Background / General description

Information and Technology Solutions (ITS) enables the WBG to achieve its mission of ending extreme poverty by 2030 and boosting shared prosperity in a sustainable manner by delivering transformative information and technologies to its staff working in over 130 client countries. ITS services range from: establishing the infrastructure to reach and connect staff and development stakeholders; providing the devices and agile technology and information applications to facilitate the science of delivery through decentralized services; creating and maintaining tools to integrate information across the World Bank Group, the clients we serve and the countries where we operate; and delivering the computing power staff need to analyze development challenges and identify solutions. The ITS business model combines dedicated business solutions centers that provide services tailored to specific World Bank Group business needs and shared services that provide infrastructure, applications and platforms for the entire Group. ITS is one of three VPUs that have been brought together as the World Bank Group Integrated Services (WBGIS), to provide enhanced corporate core services and enable the institution to operate as one strategic and coordinated entity.

ABOUT THE VPU
The Information & Technology Solutions Operations & Corporate department (ITSOC) is led by a BSC Chief Information Officer at the Director level. ITSOC partners with clients and IT network colleagues to provide transformative development solutions through the management of information and provision of IT enabled business solutions, towards a world free of poverty.
The Knowledge & Information unit (ITSKI) is part of the Operations & Corporate department (ITSOC) within the Information Management & Technology (ITS) vice presidency. The ITSKI unit's primary clients are internal (the Regional Vice-presidencies, the Global Practices) and other corporate and operational units, as well as external clients, partners, and the public who use the Bank's Access to Information systems and archival services.
The Knowledge & Information unit of the Information Technology and Solutions (ITS) vice presidency is seeking a Sr. Info Assistant, Information Management Services, Sr. Library Assistant, to work in the WBG Library. The incumbent primarily serves internal WBG staff with a wide range of documents and publications by request using inter-library loan system and a variety of external information sources.
The incumbent will be part of the WBG Library team within ITSKI which manages the Library services for the WBG. The WBG Library is part of the Library and Archives of Development (LAD) providing information services to the WBG. The services are provided by three units; the World Bank Group (WBG) Library, the World Bank Archives and the Internal Documents Unit (IDU). This position will based in HQ (Washington, DC). The Librarian will work with all clients (WBG staff), regardless of their location. The Librarian will work under the supervision of the Team Lead for Digital Library Program in HQ.
The World Bank Group Library is also part of the Bank-Fund Library Network, in partnership with the International Monetary Fund (IMF).

Note: If the selected candidate is a current Bank Group staff member with a Regular or Open-Ended appointment, s/he will retain his/her Regular or Open-Ended appointment. All others will be offered a 2 year term appointment.
Duties and Accountabilities

  • Performs Inter-Library Loan service for the Library clients.
  • Provides timely and quality delivery of documents for Library clients.
  • Using a variety of sources both fee and non-fee, meets client demands for specific books, articles and other resources upon demand.
  • Processes requests using OCLC ILL functionality, receives materials, contacts clients, issues overdue notices, returns and claims.
  • Assists in procurement and dissemination of print and electronic resources through a variety of vendors and payment methods.
  • Tracks spending and maintains active records for all items purchased and requested. Receives new items and claims items which have not been received. Processes invoices received and routes for payment as appropriate.
  • Monitors service usage and flags issues in the service delivery or turnaround time standards;
  • Contributes to improvements and changes in the document delivery and inter-library service, participates in evaluation of new tools and library technologies.
  • Maintains active collegial network of local and international inter-library loan library departments;
  • May lead a project under supervision.
  • Performs other acquisitions or library collection maintenance tasks as assigned.
Selection Criteria

Minimum Years of Relevant Experience
  • 3 years in functional position or related work experience in complex global business/market research/economics and international development.
  • Academic or special library experience preferred.
  • Knowledge of OCLC.
  • Fluency in spoken and written English a must.
  • Ability to expresses thoughts and ideas effectively in oral and written communications.
  • Ability to analyze information and draw accurate conclusions, filter information.
  • Ability to work cooperatively and independently.
  • Organized, agile, persistent, and proactive.
  • Language skills outside of English considered a plus.
