Description
The Fiscal Affairs Department of the International Monetary Fund is seeking a public financial management (PFM) specialist to fill a headquarters based (Washington D.C) contractual Advisor position in the Public Financial Management 1 Division. The position will be for an initial period of two years; renewable up to four years. The selected candidate will provide technical assistance on PFM matters to IMF member countries, contribute to the division's analytical research on public finance issues, and supervise the work of experts based in member countries and/or at the IMF's regional technical assistance centers.
Qualifications
- Applicants should have a University degree or equivalent qualification in a relevant subject, ideally in economics, finance or accounting.
- macro-fiscal planning, including medium-term fiscal frameworks and fiscal forecasting;
- budget formulation, including medium-term expenditure frameworks and program budgeting;
- budget execution, including accounting and reporting;
- treasury systems, and cash and debt management;
- the legislative framework for budgeting, treasury, debt and fiscal management;
- internal control and internal audit;
- inter-governmental fiscal relations; and
- government financial management information systems.
- Applicants should be proficient in English;
- have strong oral and written communication skills (including electronic media); have well developed analytical and research skills;
- have excellent interpersonal skills;
- and have the ability to work as part of a team, to maintain effective and cooperative relations with national authorities and donors, and to handle sensitive issues with discretion in a multicultural environment.
- Experience in project management and in organizing and conducting training courses and workshops would be desirable.
- The ability to manage the work of short-term PFM experts will also be important, as will a willingness to travel significantly overseas.
- Capacity to deliver written and verbal advice in Arabic, French, or Russian would be an advantage.
