Purpose of the Position
Under the general supervision of the Contracts Manger, assists with data collection and management, creates and manages rolling forecasts of strategic health products, including immunization devices and cold chain capacity needs, and assists with supplier performance management. Develops databases, tools, templates and reports on procurement spend and market evaluation, including emerging markets for innovative technologies.
Key Expected Results
  • A portfolio of management information reports is available to inform procurement strategies and programmatic decision-making in priority countries.
  • Procurement strategies, supplier performance and market analysis are based on accurate data analysis.
  • Introduction of new technologies in health programs, in particular in immunization supply chains, are carefully monitored and reported on.
  • Procurement units in HTC supported with data generation, analysis and reporting.
Key Accountabilities and Duties & Tasks
  • Compiles and analyzes historical procurement data and forecasts of health technologies, including cold chain commodities; manages data requests internal and external to the organization; identify areas for analysis and opportunities to support the reporting requirements of GAVI funded projects, partners and other divisions.
  • Designs, develops and maintains systems and reports for regular reporting on donor funded procurement, in particular cold chain commodities and immunization devices funded by GAVI, supplier performance management and adherence to Key Performance Indicators (KPls).
  • Reviews the project supply requirements with the Technical Specialist to ensure completeness, forecast accuracy and appropriateness of product choice. Assists in the preparation of project proposals I outlines and other procurement and supply management documents, as required, in coordination with colleagues from Program Division, Country Offices and external partners.
  • Coordinates and/or contribute to analysis, monitoring and evaluation of complex projects aimed at scaling up national cold chain infrastructure in priority countries, Analyses and evaluates data to ensure achievement of objectives and/or take, 5 corrective action when necessary to meet project objectives. Contributes to the development and/or introduction of new approaches, methods and practices in procurement strategy development, project management and evaluation.
  • Contributes to the development of appropriate communication and information strategy to support the projects. Following this, prepares documentation required by management for internal as well as external meetings and events.
  • Conducts periodic progress reviews with Program Division, Country Offices, government counterparts and other partners. Provides technical (supply) advice and assistance to all parties involved in the planning, implementation, monitoring and evaluation of project(s).
  • Ensures the accurate and timely input of information for reporting purposes. Prepares visual presentations and quarterly reports on forecasts, spend, supplier performance and KPl management, and provide inputs in annual reports, etc.
  • Any other duties as requested by the supervisor.

Qualifications of Successful Candidate
Education:
A completed 1st University Degree (Bachelor's degree) in business management or other relevant health related technical area is required.
Training in statistical analysis or business analysis, information analysis or systems analysis is considered to be an asset.
Experience:
Minimum two (2) years of relevant professional experience in areas of project management, programming, procurement and/or marketing is required.
Knowledge in forecasting, selection and procurement of health technologies is required, and related knowledge on cold chain and immunization devices/commodities is an advantage.
Advanced knowledge of computer applications such as Excel and other data management tools is required.
Experience working within the UN or NGO is considered to be an asset.
Languages:
Proficiency in English is required.
Knowledge of another UN language (Russian, Chinese, Arabic, French or Spanish), is considered to be an asset
