Purpose of the Position
Under the supervision and guidance of the Chief of Field Office, the programme assistant supports the respective section through providing a range of procedural, operational and programme support in developing, implementing, executing and monitoring the field office regional programme, ensuring effective and timely delivery that is consistent with UNICEF rules and regulations.

Under the supervision and guidance of the Chief of Field Office, the programme assistant supports the respective section through providing a range of procedural, operational and programme support in developing, implementing, executing and monitoring the field office regional programme, ensuring effective and timely delivery that is consistent with UNICEF rules and regulations.
MAIN DUTIES AND RESPONSIBILITIES;
- Support to programme development, planning and execution.
- Compiles qualitative and quantitative data and information from a variety of sources on subject matters relevant to the work of the field office to facilitate preparation of annual work plan, reports (including quarterly, mid-year and annual report), working papers, update ZMT and programme meetings and presentations.
- Carries out transactions in VISION ensuring programme results, activities and programme coding are as per annual work plans (AWPs), and makes amendments and alterations as per field office revisions when necessary.
- Support in the compilation of supply lists and carry out necessary transactions in VISION and support monitoring and tracking the efficient distribution of supplies that are required for effective programme delivery.
- Arrange meeting with partners and in consultations with the supervisor prepare agendas and take accurate minutes/notes to files of meetings and draft memos and letters as required.
- Prepares monitoring and reporting information for supervisor on agreed performance indicators to drive more efficient management and accountability for results.
- Monitors budgets and financial expenditures of field office, ensuring compliance with UNICEF rules and regulations, keeping supervisor informed and advised on actions for decision/follow up.
- Support the office in mapping programme interventions in the region and produce appropriate maps for convergence and programme integration and follow up.

- Researches, analyzes, verifies, and synthesizes data and information in support of preparing reports pertaining to donors (both current and potential).
- Researches, analyzes, verifies, and synthesizes data and information to assist in the preparation of periodic or ad-hoc financial reports relating to the field office/country office and donors to support the office in optimizing use of programme funds.
- Carries out transactions in VISION pertaining to grants for his/her field office such as registering grant allotments and tracking expiring programme grants.
- Researches, analyzes, verifies and synthesizes information on best practices and lessons learnt to support knowledge development and capacity building.
- Supports capacity development activities related to performance monitoring, programme development, and related internal UNICEF systems/tools by preparing training materials and participating on exercises pertaining to program processes and procedures which aim to build capacity of stakeholders especially on HACT, FACE and PIM implementation.
- Monthly report on the programme financial status and reconciliation of budget with BoFEC and sector bureaus as well as funds released to woredas.
- Quarterly, analytical (qualitative and quantitative) reports on the programme progress/situation in the region.
- Quarterly report on on-the job training/capacity building of partners in areas related to HACT/FACE Forms and PIM implementation.
- Support the programme officers to ensure no DCTs over five months. Monthly DCT reports that include bottlenecks, lessons learned and recommendations.
- All FACE from and related documents submitted and processed accurately and without any delays.
- Timely submission of contributions to donor reports and proposals for the supervisor's review.
- Accurate and concise minutes/ note to files and memos prepared.
- Quarterly report on HACT capacity development.
- Accurate and timely submission of draft AWPs, quarterly, mid-year and annual reports.
- Completion of secondary education, preferably supplemented by technical or university courses related to the work of the organization.
- A minimum of 6 years of progressively responsible programme Assistant experience in required in the area of development and humanitarian work. Good analytical skills and statistics background will be an asset.
- Fluency in English and in the local language of the duty station required.
