The Open University of Tanzania (OUT) is a public university, established by the Act of Parliament No 17 of 1992. Since 1st January, 2007, the University has been operating under the OUT Charter Inc. of 2007, which is in line with the Universities Act No. 7 of 2005. Its stated mission is to continuously provide open and distance education, research, and public services for sustainable and
equitable socio-economic development of Tanzania in particular, and the rest of Africa. The Open University of Tanzania operates through its temporary headquarters in Kinondoni, Dar es Salaam and its 28 regional centers in each region of Tanzania Mainland and two coordination centers in Zanzibar and Pemba Islands.

The qualifications and duties for each of the positions above are described below:
A. ASSISTANT LECTURER (PUTS 2)
Qualifications
The candidate should possess the following:-
• Master’s Degree (B+ or above GPA 4.0 – 3.6) in the relevant discipline or equivalent professional qualifications, a GPA of 3.8 and above at undergraduate level.
• Must be computer literate, capable of using ICT to enhance teaching and learning.
Duties
As for Tutorial Assistant plus:
• Write new study materials, scripts for radio broadcast, video and audio cassettes, various reports and papers.
• Undergo an induction course in pedagogic skills for those who had none before
• Adopt and/or supplement existing materials.
• Liaise with course writers, editors, reviewers, producers, artists, coordinators and other members of the course team.
• Revise course materials and audio programmes.
• Conduct public lectures, tutor and lead academic discussions.
• Set and mark course assignments and/or tests, examinations supervision of field work, practicals and all other related academic activities.
• Encourage and motivate students to improve academic performance.
• Help identify and set up local study groups.
• Conduct research and disseminate research findings.

B. PERSONAL SECRETARY III (PGSS 4)
Qualifications
The candidate should be a holder of:
• National Form IV Certificate with credit.
• passes in English and Kiswahili or Foundation Course Certificate, plus Typewriting stage II
• Secretarial Certificate from the Tanzania Public Service College or any recognized institution.
• Must be computer literate and should be able to use Microsoft Office, Internet and Publisher
Duties
• Assists in typing correspondences and non confidential matters
• Assists in typing letters, minutes, reports, papers and charts, etc.
• Assists in receiving and directing visitors
• Assists in duplicating documents
• Ensures that copies of letters are filed in proper files
• Attends telephone calls and takes messages for appropriate action.
• Assists in maintenance of the diary and appointments
• Performs any other related duties as may be assigned by the supervisor
NB. Age limit: Not above 45 years.

C. PERSONAL SECRETARY II (PGSS 5)
Qualifications
The candidate should be a holder of:
• National Form IV/VI Certificate with credit passes in English and Kiswahili or foundation course certificate plus Diploma in
• secretarial studies from the Tanzania Public Service College or any recognized Institution,
• With at least four years working experience in the relevant field, shorthand/Hatimkato 100/120 w.p.m and 50 w.p.m typing, tabulation and manuscript stage III.
• Must be computer literate.
• Should be able to use Microsoft office, Internet, E-mail and Publisher.
• Types general correspondence, confidential and non confidential documents.
• Ensures expedient, accurate and clean execution of duties
• Facilitates travel for staff within the Unit
• Prepares meeting and records proceedings.
• Attends telephone calls and keeps appointments.
• Types all and non-confidential matters.
• Types letters, minutes, notices, bulletins, circulars, certificates and charts
• Performs any other related duties as may be assigned by supervisor.

D. ADMINISTRATIVE OFFICER II (PGSS 7)
Qualifications
• Holder of First Degree or Advanced Diploma in Public Administration, Human Resources Management, Law or any other related field. Must be computer literate.
Duties
• Deals with general office administration
• Follow up on general cleanliness of office surroundings.
• Assists in ensuring that bills pertaining to utilities are paid on time.
• Processes orders for office consumables.
• Performs any other related duties as may be assigned by the supervisor.

E. HUMAN RESOURCE OFFICER II (PGSS 7) ONE POSITION
Qualifications
• Holder of First Degree or Advanced Diploma in Human Resources Management, Public Administration, Sociology, Law or any other relevant field.
• Must be computer literate.
Duties
• Assists in data entry duties in HRMIS and HCMIS.
• Assists in preparing human resources planning and training programmes.
• Follow up on staff pension and terminal benefits.
• Assists in collecting, analyzing and presenting human resources statistics.
• Assist in conducting periodic surveys to determine the prospective human resources demand and supply situations.
• Assists in handling staff welfare matters.
• Assists in issues related to Staff IDs, Social Security Cards and Health Insurance Cards.
• Performs any other related duties as assigned by the supervisor.

F. RECORDS MANAGEMENT ASSISTANT II (PGSS 5) – TWO POSITIONS
Qualifications
• Holder of Form IV/VI Certificate with two Principal Passes in Arts subjects.
• Must have a credit pass in English in “O” level, plus a Diploma in Records Management from a recognized Institution.
• Minimum of three years relevant experience in a similar position.
• Must be computer literate.
Duties
• Responsible for duties in registry such as registration of mail, filling, housing
• files, maintaining diary and recording files
• Assembles flimsy copies and files them for circulation to listed officers.
• Timely dispatch mail and correspondence to Faculties/Directorates/Departments, the post office and the “clearing centre”.
• Re-addresses mails and responds to questions on dispatch, postage and postal procedures and regulations.
• Ensures correct distribution of files to scheduled officers for action.
• Performs any other related duties as may be assigned by his/her supervisor.
NB. Age limit: Not above 45 years.
