Private sector financial development is essential to the promotion of successful and sustainable economies in low and middle income countries around the world. Sound and efficient financial markets can ensure that resources are allocated where they are most productive, assisting job creation and spurring economic growth. IFC's goal is to prioritize investment in the financial sector because it promotes development in all other sectors.
The Financial Institutions Group (FIG) is one of three major industry groups at IFC, responsible for managing roughly 40% of IFC's overall business in terms of volume and capital at risk. FIG engages in a wide range of sub-sectors including Microfinance, SME, Gender, Climate, Insurance, Capital Markets, Housing, Distressed Assets, and other areas, with both investment and advisory services delivered globally to IFC's clients through IFC's global network.
The Mobilization and Innovation group within FIG (CFGMI) focuses on Insurance, Housing Finance, Distressed Asset Recovery Program and Capital Markets. Strengthening the capital markets of its emerging member countries is a strategic priority for IFC. IFC has long-standing programs for providing structuring support for a wide range of securities issuances by emerging market (EM) clients as well as investors in such asset classes and is looking to expand its investment activities in this line of business.
FIG is looking to identify a Principal Investment Officer (IO) to join its FIG Capital Markets team within FIG's Mobilization and Innovation unit. The position will be based in Washington, DC.
Note: If the selected candidate is a current Bank Group staff member with a Regular or Open-Ended appointment, s/he will retain his/her Regular or Open-Ended appointment. All others will be offered a 3 year term appointment.

The specific responsibilities of the position include, but are not limited to:
- Identify capital market solutions for FIG clients in emerging markets, developing a strong pipeline of quality investment opportunities for IFC, through employing knowledge of capital markets and anticipating market trends.
- Collaborate within team and across IFC for developing global and regional capital markets strategies and support related promotion work, including marketing, mobilization of other investors and communications.
- Focus on adding value to IFC's clients, find pragmatic solutions to sector challenges, and achieve sustainable development impact.
- Evaluate, structure, negotiate, and close new transactions: lead structuring and execution; use strong negotiation skills to develop solutions and overcome impasses in straightforward and complex transactions; mobilize other investors alongside IFC.
- Manage relationships with existing and potential FIG clients, investors and arrangers.
- Lead project teams, mentor, develop junior staff, build talent and grow skill base of staff.
- Facilitate interactions and knowledge sharing among IFC clients and within IFC.
- Assist in other project or strategy related activities, as the need may arise.
- Master's degree in finance, economics or other related areas; accreditation as a CFA or CPA is considered a plus.
- Recent capital markets experience in emerging markets: 8-12 years of experience, with exposure to local currency and cross-border bond issuances, structured repo financings, financial derivatives, securitizations, diversified payment rights (DPR), capital relief (Basel III) transactions.
- Strong analytical and credit skills and excellent business judgment.
- Track record in EM capital markets transactions, with proven success in developing client relationships, identifying new business with new and existing clients, negotiating and processing quality investments in difficult environments and portfolio monitoring.
- Good network of financial institutions, investment banks and corporate clients.
- Good management skills, with strong sense of service to clients.
- Knowledge and experience in international economic development arena and commitment to sustainable development.
- Knowledge of IFC and internal departments and processes will be a plus.
- Recognized as a team player; capacity to deal with conflicting priorities and deliver high quality work on schedule; facility to work successfully in multicultural teams and across boundaries.
- Strong ability to mentor and lead more junior staff.
- Excellent oral and written presentation skills in English are required; additional major language desirable.
- Willingness to travel.
