OVERVIEW OF THE FUNCTIONS OF THE POST
The UNESCO Institute for Lifelong Learning (UIL) is an integral part of UNESCO'S Education Sector, operating with statutory institutional autonomy under the guidance of its Governing Board. UIL promotes an integrated approach to policy development, research and training, capacity building, networking and partnership building in the field of lifelong learning, with a focus on adult and continuing education, literacy and non-formal education. UIL also responds to the demands of individuals and communities throughout the world, ensuring that all forms of education and learning - formal, non-formal and informal - are recognized, valued and available. Under the overall authority and supervision of the Director of the Institute, the Chief Programme Coordinator will assist the Director in overall administration and management of the Institute. The incumbent will also oversee and contribute to the coordination and monitoring of the programmes and activities of the Institute. He/she will contribute to the mobilization and negotiations of funds as well as promote strategic partnerships with other Institutes. He/she will oversee the preparation of documents for UNESCO C/4 and C/5 as well as for the Standing Committee and the Governing Board of UIL. More specifically the incumbent will:
- Provide intellectual leadership and guidance to the Institute members; make strategic proposals to the Director, for policy development, research and training, capacity building, networking in the field of lifelong learning, with a focus on adult and continuing education, literacy and non-formal basic education;
- Ensure implementation and secure monitoring and evaluation of programmes adopting results based management of the UIL's three research programmes and monitor progress and development. Shape integrative and collaborative efforts to develop policies and strategies in the field of lifelong learning, literacy and adult learning;
- Direct the design, implementation, monitoring and evaluation of work plans, regular and extra budgetary initiatives and activities. Oversee and manage events and publication and dissemination of guidelines and other policy and capacity development materials;
- Represent the Director of UIL and the Institute and programmes at internal and external networks. Actively network and advise to create synergies, strengthen and identify key partnerships;
- Manage the budget and explore resource mobilization opportunities for extra budgetary resources for relevant programmatic and thematic areas.

Education
- Advanced university degree (Master or equivalent) in the fields of education, such as lifelong learning, adult education or literacy. A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.
Work Experience
- Minimum of 10 years of progressively responsible relevant professional experience in a UIL relevant context, of which at least five years acquired at the international level.
- Extensive experience in working with diverse stakeholders and promoting strategic partnerships.
- Work experience and demonstrated expertise in leading, managing, coordinating and implementing educational programmes and projects in lifelong learning.
- Experience in strategic planning and in the management of financial and human resources.
Skills/Competencies
- Ability to work effectively in international, interdisciplinary and multilingual teams.
- Demonstrated ability to mobilize resources in support of institutional development.
- Demonstrated ability to establish and maintain partnerships and ensure a high-level coordination and cooperation with internal and external stakeholders.

Languages
- Excellent knowledge of English (written and spoken) and good working knowledge of French.
DESIRABLE QUALIFICATIONS
Education
- Advanced university degree (PhD or equivalent level) in the fields of education, such as lifelong learning, adult education or literacy.
Languages
- Knowledge of another UNESCO language (Arabic, Chinese, Russian and Spanish).
