Role Overview

The Corporate Procurement Unit (CPU) works together with the Bank's staff to procure the goods, services and works required for the efficient and effective operation of the Headquarters and Resident Offices taking into account the needs of individual user departments and international procurement best practice.
The Bank's total Corporate Procurement expenditure in 2014 was circa GBP 60 million across a wide range of material groups including Facilities Management, IT, HR, travel, information services, professional services etc.

The Corporate Procurement Officer/Manager is responsible for the design and implementation of procurement processes that generate cost and operationally effective contracts with suppliers of the goods, works and services required by the Bank. The role interacts with user departments and as an active member of project teams consisting of other specialist functions to deliver best practice procurement.
This role will be offered as a 3 month short term contract.
Accountabilities & Responsibilities
The Corporate Procurement Officer/Manager under the Supervision of CPU Managers is responsible for
  • Preparation of contracts with a value up to £150,000;
  • Supporting internal clients in the management of contracts with suppliers, for example with contract extensions and amendments, dispute resolutions and changes to terms and conditions
  • Drafting and issuing competitive procurement documents that respond to the requirements of internal clients in accordance with the Bank's Policy and best practice;
  • Developing and preparing recommendations on procurement plans and contract awards to the Head of the Corporate Procurement Unit, Directors of User Departments and other key stakeholders;
  • Analysing and identifying areas of expenditure where there are opportunities to maximise cost and operational efficiencies.
Knowledge, Skills, Experience & Qualifications
  • Ideally Chartered Institute of Purchasing and Supply qualified.
  • Knowledge and experience of designing and implementing best practice procurement.
  • Experience in analysis of procurement expenditure/contracts and implementation of best practice procurement;
  • Good working knowledge of contract law;
  • Excellent skills in organising, scheduling, planning and co-ordinating work with a high degree of initiative and judgement, reliability, resourcefulness and flexibility to perform a variety of tasks and set priorities;
  • Self-motivated and able to set goals and priorities with a good sense of time management and the ability to re-organise workload when faced with changing priorities;
  • Ability to communicate confidently and assertively at all levels, both in written and verbal formats. Proven report writing and drafting skills as well as a pleasant and efficient telephone manner;
  • Committed to supporting the achievements of the Unit's mission and objectives and the willingness to put the goal of the team before personal goals. The ability to build effective, cooperative relationships with immediate team members to foster an efficient and positive approach.
