Based in Copenhagen, Denmark, the Asia, Europe and Middle East Office (AEMO) supports UNOPS offices throughout the region, providing financial oversight of projects, procuring goods and
services and managing human resources.
AEMO helps ensure that projects are executed to the highest standards, providing a shared knowledge base and ensuring that best practices and lessons learned are disseminated between projects across the entire region.
Background Information - Job-specific
The current conflict in Yemen has resulted in wide-spread humanitarian crisis, and has left 80 per cent of the population (21.1 million people) in need of assistance [1]. The impediments on commercial imports to Yemen have led to severe lack of basic items. Should this situation continue to the point that basic commodities are not imported and therefore not available in the market, the current humanitarian crisis will deteriorate even further.
In order to address the dire humanitarian situation in Yemen, the restoration of regular commercial cargo flows into the country is essential. UN Security Council resolution 2216 (2015) decided that Member States shall take necessary measures to prevent the direct or indirect supply, sale or transfer from or through their territories or by their nationals, or using their flag vessels or aircraft, of arms and related materiel of all types, including weapons and ammunition, military vehicles and equipment, paramilitary equipment, and spare parts for the aforementioned. In order to facilitate the unimpeded flow of essential commercial items to Yemen, the UN has been requested by the Government of Yemen to provide a monitoring and inspection service that ensures that commercial cargo entering Yemen's territorial waters is compliant with UNSCR 2216 (2015).
The United Nations Office for Project Services (UNOPS) has been requested to operationalize and manage a mechanism to oversee the monitoring and inspection services on behalf of the UN and the concerned Member States. Functional Responsibilities
Under the direct supervision of the Project Manager, the incumbent will be responsible for the following activities:
  1. Develop, implement and administer a database to gather and process information on commercial cargo shipments destined for Yemeni ports.
  2. Provide training for Coordination Officers, Monitors and the Inspection Team in the use of the database.
  3. Provide maintenance and end user technical support in issues relating to the database use and administration.
  4. Develop and implement proper backup, restore, data validation, and security procedures to ensure data integrity and availability.
  5. Secure consistent availability of computer services.
  6. Provide the UNVIM team with ICT services in full coordination with the ICT specialist in the Amman hub.
  7. Visit field offices to provide technical support to the usage the database.
  8. Perform such other duties as may be assigned by the Project Manager.

Education/Experience/Language requirements
· Advanced degree in Computer or Information Systems, Computer Engineering or other related field. A first-level university degree in combination with required qualifying experience may be accepted in lieu of the advanced university degree.
· At least 5 years of progressively responsible relevant experience with database development and/or network security; experience in providing excellent client/customer services.
· Experience in the area of logistics and/or the United Nations system is an advantage.
· Fluency in English is essential.
· Knowledge of Arabic Language is desirable.
