Purpose of the Position
The Senior Advisor Health in the Knowledge Management and Implementation Research Unit in the Health Section at Headquarters Health, provides leadership in the development and dissemination of evidence to inform policy, strategies, and the scale up of integrated high-impact intervention packages in maternal, newborn, and child health. She/he, conducts and commissions research, manages staff, disseminates evidence through reports, regular communications and peer reviewed publications all with an aim to inform the scale up of integrated high-impact interventions in maternal newborn and child health with a view to influence the health policies and practices supported by UNICEF.
Key Accountabilities and Duties & Tasks
1. Leads health Policy on implementation research and evidence focused on achieving the following results:
- Sets overall implementation research agenda for health according to the organization's priorities at the global, regional and Country levels.
- Ensures that needed evidence for maternal newborn child and adolescent health, is translated into revised programmes guidance and results in improved programme outcomes by working other units in the Health section and other relevant Divisions/Sections in the organization
- Provides leadership on data-driven decision-making in health programme priorities and designs,
- Ensures overall quality of implementation research work of the section
- Mobilizes resources to support priority implementation research and evidence generation through strategic partnership

- Ensures standardized documentation of lessons learned for use for scaling-up MNCAH interventions
- Assists in the identification of external partners with demonstrated competencies in these areas that can be used by Regional and Country Offices Reviews and provides feedback on research plans, protocols and products for Regional Offices and selected Country Offices.
- Provides expert advice on data-driven decision-making in health at regional, and country level
- Coordinates technical assistance and training in evidence gathering, research methods and scientific writing
- Participates in joint missions with internal and external programme Colleagues and partners
- Establishing, strengthening and maintaining the highest levels of contacts and collaboration with MNCAH survival partners within the UN (WHO, UNAIDS, UNFPA), global health partnerships and key academic and research institutions.
- Leads in convening discussion forums to disseminate research findings and new evidence, thus contributing to UNICEF's reputation as an evidence-based leader in MNCAH globally.
- Provides guidance in the collection, exchange, and dissemination of evidence, including literature reviews, peer-reviewed articles, particularly in generating new evidence and sharing lessons learned in MNCH scale up and monitoring progress
- Ensure monitoring and evaluation plans are of the highest quality for Health section grants
- Ensures staff work plans are meeting UNICEF evidence needs
- Conducts employee evaluations to determine if UNICEF evidence needs are met
- Mentors staff and maintain a pool of committed and competent staff
- Reviews and revises written products (reports, peer reviewed publications) of staff to ensure quality
- Regular monitor Key Performance indicators related to Grants, donor reports, DCTs
- Advanced university degree in public health (MD + MPH, MD + MSc, PhD or equivalent).
- At least 10 years relevant professional work experience in a senior capacity at international levels in public health research, policy review, preferably related to MNCH programmes.
- Work experience in global health research, with at least 20+ peer reviewed publications, preferably with affiliation to research and policy institutions.
- Fluency in English (written and verbal) is required. Knowledge of an additional UN language (Arabic, Chinese, French, Russian, Spanish) is an asset.
