Background

The Government of The United Republic of Tanzania through National Counter-Terrorism Centre (NCTC) has initiated a project for the development of a web-based knowledge management portal with support from the United Nations Development Programme (UNDP). Due to the rising risk of Violent Extremism (VE), which has a direct impact on peace, security, and sustainable development, UNDP in collaboration with the Government of the United Republic of Tanzania and national stakeholders came up with a project to support a developmental national effort for preventing and responding to violent extremism. A Plan of Action to prevent violent extremism was presented by UN Secretary General to UN General Assembly in 2016 that provides a framework to tackle violent extremism through preventive measures addressing the drivers was put into consideration. Particularly, Goal 16 on the promotion of peaceful and inclusive societies for sustainable development.

Under the project a web-based knowledge management portal needs to be developed. The platform will facilitate a better understanding of Violent Extremism in Tanzania. It should make existing knowledge more accessible and is intended to be a dynamic resource tool, which will include sections on news and events, in-country policy and projects, regional and international good practices, document repository for research, catalogue with PVE professionals and researchers with local knowledge and a project blog. All sections will be available only to registered users. There will be different user types with different levels of access to the information on the website. The landing page will only consist of information about the platform and how to apply to become a registered user.

Duties and Responsibilities

The contractor will work under the direct supervision of the PVE Project Team. The contractor will perform the following tasks:

• Develop a web based knowledge portal using the industry's best-known technology;
• Carry out the full system development lifecycle in developing the digital platform and highlight the same in the proposal;
• Develop both back end and front-end of the system in a user-friendly platform; and
• Conduct training and documentation for both administration and all level of users of the system.

Required Skills and Experience

Education:

• Master's degree (or higher) in Computer Science, Information Systems, Information Management or related discipline of the project lead

Experience:

• At least three years of experience in designing and building effective, user-friendly web platforms with a similar type of organization.

Language Requirements:

• Fluency in spoken and written English and Swahili are mandatory.
