The United Nations Human Settlements Programme, UN-Habitat, is the agency for human settlements. It is mandated by the UN General Assembly to promote socially and environmentally sustainable towns and cities with the goal of providing adequate shelter for all. The post is located in the Somalia Programme of UN-Habitat.
Responsibilities
Under the overall supervision of the Chief Technical Advisor and the direct supervision of the Programme Management Officer the incumbent will perform the following tasks
1. Financial and Budgetary functions
- Collect, evaluate and process budgetary data and maintain updated databases;
- Review, analyse and assist in the finalization of cost-estimates and budget proposals; (c) Assist managers in the elaboration of resource requirements for budget submissions;
- Review the monthly status of the allotment reports to ensure financial resources are utilized to implement activities according to approved budgets and work plans;
- Ensure timely submission of reports and disbursement requests;
- Prepare financial reports in line with reporting requirements of various donors and Multi Partner Trust Fund;
- Monitor budgetary commitments, including verification of charges and obligation documents;
- Compile a list of unliquidated obligations on a periodic basis;
- Prepare periodic budget revisions and input funding documents in the applicable accounting system;
- Initiate reconciliation, analysis and correction of accounting transactions;
- assist with preparation of periodic internal reports;
- Review cooperation agreement partner financial reports and verify consistency with audit reports.
- Initiate administrative actions for implementation in liaison with the administrative offices;
- Maintain liaison and coordination with project staff on administrative matters;
- Draft routine responses to administrative, financial and audit queries; (d) Train new or lower level staff members
- Reporting functions: Prepare routine and ad hoc reports on programme/projects financial information;
- Undertake any other duties as required.
Professionalism: Knowledge of, and ability to apply financial rules, regulations and procedures in the UN environment. Knowledge, skills and ability to extract, interpret, analyse and format data across the full range of finance and budget functions, including programme development and database management. Proven ability to identify and resolve data discrepancies and operational problems. Commitment to quality performance and demonstrated use of initiative.
Planning and Organizing: Sound planning and organizational skills and ability to prioritize and handle large volumes of work in an efficient and timely manner.
Communication: Ability to write in a clear and concise manner and to communicate effectively orally.
Teamwork: Good interpersonal skills, ability to establish and maintain effective working relationship in a multi-cultural environment with sensitivity and respect for diversity. Education
Completion of secondary education or equivalent is required. Additional technical training in Finance, Budget and Accounting is highly desirable. Candidates MUST have passed the United Nations Administrative Support Test (ASAT) or the Global General Service Test (GGST) at Headquarters or at Offices Away from Headquarters (OAHs).
Work Experience
A minimum of 10 years of experience within an international organization in the field of finance, budget, accounting, audit, administrative services or related area, including at least two years in UN system.
Languages
English and French are the working languages of the United Nations Secretariat. For this position fluency in oral and written English is required. A good working knowledge of French is desirable.
Assessment Method
Evaluation of qualified candidates for this position may include a substantive assessment which will be followed by a competency-based interview
