The selection committee may place suitable candidates on a reserve list, from which candidates may be appointed to similar positions in the same or another business area. It may also be decided to fill the position(s) advertised in this vacancy notice with a suitable candidate or candidates from the reserve list resulting from a recruitment procedure for a similar position. The Financial Stability Surveillance Division is responsible for identifying and monitoring sources of systemic risk in the euro area/European Union (EU). To this end, work is concentrated into four main areas:
  • (i) monitoring and analysing sources of risk to financial stability across the euro area and the EU –comprising the macro-financial environment, financial markets and financial intermediaries (including, notably, both banks and non-banks) – drawing on a broad range of information sources, including statistical data and market intelligence;
  • (ii) developing appropriate quantitative tools to strengthen the cross-sectional and time-series analytical underpinnings of financial stability surveillance and inform macro-prudential policy decisions;
  • (iii) working with the ECB's “financial stability matrix†to: (a) draft the ECB's Financial Stability Review; (b) provide the analytical basis for policy discussions in the ECB's Financial Stability Committee;(c) provide sound analytical support to the European Systemic Risk Board (ESRB) and its substructures and; (d) contribute to other European and international discussions on risks and vulnerabilities in the financial system;
  • (iv) monitoring and analysing financial sector vulnerabilities with a particular focus on countries participating in the Single Supervisory Mechanism (SSM).
In carrying out these tasks, the Division also collaborates closely with the Macro-Financial Linkages Division, the Financial Regulation Division and the Macro-Financial Policies Division. The successful applicant will be entrusted with the following main tasks:
  • monitoring and analysing trends and developments in financial systems and/or markets, both in the euro area and in the EU as a whole, as well as in individual Member States, with a view to identifying risks and vulnerabilities in a timely manner;
  • contributing to, and coordinating, briefings, notes, speeches and reports drafted by the Division for the ECB's decision-making bodies, the newly established Financial Stability Committee and Joint Supervisory Forum, as well as for the ESRB and its sub-structures, often involving other ECB business areas in the context of a “financial stability matrix†within the ECB;
  • keeping abreast of theoretical and empirical developments in the field of financial stability surveillance;
  • helping to develop the necessary analytical tools to support the macro-prudential policy process;
  • developing and maintaining networks with counterparts in national central banks, supervisory authorities, international organisations (such as the IMF and FSB) and in the financial industry;
  • representing the ECB as part of official business in working groups and at workshops/conferences.
Fixed-term contract until 14 January 2017, which may be extended subject to individual performance and organisational needs. To further enhance the diversity of its workforce, the ECB particularly encourages applications from female candidates.
Applicants must have the following knowledge and competencies:
  • a master's degree in economics, finance or a related discipline;
  • a PhD in one of these disciplines and a publication record in the Division's areas of competence would be considered assets;
  • an excellent knowledge of financial stability issues, in particular those related to systemic risk identification and prioritisation;
  • significant professional experience in monitoring and/or analysing developments in financial systems, with a particular focus on banks and/or financial markets;
  • a proven ability to conduct analytical background studies and/or produce policy-oriented documents on financial stability issues;
  • the ability to present the findings of analyses in a clear and concise manner and to very high quality standards for use in reports, publications and policy discussions;
  • an excellent command of English with proven drafting ability, as well as a working knowledge of at least one other official language of the EU;
  • proficiency in MS Office, in particular Word, Excel and PowerPoint;
  • the ability to work with analytical software such as MATLAB, Stata and R would be an advantage.
The successful candidate will have the following behavioural competencies:

  • delivers results within tight time frames and adapts flexibly to changing priorities in the context of changing circumstances and work demands;
  • displays a conscientious attitude and a thorough understanding of the wider context beyond his/her own area of expertise;
  • is an effective team player and works with a good level of independence, seeking ways to overcome everyday obstacles in order to get things done;
  • manages multiple assignments and tracks progress on numerous processes simultaneously, and demonstrates a proven resilience to stress.
