Purpose of the Position
The Division of Data, Research & Policy (DRP) comprises 3 sections/offices: (1) the Policy Strategy & Networks Section (PSN) (2) the Data & Analytics Section (D&A), and (3) the Office of Research (OoR). The Corporate Strategy & Analysis Unit is one of four units in the Policy Strategy & Networks Section. The Chief, CSA reports directly to the Deputy Director, DRP who oversees the PSN. The second reporting officer for Chief CSA is Director, DRP.
Under the guidance and direct supervision of the Deputy Director, the Chief CSA works closely with D&A, OED, HQ Divisions, especially with Programme Division (PD), EMOPS, DFAM and FRG, as well as with Regional Chiefs of Planning. The Chief also works with UNDG agencies, Member States, donors and diverse partners. There is regular and systematic work with Executive Board members. Chief CSA is expected to work closely with the three other Unit Chiefs in PSN. All Unit Chiefs sit on the DRP Management Committee.
The purpose of the role is to coordinate and support the continued development and strengthening of
a) The corporate strategic planning and review process.
b) Results-based management in the organization, including the application of results
based budgeting as appropriate across the organization.
c) Corporate reporting to internal and external stakeholders, including through the
Executive Director's Annual Report and additional annual reports, in coordination with HQ Divisions

d) The link between the corporate Strategic Plan and the budget process and actions at
all locations, and promoting the concept of 'value for money'
e) The UNICEF network of Planning, Programme Monitoring and RBM focal points
including supporting skills development, mentoring and connecting to internal and external expertise
f) The preparation and review of implementation of the Office Management Plans at
regional and HQ locations
g) Inputs to the formulation and development of other global UNICEF policies, goals and strategies.
Key Accountabilities and Duties & Tasks
Coordinate and strengthen corporate planning and reporting
Conceptualize, guide and manage the process of strategic planning and reporting both internally and externally, ensuring participation of all key implementers. Coordinate the preparation of the SP once every four years and review every two years, and reporting annually, including through the Executive Director's Annual Report and other Supplementary materials, taking into account the views and resolutions of the General Assembly, ECOSOC, and the Executive Board.
Use of the Strategic Plan
Conceptualize, design and coordinate the development of guidance and other
Communication materials on the Strategic Plan to promote utilisation at all relevant levels. Support the application of the resource allocation formulae to fund the SP.
Regional and Headquarters Office Management Plans
In close collaboration with DFAM, draft guidelines for the Office Management Plans for HQ locations and ROs to ensure alignment between the OMPs, budget and the SP. Manage the annual review of progress in the implementation of OMPs at HQ and draft a report with recommendations to improve the effectiveness of OMP implementation and resource management strategies for use by OED and GMT.
Results Based Management
Lead process to strengthen the organisation's approach and implementation of results based management at all levels, including development of tools and skill development initiatives.
Global and Regional Programme
Support the coordination and management of UNICEF's Global and Regional Programme, the key funding source for UNICEF's delivery of global and regional public goods.
Polices, strategies and procedures
Support the formulation and development of other global UNICEF policies, procedures and strategies on specific issues related to the Strategic Plan as required.
Effectively Manage the Corporate Strategy and Analysis Unit and respond to ad-hoc requests from within DRP, other Divisions and senior management.
Qualifications of Successful Candidate
  • An advanced university degree (Master's) required in social or management sciences. Specialized training in strategic planning or management will be a great asset.
  • A minimum of 10 years of international work experience in development planning, corporate strategy and programme management, of which at least five years of progressive experience in UNICEF or an international Organization, preferably including at the policy and strategic levels.
  • At least 3 years of field experience with UNICEF or an international organization. Demonstrated maturity in judgment, team building skills, outstanding people skills, good facilitator skills, good knowledge and skills in use tools for policy presentations, planning and the networking of strategic information.
  • Very strong English language writing skills and extensive experience with results-based management tools and processes including development of results-chains, logical frameworks, theories of change and related tools.
  • Strong inter-personal skills.
  • Candidate would also ideally also have the following:
    • Ability to provide intellectual leadership on cutting edge corporate planning issues like value for money assessment, measurement and reporting.
    • Extensive experience working with donors and the global level on substantive results issues.
