1.0 NATIONAL IRRIGATION COMMISSION
The National Irrigation Commission (hereinafter referred to as “the Commission”) is a body corporate established under the National Irrigation Act No. 5 of 2013 (hereinafter
referred to as “the Act”).The Commission through its Governing Board is responsible for Coordination, Promotional and Regulatory functions in the development of Irrigation Sector.
1.1 DIRECTOR GENERAL – 1 POST RE-ADVERTISED
1.1.1 DUTIES AND RESPONSIBILITIES
Provide creative leadership that enables the Commission to deliver its mandate as provided in the Act in a financially sustainable manner and any other subsidiary legislation made there under.
Perform, in a professional and ethical manner, all duties typical of the office as prescribed in the Act.
Develop, implement, evaluate and update the Strategic Plan of the Commission.
Ensure the Irrigation Development Fund is adequately financed and utilized.
Ensure the Commission effectively identify, mitigate and manage all relevant risks.
Enable the Governing Board of the Commission to fully implement its mandate.
Ensure timely and efficient execution of duties by all officers of the Commission.
1.1.2 QUALIFICATIONS AND EXPERIENCE:
Master‟s degree in Engineering (Irrigation, Water Resources, Civil or Agriculture)
Must be registered by the Engineering Registration Board (ERB).
Possession of MBA qualifications will be an added advantage.
A minimum of FIVE (5) years‟ experience as a Director (or equivalent) responsible for departments, institutions, companies and/or programs dealing with the development and management of irrigation & drainage, water resources, or related sectors.
Experience as CEO will be an added advantage.
Not less than 15 years working experience, of which seven (7) years must be as front line manager of irrigation and/or water resources development programs/projects.
A track record of delivering outcomes and impacts that self-perpetuate after the end of an intervention program/project.
Skills and track record in fundraising and attracting private sector investment.
1.1.3 ATTRIBUTES
Be citizens of Tanzania and not aged above 55 years
Ability to handle community relationships, disputes and conflicts arising from irrigation investments in different locations.
Able to manage continuity, change and transition.

2.0 WORKERS COMPENSATION FUND (WCF)
The Workers Compensation Fund (WCF) is a Government Institution under the Prime Minister‟s Office – Labor, Employment and Youths established in accordance with Section 5 of the Workers Compensation Act No. 20 of 2008. The Fund is a contributory social security scheme responsible for payments of compensation as a result of accidents suffered and diseases contracted out of and in the course of employment. The Fund started its operations on 1st July 2015 and all employers in the public and private sectors in Mainland Tanzania are compulsorily required to contribute to the Fund.
Objectives of the Fund
The Fund‟s main objectives are as follows:
a) To provide adequate and equitable compensation for employees who suffer occupational injuries or contract occupational diseases arising in the course of their employment. In cases of death, compensation is provided to dependants of employees.
b) To perform the rehabilitation of employees who have suffered occupational injuries or contracted occupational diseases in order to assist in restoring their health, independence and participation in society.
c) To provide a framework for the effective, prompt and empathetic consideration, settlement and payment of compensation benefits to employees and their dependants.
d) To provide legal framework for contributions to and payments from the Fund.
e) To implement international obligations with respect to workers’ compensation.
f) To promote prevention of accidents and occupational diseases.
To effectively achieve the fore mentioned objectives, the Fund need to have highly qualified candidates who are motivated and computer literate.
2.1 FINANCE MANAGER – 1 POST
Job Purpose: To supervise collection and monitoring of the Fund‟s revenue and expenditures
2.1.1 DUTIES AND RESPONSIBILITIES
Preparing financial statements, financial reports and special analyses.
Overseeing compliance with legal, accounting and audit procedures.
Supervising preparation and consolidation of the Fund‟s budget.
Developing and evaluating financial systems and procedures.
Preparing performance reports.
Developing Financial Regulations and other relevant documents.
Coordinating external audit exercise.
Monitoring cash flows and working capital position.
Performing any other related function as may be assigned by the Director of Finance, Planning and Investments.
2.1.2 QUALIFICATIONS AND EXPERIENCE
Master‟s Degree either in Finance, Accountancy, Economics or Business Administration from a recognized Institution who has acquired CPA (T)
Equivalent professional qualification with at least seven 7 years relevant working experience of which at least two should be at a Senior position.
2.1.3 REMUNARATION:

2.2 INVESTMENTS MANAGER – 1 POST
Job Purpose: To develop and oversee implementation of plans that aimed at increasing the value of the Fund.
2.3 DUTIES AND RESPONSIBILITIES
Developing and reviewing the Fund‟s investment policy in line with Regulator‟s Guidelines.
Monitoring development and implementation of WCF‟s Investment Plans.
Monitoring returns on investments, conducting investment portfolio analysis to
ensure that there is optimal return on the Fund‟s investments.
Analysing and providing advice on investment proposals submitted to the Fund.
Developing and maintaining data bank for the Fund investments including the trend of exchange rate, interest rates, inflation rate, money supply, price movements in the stock market, Treasury bills rates, and Treasury bond rates fixed deposits and lending rates.
Monitoring Fund‟s compliance to Investment Guidelines issued by Regulator and other applicable guidelines in relation to investments.
Preparing performance reports.
Supervising feasibility studies and appraisals for investment in new areas.
Performing any other related function as may be assigned by the Director of Finance, Planning and Investments.
2.3.1 QUALIFICATIONS AND EXPERIENCE
Master‟s Degree either in Economics, Statistics, Investment, Planning Accounting, Business Administration, Finance or equivalent qualification from a recognized Institution
Relevant working experience of at least seven years of which at least two years should be at a senior position.
2.3.2 REMUNARATION:

2.4 PLANNING AND RESEARCH MANAGER 1 POST
Job Purpose: To oversee planning, monitoring, evaluation and research functions within the Fund.
2.4.1 DUTIES AND RESPONSIBILITIES
Coordinating preparations and implementation of the Fund‟s Corporate Plan.
Monitoring the implementation of the Fund‟s Strategic Plan.
Supervising and coordinating Fund‟s research information exchanges with other institutions.
Supervise the evaluation of Fund‟s performance and report to Management.
Overseeing preparation of various performance reports.
Overseeing research exercises in collaboration with relevant departments within the Fund.
Advising the Director of Finance, Planning and Investments on planning and research matters.
Performing any other related function as may be assigned by the Director of Finance, Planning and Investments.
2.4.2 QUALIFICATIONS AND EXPERIENCE
Master‟s Degree either in Economics, Statistics, Planning or equivalent

2.5 CLAIMS ASSESSMENT MANAGER -1 POST
Job Purpose: To oversee all aspects of worker’s cases, from medical services to calculating worker’s compensation payments.
2.5.1 DUTIES AND RESPONSIBILITIES
Developing and administering Fund‟s policies on determination of claims for compensation.
Developing and reviewing Fund‟s guidelines for notifying occupational accidents, diseases and death; provision of medical aid, and determining compensation claims.
Advising the Fund on the scope of medical services required by employee who has sustained occupational injury.
Determining, reviewing and updating list of medical aid coverage.
Determining compensation claims.
Developing and reviewing technical requirements for accrediting health care providers
Overseeing performance of accredited health care providers.
Supervising Medical Advisory Panels.
Advising on the inclusion of a disease to the list of occupational diseases provided in the Second Schedule to Workers Compensation Act No. 20 of 2008.
Establishing and reviewing internal operational standards to be adopted by medical practitioners, claim assessment officers and medical panel in performing day to day duties and responsibilities.
Coordinating research on occupational injuries and diseases with the view to ensure efficiency and sustainability of the Fund.
Monitoring adherence to standard guidelines for occupational diseases diagnosis.
Performing any other related function as may be assigned by the Director of Medical and Assessment Services.
2.5.2 QUALIFICATIONS AND EXPERIENCE
Bachelor degree in Medicine and a Master‟s Degree either in Medicine, Occupational Health and Safety or Occupational Health from a recognised Institution
Relevant working experience of at least seven years of which at least two years should be at a senior position.
2.5.3 REMUNARATION:

2.6 WORKPLACE RISK ASSESSMENT MANAGER -1 POST
Job Purpose: Ensuring that employers and workers comply with safety legislation and those safety policies and practices are adopted and adhered
2.6.1 DUTIES AND RESPONSIBILITIES
Developing and reviewing Fund‟s policies guiding overall management of workplace risk assessment.
Supervising risk assessments at workplaces.
Preparing and reviewing risk assessment guidelines.
Developing and supervising the implementation of workplace risk assessment programs.
Developing and reviewing procedures, guidelines and internal operational standards to be adopted by workplace Risk Assessment officer in day to day discharge of duties.
Establishing categories of occupations based on levels of risks.
Advising the Fund on the amount of tariff to be paid by the employer.
Preparing performance reports.
Performing any other related function as may be assigned by the Director of Medical and Assessment Services.
2.6.2 QUALIFICATIONS AND EXPERIENCE
Master‟s Degree either in Occupational Health and Safety, Medicine, Engineering (Mechanical, Geological, Environmental, Electrical, Chemical), Environmental Science or Risk Management from a recognized Institution
Related with a relevant working experience of at least seven years of which at least two years should be at a senior position.
2.6.3 REMUNARATION:

2.7 SAFETY AND HEALTH MANAGER- 1 POST
Job Purpose: To oversee promotion of occupational accidents and diseases prevention by the Fund.
2.7.1 DUTIES AND RESPONSIBILITIES
Developing and administering Fund‟s policies aimed at promoting health and safety in all workplaces.
Liaising with Occupational Safety and Health Authority (OSHA) and other stakeholders in determining the cause and prevention of Occupational accidents and Diseases.
Designing and advising on programs or projects to be supported by the Fund for the purpose of preventing occupational accidents and diseases.
Developing and reviewing internal operational standards to be adopted by health and safety officers in their daily duties and responsibilities.
Supervising research on occupational accidents and diseases prevention.
Overseeing collection and analysis of data on occupational health and safety matters and advise accordingly.
Participate in the development of guidelines and procedures for occupational accident investigation.
Participating in the establishment of categories of occupations based on risk levels.
Preparing occupational accidents and diseases prevention promotional activities reports.
Preparing performance reports.
Performing any other related duties as may be assigned by the Director of Medical and Assessment Services.
2.7.2 QUALIFICATIONS AND EXPERIENCE
Master‟s Degree either in Risk Management, Medicine, Engineering (Mechanical, Geological, Environmental, Electrical, Chemical), Environmental Scientists, or Occupational Health and Safety Sciences from a recognised Institution
Relevant working experience of at least seven years of which at least two years should be at a senior position.
2.7.3 REMUNARATION:

2.8 COMPLIANCE MANAGER – 1 POST
Job Purpose: To oversee inspection of employers‟ registration and collection of contributions from employers.
2.8.1 DUTIES AND RESPONSIBILITIES
Developing compliance policies, standards, and procedures.
Overseeing registration of employers.
Overseeing collection of contributions from employers.
Supervising inspections.
Supervising preparations of reports, statistics and records on compliance matters.
Liaising with Legal Services Unit and take appropriate course of action for employers who delay to submit contributions.
Advising the Management on the operation of compliance programs.
Preparing performance reports.
Performing any other related duties as may be assigned by the Director of Operations.
2.8.2 QUALIFICATIONS AND EXPERIENCE
Master‟s Degree either in Accounting, Finance or Business Administration (Finance, Human Resources, Economics), from a recognized Institution with a relevant working experience of at least seven years of which at least two years should be at a senior position.
2.8.3 REMUNARATION:

2.9 CLAIMS PROCESSING MANAGER- 1 POST
Job Purpose: To oversee processing of claims and payments and conducting billing research.
2.9.1 DUTIES AND RESPONSIBILITIES
Developing and reviewing policies, regulations and procedures to guide the administration of benefits to qualified beneficiaries.
Approving payment of benefits as advised by the director responsible for claims assessment and medical services.
Liaising with bankers on benefits payment.
Supervising compilation of claims and payment statistics.
Advising on appropriate claim processing procedures.
Preparing service standards to be employed for benefits administration and quality assurance.
Preparing performance reports.
Performing any other related duties as may be assigned by the Director of Operations.

2.10 RECORDS MANAGEMENT MANAGER – 1 POST
JOB PURPOSE: To be responsible for the effective and appropriate management of the Fund’s records from their creation to their eventual disposal.
2.10.1 DUTIES AND RESPONSIBILITIES
Developing and reviewing the Fund‟s Records Management Policy.
Overseeing storing, arranging, indexing and classifying Fund‟s records.
Overseeing development of Fund‟s filing systems.
Devising disposal schedules.
Overseeing preservation of the Fund‟s memory and heritage.
Advising the management on the proper management of records and information.
Preparing performance reports.
Performing any other related duties as may be assigned by the Director of Operations.
2.10.2 QUALIFICATIONS AND EXPERIENCE
Master‟s Degree either in Archive Studies, Information Science, Records Management, Information Management or Librarianship from a recognized Institution with at least seven years relevant working experience of which at least two years should be at a senior position.

2.11 ADMINISTRATIVE OFFICER GRADE I – 1 POST
2.11.1 DUTIES AND RESPONSIBILITIES
Arranging for office accommodation, residential accommodation, transport, office equipment and stationery and maintenance of office machines and their repairs.
Making travel arrangements for the Fund‟s Management and staff.
Supervising maintenance and cleanliness of Fund‟s Office and premises.
Handling Fund‟s protocol matters.
Participate in organizing and facilitating meetings, conferences, and other special events.
Administering the day-to-day activities of the office; procedures, and systems which ensure productive and efficient office operation.
Co-ordinating and planning for office services, such as accommodation, relocations, equipment, supplies, forms, disposal of assets, parking, maintenance and security services

2.11.2 QUALIFICATIONS AND EXPERIENCE
Bachelor degree either in Public Administration,Human Resources Management, Personnel Management or Business Administration from a recognised institution with working experience of at least three (3) years in related field.

2.12 HUMAN RESOURCES OFFICER GRADE I- 1 POST
2.12.1 DUTIES AND RESPONSIBILITIES
Participating in staff recruitment, training and development, performance monitoring and employee counselling.
Administering staff leave and remuneration schemes.
Facilitating processing of claims pension and terminal benefits for staff.
Monitoring Fund‟s payroll.
Monitoring staff attendance and performance.
Collecting and documenting personnel statistics and records.
Coordinating industrial relations issues within the Fund.

Bachelor degree either in Public Administration, Human Resources Management, Personnel Management or Business Administration from a recognized institution with working experience of at least three (3) years in related field.

2.13 EXECUTIVE ASSISTANT GRADE II – 1 POST
2.13.1 DUTIES AND RESPONSIBILITIES

Diploma in Secretarial Duties from recognised institution with typing speed of not less than 100 w.p.m. and Kiswahili or English Shorthand speed of 120 w.p.m. with working experience of at least seven (7) years in related field.

2.14 OFFICE MANAGEMENT SECRETARY- 1 POST
2.14.1 DUTIES AND RESPONSIBILITIES
Keeping a diary of events and arranging appointments.
Typing letters, reports and documents.

Responding to telephone calls, screening them, and directing them to relevant Staff.
Keeping a record of files in action.

2.14.2 QUALIFICATIONS AND EXPERIENCE
Form IV or Form VI certificate coupled with Diploma in Secretarial Duties or equivalent qualifications from recognised institution. With typing speed of not less than 80 w.p.m. and Kiswahili or English Shorthand speed of 100 w.p.m. who has a working experience of at least five (5) years in related field

2.15 RECEPTIONIST/TELEPHONE OPERATOR- 1 POST
2.15.1 Duties and responsibilities
Screening visitors and incoming calls and directing them to relevant Officers.
Receiving and relaying telephone messages and fax messages.
Keeping the reception area tidy.
Operating the switchboard.
Performing any other related duties as may be assigned by the respective Supervisor
2.15.2 QUALIFICATIONS AND EXPERIENCE
Certificate either in Telephone Operation, Reception or Front Office from a recognised institution. Knowledge of computer will be an added advantage.
2.15.3 REMUNARATION:

2.16 DRIVER – 1 POST
2.16.1 DUTIES AND RESPONSIBILITIES
Handling and driving the assigned vehicle.
Making regular inspection of vehicles carrying out minor repairs.
Collecting and dispatching mails.
Cleaning assigned vehicle on daily basis.

2.16.2 QUALIFICATIONS AND EXPERIENCE
Form IV Certificate and a Class “C1 or E” Driving License who has attended Basic Driving Course from National Institute of Transport, Vocational Education and Training Authority (VETA) or any recognized Institution plus a clean driving record for at least one year. Possession of Trade Test Grade II Certificate in Motor Vehicle Driving, Motor Vehicle Mechanics or Auto Electrician will be an added advantage.

2.17 OFFICE ASSISTANT- 1 POST
2.17.1 DUTIES AND RESPONSIBILITIES
Shifting Office equipments and furniture as may be required.

Preparing tea and other refreshments during for Fund‟s staff and during Board and Management meetings.

2.18 LEGAL OFFICER I – 1 POST
2.18.1 DUTIES AND RESPONSIBILITIES
Participating in negotiations for drawing up contracts.
Assisting in drafting legal instruments.
Assisting in providing legal advice.
Preparing and appraising the Fund‟s standardized legal forms so as to ensure that they safeguard the interest of the Fund.
Advising on amendments of the Fund‟s legal documents.
Performing any other related duties as may be assigned by the respective Supervisor.
2.18.2 QUALIFICATIONS AND EXPERIENCE
Bachelor degree in Law from a recognized institution upon completion of an internship or legal practical training at Law School of Tanzania with working experience of at least three (3) years in related field. Must be computer literate.
2.18.3 REMUNARATION:

2.19 ICT OFFICER GRADE II (SYSTEM ENGINEERING) – 1 POST
2.19.1 DUTIES AND RESPONSIBILITIES
Preparing user‟s manual for ICT equipment installed.
Monitoring security of equipment and operating systems across the Fund.
Installing and configuring peripherals including scanners, external drives, monitors and other peripheral
hardware. Installing, maintaining, troubleshooting, and updating operating systems and user applications.
Monitoring network to ensure network functionality and availability to all system users.
Maintaining local and server based anti-virus software.
Training new and current employees on computer software and ICT systems.
Performing any other related duties as may be assigned by the respective Supervisor
2.19.2 QUALIFICATIONS AND EXPERIENCE
Bachelor degree in Computer or any other equivalent qualifications from a recognised institution.
2.19.3 REMUNARATION:

2.20 SENIOR FINANCE OFFICER GRADE II- 1 POST
2.20.1 DUTIES AND RESPONSIBILITIES
Compiling, analysing and maintaining financial information.
Preparing revenue and expenditure statements and preparing management reports from time to time.
Preparing, reviewing and analysing budgets and expenditures of the Fund and Fund‟s projects.
Participating in internal and external auditing of the Fund‟s accounts.
Performing any other related duties as may be assigned by the respective Supervisor

Operate the navigation equipment;
Ensure log books are filled on daily basis;

Form IV Certificate, with knowledge of navigating ferries approved by Dar es Salaam Maritime Institute or any other Institution recognized by the Government.
