The Directorate for Public Governance and Territorial Development (GOV) supports countries to promote good governance through more strategic, agile and action-oriented public sectors that improve the functioning of national economies and support growth.
We are looking for a versatile and flexible Web and Social Media Communications Officer. The selected person will work within the Director's office under the direct supervision of the Counsellor responsible for communications, and in collaboration with the corporate web editorial team in the Public Affairs and Communications Directorate (PAC).
Main Responsibilities
Web management
  • Manage GOV content on the OECD GOV Web Site, and contribute to the topic web pages related to GOV areas of work.. Work with Front Office senior economists and the Public Affairs and Communications Directorate (PAC) to improve website layout in terms of usability/readability, optimising titles and metadata for search engines, and reviewing content for relevance and timeline in order to help the Directorate convey its expertise and improve its visibility and influence in public debate. In this context, he/she will:
    • Play an active role in the Internet task force meetings.
    • Streamline processes where possible.
  • Monitor web activity and ensure good Search Engine Optimisation (SEO) results, in line with the quality standards and corporate guidelines developed by PAC ..
  • Continue development of data visualisation tools on GOV's web pages together with PAC, the Digital, Knowledge and Information Service (DKI) and the Statistics Directorate (STD) , following the corporate graphic standards.
  • Work with PAC to ensure that the content posted on the web is easy to update, simple to post on the web and responds to the needs of users while making best use of available Web 2.0 technologies such as podcasts, videos, blogs etc. Liaise with other Directorates as appropriate.
  • Manage the flow of email requests coming from the OECD Webmaster, OECD iLibrary and occasionally PAC Centres Abroad. Supervise the smooth functioning of the GOV Contact e-mail system.
Social media
  • Work with GOV contacts across the directorate and with PAC to strengthen GOV's presence on social media channels.
  • Write and post succinct content daily on GOV social media channels to grow followers and engagement, in line with OECD communications objectives and social media guidelines.
  • Ensure daily monitoring and engagement on GOV social media channels, along with periodic and event-related reporting.
  • Create and disseminate social media campaign plans for publications and events.
  • Research new innovations in social media, take part in social media meetups organised by PAC, and encourage colleagues to share GOV content on their professional accounts.
  • Help GOV staff utilise new technologies to disseminate work and increase its visibility.
  • Draft content and information for key audience of GOV (non-technical).
Ideal candidate profile
Academic background
  • Post secondary education, preferably a university degree in communications or Information Technology
Professional Background
  • Previous experience as a Web Manager and/or in web communications positions, preferably in an international organisation.
  • Good editorial skills and experience writing messages for different audiences and presenting information in a clear, accessible and compelling way.
  • A proven track record working with social media (Twitter, blogging, Facebook, etc.) would be an
  • advantage;
  • Experience in project and workflow management in a complex, high-pressure environment.
  • Experience with OECD policy, procedures and software, or similar experience in another international organisation, would be an advantage.
Tools
  • Excellent skills in web design and maintenance, including familiarity in using web tools and platforms, web 2.0;
  • Familiarity with desktop design tools would be an advantage;
  • Very good knowledge of the standard computer applications (Outlook, Word, Excel, PowerPoint, Access);
Languages
  • Excellent oral and written knowledge of one of the official languages of the Organisation (English or French) and good working knowledge of the other language.

Contract Duration
One year fixed term appointment, with the possibility of renewal.
What the OECD offers
  • Monthly base salary starting from 4 283 EUR exempt of French income tax, plus allowances based on eligibility.
Please note, the appointment may be made at a lower grade based on the qualifications and professional experience of the selected applicant.
