ARTS MANAGER

POSITION DESCRIPTION:

Purpose of job:
The Arts Manager will support Head of Arts Kenya and East Africa, Director of Programmes Tanzania, and the wider British Council team, to deliver an engaging Tanzanian arts programme that works within British Council’s East Africa Arts programme and builds knowledge and understanding between the UK and Tanzania.

Context and environment:
‘East Africa Arts’ is the British Council framework for working between Kenya, Uganda, Tanzania, Rwanda, Ethiopia and the UK. Working predominantly with 18 – 35 year olds, the programme will: connect new audiences to new art, share skills of creative and ignite partnerships between the creative sectors of the UK and the East Africa region.

The East Africa Arts programme will consist of three parts:
· new Art new Audiences (nAnA): an Open Call across East Africa and the UK for cultural partners to create new art to showcase to new audiences in the UK and East Africa;
· Creative Hustles: a series of skills and networking events across East Africa, which share creative knowledge between 18-35 year olds
; Mobility Programme: supporting the movement of creative and building partnerships across East Africa

East Africa is one of the UK’s top priority regions for international engagement and is central to our programme of arts work in Sub-Saharan Africa. In recognition of the importance of the relationship with East Africa, we are establishing an East Africa Arts programme of engagement through the arts, where Tanzania will be one of the countries of activity.

Working with Head of Arts Kenya and East Africa and Director of Programmes and Business Development Tanzania, the Arts Manager will help manage and deliver a compelling arts programme in Tanzania that is in line with our strategy in East Africa and the sub-Saharan Africa region.

Accountabilities, responsibilities and main duties;
Arts Management:

– Work with Head of Arts Kenya and East Africa, Director of Programmes and Business Development Tanzania and UK arts advisor to plan, develop and execute the East Africa Arts programme in Tanzania;

– Manage the delivery of Tanzania East Africa Arts project activity to agreed timelines, costs and performance indicators;

– Identify and record Tanzanian cultural partners for the British Council to engage with through the East Africa Arts programme;

– Support British Council’s cultural partners to deliver projects in Tanzania and in communication with the UK and East Africa;

– Maintain strong connections with Tanzania’s creative sector, and work with the Head of Arts Kenya and East Africa and Director of Programmes and Business Development Tanzania to broker relations between the UK and Tanzanian cultural sector;

– Maintain programme activity and spread sheets;

– Work with Head of Arts Kenya and East Africa to secure and manage monetary and in-kind sponsorship for Tanzanian East Africa Arts activity;

– Oversee the creation and management of contracts for Tanzania stakeholder groups.

– Manage, communicate and coordinate with key cultural and financial stakeholder groups in Tanzania

– Strengthen the British Council’s position as the key organisation for international collaboration between Tanzania and the UK.

Communications:
– Reach new audiences for the East Africa Arts programme through the delivery of digital and print communications strategies in Tanzania;

– Work with Arts and Communications Manager Kenya & East Africa, to establish audiences for the East Africa Arts programme through British Council Tanzania Facebook and Twitter page;

– Manage Tanzanian digital arts content and coordinate with Arts & Communications Manger Kenya and East Africa to ensure content is well communicated across East Africa social media and press channels

– Communicate with Head of Arts Kenya & East Africa and the British Council UK communications team to ensure East Africa Arts is well represented and reaching new UK audiences

– Generate and edit press releases for the Tanzania’s East Africa Arts programme;

– Develop and maintain relationships with Tanzanian media/journalists/communicators;

– Identify new media partners to maximise the reach and promotion of the Tanzanian and East Africa Arts programme;

– Review and summarise online and printed press highlighting and related to East Africa Arts.

EXAMS INVIGILATOR/SUPERVISOR

POSITION DESCRIPTION:

PURPOSE OF THE JOB
Direct invigilation administration of school, IELTS, professional, University and other examinations according to exam board requirements as well as our Quality and Compliance Assessment standards (QCA)
; – Provide support to the administration and implementation of other examinations
– Information provision and excellent customer service
– Administrative work for the office

The post holder should be able to deal with more complex information/enquiries, have excellent customer care, interpersonal skills, team working spirit and able to meet deadlines to a schedule. He or she should also be computer literate. The post holder will be part of a wider pool of test day personnel, contracted to support the delivery of a variety of tests on behalf of the British Council across various locations in the country. The post holder will be required to work very closely with a team of other test day personnel and test day service providers.

CONTEXT AND ENVIRONMENT
The British Council Examinations Services administers a wide range of UK exams on behalf of UK based exam boards and awarding bodies. These include English proficiency exams such as IELTS, ESOL; school exams such as IGCSE, O and A levels for Cambridge International Examinations (CIE) and Edexcel International, a range of professional and university qualifications such as ACCA- Association of Chartered Certified Accountants (Paper and Computer based) CIM- Chartered Institute of Management,

Chartered Institute of Procurement and Supply. Additionally we administer exams on behalf of other professional boards like Health and Safety (NEBOSH) and other UK boards and universities

As a mainly exam business, we administer over 8,000 UK exams per year. IELTS represents 85% of our business, professional 15% mainly ACCA and a small but growing number of CIM, CIPS, CIMA. 2013 is In a fast changing environment where technology is the main push factor, it is essential that that the highest standards of test delivery are achieved and our examinations activity continues to build trust amongst all test takers and stakeholders .

ACCOUNTABILITIES / RESPONSIBILITIES
ACCOUNTABILITIES
Maintain the integrity and reputation of the British Council and the various examination boards by ensuring that tests are delivered to prescribed customer service, security and administration standards for duties assigned. Promote a positive image of the British Council by providing a high standard of customer care on the test day

RESPONSIBILITIES
Be familiar with and follow all relevant standards & procedures, based on training and reference materials provided by the British Council and the relevant exams boards
Ensure that all test day invigilation standards and procedures are met.
Ensure the security and confidentiality of all test day materials at all times
Escalate any exceptions, emergencies or breaches of security to the appropriate British Council staff. Liaise with any other relevant authorities in case of emergencies
Actively contribute to the improvement of test day delivery and customer experience by making suggestions to British Council staff.
Report promptly to test venue at agreed time. In case of emergency, inform the appropriate test day or British Council staff us in a timely manner.
Complete and maintain accurate records of exam assignments. Complete all reports, logs and claims accurately and in real time
Actively contribute to the improvement of test day delivery and customer experience by making suggestions to British Council staff.
Ensure that guidelines and policies are applied and followed in the areas of: Data Protection, Child Protection, Health & Safety, Equal Opportunities and Diversity, and Anti-Fraud.
Promote and ensure the well being of candidates at all time. In case of emergencies, follow procedures to ensure the well being of candidates.
Ensure that candidates have a positive and consistent test day experience and a positive image of the British Council.

MAIN DUTIES
Invigilators will be allocated different roles on test days including some or all of the exams specific duties:
1. To carry out registration of candidates and invigilate examination sessions professionally
– Be available at the assigned date and time to invigilate for the exam and always be punctual.
– Ensure the exam venue is clean and tidy.
– Conduct candidate entry, exit, identity checks and Test Day Photography procedures according to exam requirements.
– Enable good customer flow by directing candidates on the pre-exam customer journey.
– Adhere to all instructions issued by the supervisor/examination board.
– Candidate Admission Letters and valid IDs (passport, National ID) and statement of entry (if applicable)are checked at the Registration Desk, before entering the hall and again if a candidate leaves the hall to go to the wash room.
– Check each candidate’s ID and before and during the exam. If a candidate fails to present an ID
: – summon the Supervisor – record this in the Incident report
– ask him/her to ask somebody else (parents, siblings, friends) to bring the ID to the exam venue
– if the candidate succeeds in doing so admit him/her to the test
– Ensure that all candidates follow exams procedures by leaving their personal belongings in the designated areas and switching off their mobile phones.
– Ensure only permitted materials are on each candidate’s desk (e.g. pen, pencil, eraser, test paper, ID)
– Issue correct exam stationary promptly and efficiently.
– Invigilation and ushering is conducted professionally for designated examination sessions
– Invigilation of examinations is conducted so as to ensure that the needs of candidates with special requirements are met, in line with Equal Opportunities and Diversity and examination standards
– Monitor candidates unobtrusively and ensure that candidates do not communicate with each other
– No candidate is allowed outside the exam hall (after the exam), until all the question papers and answer sheets are counted and confirmed to the Supervisor
– Return all papers, sorted according to instructions, to the supervisor (if one is present).
– Be familiar with the emergency procedures for the test day venue
– Be smartly and appropriately dressed with no noisy jewellery or heels
– Be punctual
– Prepare seating plans and attendance sheets for the examination room for each paper of the examination

2. To ensure that security and confidentiality is met for all exams run as per Quality Compliance Assessment (QCA) Standards
– Ensure scripts are not removed from the test centre
– All Examinations Materials are logged and signed for
– All suspected breaches of security should be immediately reported to the Supervisor
– All data related to the candidate and to the examination is not to be disclosed or discussed with anybody
– You must not look through the question papers and the security of the exam should be maintained at all times
– You must not leave papers and other examination material unattended at any time
– Discarding of confidential examination documents and archiving is done to examination standards
– Refer candidates’ enquiries to examinations supervisors or the Exams team
– You should not invigilate for candidates you have taught or who are personally known to you. Such cases should be immediately reported to the Supervisor

3. To adhere to the British Council Customer Service Excellence
– Meet and greet candidates with a smile
– Have a duty of care for our customers
– Refer candidates’ enquiries to examinations supervisors or the Exams team
– Provide information to candidates
– Maintaining all BC customer standards and customer care policies
– report to the Supervisor on any late arrivals, incident, disturbances or candidate complaint

Invigilator should not never:
– Read candidates’ scripts
– Read books, magazines, newspapers during the examination or perform any additional tasks in the examination room
– Answer candidates’ questions concerning the examination content or give advice
– Talk to other invigilators if more are present during the exam
– Smoke/eat in the examination room
– Leave the examination room during the exam without permission from the supervisor, if one is present, or the Exams Team
– Make/receive calls
. – Engage in informal chat or exchange of contact details with candidates. Provide counselling of any kind and guide them to the exams department for any procedural clarifications

– Ensure any test day incident or malpractice is escalated as required

4. To ensure rooms are set up and comfortable as per the QCA standards

– Place signs and notices outside the exam room as per the supervisor’s/examination board’s instructions
– Check the venue and ensure that the environment is comfortable and set up as per QCA standards
– Ensure that the centre number and start and finish times of each paper are written on clearly visible board in the examination room

5. Training and Development
– Attend all briefing and training sessions as requested by the British Council Examinations Services Centre before and during period of engagement
– One initial training session for each relevant examination to be attended
– Available for full training before the first exam session
– One refresher training session per annum as agreed with the Exams Team
– Complete all the mandatory training including Data Protection, Child Protection, Health & Safety, Equal Opportunities and Diversity, and Anti-Fraud, impersonation and imposter training and others as required
– Being familiar with all relevant notices, instructions and requirements relating to the specific examination
– Comply with Examinations Services dress code as defined by the British Council

6. Child Protection (Supervision of under 18/minors)
The British Council promotes a positive, supportive and secure environment which gives all young learners and candidates a sense of being valued. Our policy applies to all employees of the British Council Cameroon who have responsibility for any Young Learners, either in a teaching or exams supervisory capacity

All invigilators/Supervisors are expected to follow the Child Protection Training and sign the Code of Conduct and the Declaration Form (stating suitable to work with children and have no criminal record). You will be notified and instructed when supervising any under 18s/ minors.

The following steps (not exclusive/exhaustive and when instructed) should usually be followed, but note that the British Council Child Protection Policy is mandatory, and must be adhered to at all times

Other important features or requirements of the job
Examinations work requires occasional (or sometimes regular) work outside conditioned hours, for example in the evenings or at weekends. Working hours will be based upon the start time and end of Exams – working week will run from Monday to Friday and occasional Saturdays/Sundays/public holidays

Morality Certificate/Police checks required for all in the employment of British council Reference checks: 2 Referees should be given at the time of application. The Child Protection Training must be followed and a child declaration must be signed. Finance Credit Record Declaration of Criminal record ( non Conviction/police record)

Skills and requirements: Punctual and reliable Examinations schedules are fixed in advance and it is essential that invigilators arrive on time to ensure the exam starts on time

A good working knowledge of spoken and written English (minimum of B1), as well as the local language Exam instructions are given in English as defined by the exam board. Venue staff may be required to use only English when communicating with both candidates and colleagues at exam venues.

Good attention to detail Procedures vary for different exam boards and types of exams, and these must be followed with precision for each type of exam

Customer service and people skills Our exam candidates include a wide range of people from different background who may be nervous on the day of their exam and need to be dealt with politely, confidently, calmly and efficiently. It is essential that our venue staff have the ability to understand and respond effectively to customer needs and deliver high quality service

Basic computing skills Electronic equipment and internet-based software are used to prepare and deliver examinations. It is essential that invigilators be familiar and comfortable using these tools and have regular internet access.

Education University Degree. Good English skills in Listening, Reading and Speaking (minimum IELTS Band 6 or equivalent)
