The
Government of India, Ministry of Rural Development had launched the
“National Rural Livelihood Mission” (NRLM) in June 2011 after
restructuring its existing centrally sponsored flagship Scheme
“Swarnjayanti Gram Swarozgar Yojana” (SGSY). The NRLM functions in a
mission mode for target based time bound delivery of outcomes following a
demand driven approach which would allow the states to formulate their
own poverty alleviation plans on the basis of available allocation,
resources and skills. UNDP, under the GOALS Project, provides technical
support to NRLM for efficient and inclusive implementation through (a)
positioning professional managers and domain experts to improve
implementation at the state level; (b) strengthening the social
mobilisation in favour of women from persistently excluded groups; and
(c) developing and testing of context-specific, market-led, livelihood
strategies that will enable institutions of the poor women to secure
their role in markets and supply chains and ensure higher and sustained
returns.
The Focus Districts
component aims to strengthen the effectiveness of key rural development
programmes with a special focus on livelihoods and employment in three
of the states affected by left-wing extremism – Chhattisgarh, Jharkhand
and Odisha. It aims to improve livelihoods for excluded communities by
making markets work for the poor and governance more responsive. It
envisages building capacities of the rural poor community to enable it
to live poverty-free life with dignity. It pays special attention on
building the capacity of communities, especially women and youth, and
other stakeholders for improved linkages with panchayati raj
institutions, greater participation in the local governance, in planning
and monitoring of village development plans and in ensuring that
vulnerable households access their entitlements. It also aims to help
shift workers from relying on a social safety net to engaging in
sustainable livelihoods. In Chhattisgarh, the focus districts are
Balrampur, Bijapur, Narayanpur and Sukuma.
To
spearhead the efforts in this direction in the four focus districts in
Chhattisgarh, the position of a District Project Manager (GOALS) has
been envisaged for each district under the State Rural Livelihoods
Mission – Chhattisgarh State Rural Livelihoods Mission (SRLM).
In
this context, UNDP is looking for dynamic individuals for the position
of District Project Manager, (GOALS), in the districts of Balrampur,
Bijapur, Narayanpur and Sukuma.

Functions / Key Results Expected:
Summary of Key Functions:
- The District Project Manager (GOALS), Chhattisgarh will work under the supervision of the State Project Manager (GOALS) and Programme Analyst, UNDP.
- The incumbent will primarily be responsible for the implementation of GOALS Project in the districts under her/him working in close coordination with the District Mission Management Unit (DMMU) and under the guidance of the District Collector.
- S/he will undertake any other task assigned by the State Project Manager (GOALS) and Programme Analyst, UNDP.
Under
the direct supervision of State Project Manager (GOALS) and Programme
Analyst, UNDP, the District Project Manager (GOALS), will:
Spearhead
the effective implementation of the project in the district to ensure
attainment of envisaged results.Support DMMU for the implementation of
GOALS Project.Develop appropriate project implementation plan for the
district.Establish processes and systems for effective execution of the
project implementation plan.Ensure implementation of the operational
manual for the implementation of GOALS Project.Undertake capacity
building need assessment and arrange capacity building support to the
staff of DMMU, communities (members, leaders, cadres and institutions)
and other stakeholders at multiple levels in the district as envisaged
in the action plan with involvement of PRIs, CBOs and NGOs, etc.Identify
and bring on board appropriate resource institutions, partners for
effective implementation of the project.Identify, evolve, develop and
test and finalize the different innovative ideas appropriate and
suitable in local context.Identify activities and areas of cooperation
to support effective implementation of GOALS in the district. Orient
partners NGOs and other technical agencies to support effective
implementation of the project in the district for long term effective
results.Set up a system at the district level for continuous monitoring
and reporting progress against the milestones agreed by the project and
assessment of risks including measures to address challenges.Participate
in the periodic project work plan review meetings and discussions
related to project implementation, monitoring and follow-up at the
district and state levels.Participate in the development of an
Operations Manual for the implementation of GOALS projectPrepare
progress reports and ensure quality and consistency of internal
reports.Conduct desk reviews and field visits, as necessary, address
bottlenecks and bring unresolved issues related to project
implementation for appropriate mid-course corrections, addition of new
aspects and emergent issues as the project progresses aiming for long
term sustainability of the project initiatives.Establish a baseline and
arrange for periodic reviews and assessments to measure the impact of
the GOALS project.Collect and analyse information both qualitative and
quantitative contributing to the quarterly and annual reports to be
submitted to MoRD and UNDP.Capturing lessons learnt during project
implementation with especial reference to community mobilization, local
competency building and local institutions and enterprise building
strategies and facilitate appropriate documentation for long term
learning and dissemination of complete project model or component
thereof for wider replication.Facilitate institutionalisation of
partnerships with resource agencies, public and private sectors and with
other stakeholders involved with GOALS;Facilitate DMMU in developing
guidelines and protocols of institutional partnerships.Facilitate DMMU
in managing convergence; particularly with various schemes of state and
central governments, especially for GOALS.Facilitate Perspective and
Annual Action Plan Processes in DMMU, Periodic Missions to the district,
etc. specifically related to GOALS.Support UNDP resource mobilisation
and programme expansion in the district with a focus on supporting the
State Government's agenda and political and social priorities.Advocate
for UNDP with government counterparts, donor community and on private
and public sector partnerships in the state.Be a Resource Person for
UNDP in its projects/programmes, as necessary.Perform any other related
tasks consistent with the level of the post and/ or assigned by the
State Project Coordinator (GOALS) and Programme Analyst, UNDP. CompetenciesFunctional Competencies:

- Graduate Degree Environmental Science, Community Development, Social Works, Political Science, Rural Development/ Development Studies or related fields.
- A Master's Degree or equivalent is desirable.
More
than 5 years of relevant experience in the development sector at the
national or state level with minimum 2 years of relevant experience in:
- (Hands-on) implementation of large development/livelihoods projects.
- design of knowledge management and communication systems
- Coordination and facilitation of grass – root functionaries and staff within a complex organisational structure
- Handling multiple partnerships including resource mobilisation.
- Experience of working in conflict areas and issues would be an asset.
Knowledge and Skills:
- Proficiency in MS-Office, especially Word, Excel and PowerPoint
- Strong facilitation skills
- Proficiency in spoken and written English
- Proficiency in any major spoken local language of Chhattisgarh state (e.g., chhattisgarhi, Halbi etc.) is desirable
Remuneration package:
is Rs. 60,006/- per month (taxable). UNDP also offers additional
