OBJECTIVES OF THE PROGRAMME :
The Programme, Planning and Coordination and Governing Bodies (PPC) Unit under the Director, Programme Management of WHO Regional Office for South-East Asia (WHO-SEARO) has two main objectives:
  • Under the area of WHO policy, programme development and management (PPDM), the PPC Unit is responsible to collaborate with all concerned from WHO Regional Office and Country Offices and Member States for improvement of the process and capacity in policy and programme development and management, strategic planning, programme budgeting, operational planning including workplan preparation, monitoring and reporting, programme assessments, and related information systems.
  • PPC Unit is the focal point in SEARO for coordinating with WHO Country Offices in supporting and strengthening the programme management capacities; supporting the organization of meetings related to WHO Governing Bodies and other high-level policy meetings and supporting the works of the Government-WHO Country Coordination Mechanisms for planning and managing the WHO collaborative programmes.
Description of duties:
Under the direct supervision of Planning Officer (PLN) and in collaboration with Programme Operations Officer, the incumbent will:
Coordinate with Budget Centers in Regional Office as well as WHO Country Offices, Human Resources Management (HRM) and Budget and Finance (BFU) units during the biennium as well as during the Operational Planning process for data updates related to Programme budget, HR and activity workplans, including the budgetary impacts and other HR issues in conformity with contract reforms. Specifically,
1. Assist PLN in Operational Planning process including in the development and finalization of Regional Office and Country Offices' workplans - for both HR and activities;
2. Analyze the Programme Budget (PB) space issues of all budget centers (BCs) in the Region and coordinate with BFU for activity programme changes viz., shifting of budget space, ceiling issues etc.;
3. Assist in HR related issues, parameter changes etc - as required.
4. Assist PLN and Programme Management Officer (PMO), with collation and analysis of data to facilitate periodic monitoring of country and RO Programme Budget and workplan implementation. Liaise with Regional Office technical units and country offices to support the development and monitoring of workplans.
5. Develop IT tools (e.g. pivot tables, IT applications etc.) for country support, planning, programme management, monitoring and assessment purposes.
6. Assist PLN/PMO in finalization of Mid-Term and End of Biennium Programme Budget Assessment.
7. Provide administrative support towards the monitoring and evaluation (M&E)/assessment processes, document development, research on M&E.
8. Assist PLN and all PPC staff in various statutory meetings viz., HLP/SPPDM/HMM/WRs meetings, making presentations, taking notes under PLN/PMOs guidance.
9. Perform other duties as may be assigned by supervisor.
REQUIRED QUALIFICATIONS
Education:
Essential: Completion of Secondary School
Desirable: Training in secretarial administration and/ or IT applications. Knowledge of budgetary framework and HR plan parameters and rules is an advantage.

IT skills - Advanced IT skills and proficiency in the use of modern office software packages such as MS Office (Word, Excel, PowerPoint, Outlook etc.) and standard office equipment. Good working knowledge of GSM (or other Oracle-based ERP systems) is desirable.
Experience:
Essential: At least six years of progressively responsible, secretarial or administrative work in an international organization, including work related to programme planning activities
Desirable: Experience with WHO or other UN agency which includes work supporting the monitoring and evaluation phases of operational cycle is an asset.
Languages:
Excellent knowlege of written and spoken English
Additional Information:
- In addition to position-specific test, external candidates will be required to qualify mandatory tests in English language and computer skills.
  • A written test, using computer, will be held for the short-listed applicants. The performance in written test will decide applicant's eligibility to appear in the interview.
  • The written test for shortlisted candidates will tentatively be held during the duration from 7 to 21 December 2015. Candidates are advised to make themselves available during that week.
