Background
UNOCHA's
mission is to mobilize and coordinate effective and principled
humanitarian action in partnership with national and international
actors in order to:
- Alleviate human suffering in disasters and emergencies;
- Advocate for the rights of people in need;
- Promote preparedness and prevention;
- Facilitate sustainable solutions.
In
December 1991, the General Assembly adopted Resolution 46/182 designed
to strengthen the United Nation's response to both complex emergencies
and natural disasters. In addition, it aimed at improving the overall
effectiveness of the UN's humanitarian operations in the field.
Afghanistan
is a very disaster prone country and close to every year drought,
flooding, avalanches, landslides, and / or rock falls occur.
Insufficient mitigation, preparedness, and response capacity makes
responding to these disasters slow and difficult, and cause the disaster
affected populations to suffer hardship.
UNOCHA
has recently re-established itself in Afghanistan and has yet to deploy
many of its full time National Officers. Given the potential for
natural disaster and the ongoing country conflict, it is of utmost
importance that the current staffing gap be filled. Expectations on
UNOCHA's roll out across the country are very high. UNOCHA will take on
the main humanitarian coordination role and will fill the information
gap that currently exists. UNOCHA Officers are expected to help
strengthen UNOCHA's humanitarian coordination, disaster preparedness,
and response in the field offices. Office activities include
establishing a regional humanitarian and disaster risk management
partnership with the international community and with the Afghanistan
Natural Disaster Management Authority (ANDMA), ensuring appropriate
information management and capacity to plan for and respond to
humanitarian issues and to ensure proper contingency planning and
coordination.
Duties and Responsibilities
Summary of key functions:
- Assist to implement ICT management systems and strategies under the direct supervision of ICT Officer;
- Support to run effective functioning of the CO hardware and software packages;
- Support to networks administration to field offices and CO office;
- Provision of administrative support to track inventory system;
- Good knowledge of HF Codan and VHF Radio Communication system;
- Assist in knowledge sharing.
Supports implementation of ICT management systems and strategies, focusing on achievement of the following results:
- Compliance with corporate information and communication technology standards, guidelines and procedures for the CO technology environment under the direct supervision of ICT Officer.
Ensures effective functioning of the CO hardware and software packages, focusing on the achievement of the following results:
- Performance of specific technical functions, including changing of hardware electronic components (disks, memories, network wiring, power sources, etc.) and routine repairs;
- Assistance in the installation of commercial and in-house developed software and related upgrades;
- Assistance in upgrading patch and anti-virus programs on a timely basis;
- Monitoring of file server traffic, usage and performance on a frequent and regular basis;
- Support to users in backing up and restoring their files, as well as in virus detection, removal and prevention;
- Support to OCHA field offices in all ICT and connectivity issues.
Supports networks administration, focusing on achievement of the following results:
- Assistance in trouble-shooting and monitoring of network problems both at centre and at field offices;
- Response to user needs and questions regarding network access;
- Assistance in backup and restoration procedures for local drives. Maintenance of backup logs. Assistance to organization of off-site storage of backups.
Provides administrative support, focusing on achievement of the following results:
- Maintenance of an up-to-date inventory of software and hardware;
- Maintenance of a library of ICT related reference materials;
- Maintenance of the inventory and stock of supplies and spare parts in cooperation with the Procurement Unit;
- Maintenance of the filing system ensuring safekeeping of confidential materials;
- Provision of ICT support to key events.
Ensures facilitation of knowledge sharing in the CO, focusing on achievement of the following results:
- Participation and assistance in the organization of training for the CO staff on ICT issues;
- Sound contributions to knowledge networks and communities of practice.
Impact of results:
The
key results have an impact on the overall efficiency of the UNOCHA
Office including improved business results and client services.
Forward-looking ICT management has an impact on the organization of
office management, knowledge sharing, and information provision.

- Experience in client support, such as, a Help Desk or User Support Unit;
- Ability to provide input to business processes re-engineering, elaboration and implementation of new systems.

Education:
- High School Certificate;
- University Degree in Computer Science or relevant field is desirable but it is not a requirement. Relevant certifications in hardware and software management and application, such as (MCP) is required;
- Certification in CCNA,CCNP and MCTS is desirable.
Experience:
- 5 years of relevant working experience, including network administration, support to management of hardware and software platforms, telecommunications facilities, knowledge of Windows-based packages/applications;
- Relevant experience with UN or large scale organizations is desirable.
Language Requirements:
- Fluency in the UN and national language of the duty station.
