JOB OPPORTUNITY/ VACANCY
Job Title: Grants Management Officer
Department: Finance
Reports To: Chief Finance Office
Location: Ilula Township, Kilolo District, Iringa.Region.
Ilula Orphan Program (IOP) is a Christian outreach Non Government Organization, working to
support Most Vulnerable Children (MVC) in Mazombe Division, Kilolo District, Iringa Region
Tanzania. IOP is now looking for a suitably qualified Tanzanian citizen not more than 45 years old to
fill the vacancy of Grants Management Officer. The Grants Officer works closely with Program staff
and senior leaders to ensure accurate financial and program reporting and procedural compliance on
all grants, including self generated income. The Grant Officer will have managing responsibility for
several grant programmes. The Grant Officer is required to take a ‘whole organisation’ approach to
their role, for example by playing a full part in developing IOPs grant making practices, initiating
discussion and suggestions of improved ways of working, research and analysis, and working to
develop a personal area of specialism within the team. The Grants Officer works closely with program and finance staff and senior leaders to manage grants received and ensure organizational effectiveness and compliance, help set relevant policies and provides technical assistance as required. Because she/he is a vital connector for the finance and program staff, the Grants Officer must possess the ability to see and understand all points of view.

The Grants Officer must be an individual with deep financial insight and a strong track record of
success. This individual will have strong collaboration and problem-solving skills and will provide
seasoned guidance on compliance issues as well as key financial and operational best practices.

Essential Responsibilities
1. The Grants Officer works with IOP finance and resource mobilization staff to ensure an
accurate, timely, efficient and transparent process for the entire grant life cycle, from proposal
to close. This entails pre-award management, tracking payments, reviewing or producing
relevant reports, monitoring and post-award management.
2. Work with Program staff to develop and maintain all grant agreements and MOUs pertaining
to grant awards.
3. Oversee and act as IOP’s expert for all aspects of IOP’s grant management process including
all grant administration policies, systems, and documentation to ensure compliance,
incorporate best practices, and ensure excellent controls.
4. Serve as the resident expert on grant compliance and interpretation of donor contracts and
agreements and all applicable regulations, policies and procedures. Interpret applicable
regulations and translate into operational policies as required.
5. Provide on-going training to program and finance staff as it relates to grant administration and
organizational policies
6. Manage the IOP’s annual audit process to ensure compliance to donor requirements.
7. Design and execute monitoring processes, including conducting assessments and site visits,
collecting and analyzing data, documenting results, and identifying and discussing
implications.
8. Proactively interpret and assess sub-program and financial staff gaps, provide technical
assistance as necessary and surface and address issues.
9. Develop and maintain a basic grant-management manual and communicate appropriately with
staff concerning policies and procedures and updates.
10. Serve as the primary Officer for the new grant management system and provide the necessary
training to staff; write new standard operations procedures as required.
11. Analyse funding trends and areas for improvement within the grant programme, and initiating
corrective action.
12. Liaising with the Chief Finance Officer, Head of departments and Managing Director with a
good understanding of proportional expenditure, thus being able to notice any unexpected
changes and query them immediately.
13. Adhering to the IOP’s financial procedures and controls.

Requirements 

  • Experience with use of accounts Software. Knowledge of Unit 4 Accounting Software will bean added advantage. 
  • Bachelors or postgraduate degree in finance/accounting. 
  • At least 5 years of experience with managing donor funds. 
  • Extensive experience in technical support work preferably in an a Non-profit or charitable organizations would be an asset. 
  • Ability to think and problem-solve creatively. 
  •  Strong project management and time management skills; highly organized and detail-oriented.
  •  A sound understanding of monitoring and evaluation technologies, ideally Results Based Management (RBM). 
  • Strong communication skills both written and oral, experience in writing and documentation of meetings and workshops, guides and technical material. 
  • Advanced computer skills, particularly MS Office (MS Word, Excel and PowerPoint) 
  • Experience in minute taking. 
  • Well-organised, resourceful with good planning and problem-solving abilities 
  • A team player, flexible, quick-thinking and able to work well under pressure 
  •  Commitment to the IOP’s vision, mission, values and goals and A CPA holder.

Remuneration
Negotiable but within IOP Salary scales
