgments and decisions. Computer skills, including various office applications, especially Excel, Word and PowerPoint. Proven skills in establishing and maintaining key relationships, stakeholder and team management. Resilience and commitment to working in volatile environments. Resourcefulness, commitment and passion to Polio Eradication Initiative mission, related activities and professional values.
