BACKGROUND
Tanzania Commission for AIDS (TACAIDS) is an Independent Development under the Prime Minister’s Office. TACAIDS’ main function is to coordinate all activities relating to the fight against HIV and AIDS as it is stipulated in the Act of Parliament No. 22 of 2001


TACAIDS with support from UN -Women is recruiting a gender Coordinator to support its coordination responsible of enhancing gender equality and equity into the HIV and AIDS responses at local levels. He/she will coordinate with the regional and district level personnel (Regional Coordinators TACAIDS and Regional Community Development Officer) to ensure smooth implementation of initiatives at regional and local level

JOB DESCRIPTION
• Coordinate the review of the 2012 National Gender Operation Plan for HIV and AIDS and support the development dissemination and implementation of a revised gender Operational Plan for HIV and AIDS response in Tanzania mainland and beyond in partnership and close collaboration with other Departments and Units
• Work closely with the capacity Building Officer the key Population Office and Gender Focal Person at TACAIDS to strengthen the capacity of the key stakeholders in mainstreaming gender in HIV plans and interventions at all levels on the basis of approved guidelines
• Identity/develop strategies and activities to ensure that gender and human rights issues are addressed in the HIV response in different sectors, including the Ministry of Health and social Welfare, The police, MCDGC, Ministry of Education, Ministry of Information, Youth, Culture and Sports as well as the Ministry of Justice and Constitutional Affairs
• Provide technical oversight and management of Gender and HIV task Force activities. This will include coordination of gender and HIV and AIDS related technical meetings, reviews and auditing
• Ensure the development of a gender responsive M&E framework and development of performance indicators to measure the progress in relation to the implementation of HIV responses based as well as to provide inputs to multi sectorial forums and regular TACAIDS reports

QUALIFICATION
• The applicants must have at least a Master’s Degree in Public health, with skills in epidemiology, Medical Anthropology Economics, Social Science or any related disciplines
• At least 5 years experience of working on gender issues in relation to development and/or public health issues
• Technical expertise in the field of gender equality/gender mainstreaming in relation to HIV and AIDS
• Fluency in spoken and written English and swahili and competency in computer applications
• Familiarity with the social-cultural and economic environment in Tanzania including HIV and AIDS programming experience i.e. Prevention, Care, Support and Treatment

FUNCTIONAL COMPETENCIES
• In-depth knowledge of management and development policy issues, particularly in the area of gender equality and the empowerment of women
• Demonstrated capacity to promote knowledge sharing and knowlge management

Key requirements
• Keep vehicle clean
• Operate vehicle in a safe and courteous manner and always follow road safety standards

• Report accidents as soon as they occur

Professional Requirements
• The candidates must possess at least category C driving license
at least completed secondary school education
• Must possess at least a form certificate
• Five years of proven, accident-free, vehicle driving
• Excellent written and spoken English and Kiswahili
• Prior experience driving 4X4 vehicle in city streets and rural rough roads in Tanzania will be appreciated
• Mechanical experience will be an added advantage

• Under the guidance of the Senior Agronomist and Seed Systems Specialist, contribute to planning, design and implementing agricultural field research that will contribute to improved production of orange sweetpotato (OFSP)
• Work with research stations, sweetpotato vine multipliers and farmers to design and implement a participatory varietal selection scheme using Mother-Baby-Trial and related methodologies
• Assist in planning and design of participatory approaches for maintenance, production and distribution of sweetpotato planting materials
• Appraise farm-level sweetpotato production constraints and design and implement simple, farmer-participatory trials with extension officers to address these constraints
• Collect, process and. analyze data from scientific and farmer participatory research experiments and write pertinent technical reports
• Maintain a local data base for agricultural field research studies from' designated project intervention areas.
• Participate in diagnostic and other relevant socio-economic studies as member of a multi-disciplinary project team
• Assist the Senior Agronomist and Seed Systems Specialist to identify and organize farmers, farmer groups and private enterprises for production and maintenance of sweet potato vines.
• Contribute to training of extension officers and staff from participatory NOO partners in the project intervention districts in pertinent skills in sweet potato vine and production value chains
• Participate in identification and promotion of improved technologies for handling and storage of sweet potato roots
• Establish and maintain good working relationships with govern merit extension service, research stations, NOO partners, and farmer groups.

Competences

• Ability to work independently, implementing work agenda with minimum oversight supervision
• Computer literate with good knowledge of MS Office application and any proven computer statistical program for biological or social scientists

Key requirements:
• MSc in an agricultural sciences, an earth and atmospheric science or a closely related discipline
• At least three year experience in implementing climate services applied research and/or development activities in-East African countries. .
• Demonstrated understanding of smallholder farming systems in East Africa, climate related risks, and the role of research for development processes
• Demonstrated strong oral and written communication skills, and ability to document good practices for up scaling climate services for smallholder farmers
• Demonstrated project management and M&E skills

Other desirable skills:

JOB TITLE: CLIMATE CHANGE PROGRAMME ADVISER
The UK Department for International Development (DFID) is seeking to recruit a Climate Change Programme Adviser. This is a new advisory position within a dynamic. team in DFID Tanzania.
This post is an exciting and challenging opportunity, to help take forward the work of DFID on climate change and work in collaboration with government and other development partners.
We require a strong communicator who has the proven ability to. network with key stakeholders, influence decisions and drive agendas forward. The Climate Change Programme Adviser will be someone who is knowledgeable about climate change policy and practice, particularly in areas such as adaptation, building resilience and low carbon development. S/he will enjoy taking the initiative, excel at managing programmes effectively to deliver results, and will be confident in dealing with senior officials and Ministers in Government, development partners, contractors and civil society partners.

The post holder will work closely with the DFID Tanzania Climate and Energy Adviser to develop the new ICF funded programmes on climate change, with a specific responsibility of the work on institutional strengthening. The post holder will work closely with Government of Tanzania (Vice Presidents Office/Ministry of Finance and lor Planning Commission) and Zanzibar to coordinate activities linked to implementation of the national climate change, support the establishment of a climate change financing mechanism and lead on behalf of development partners the dialogue on Climate Change.

Key responsibilities include
• Providing technical support to the Government of Tanzania in designing mechanisms to implement a national climate change strategy.
• Leading the development partner/Government of Tanzania and Zanzibar' dialogue on climate change.
• Leading on DFID Tanzania achieving "gold status" in its work on climate change through strategic climate programme review (SPR).
• Working closely with DFID's project managers, to ensure that there is effective monitoring and support to projects, and that optimal results and value for money are achieved'.

Skills and qualifications:
• Master's Degree in an area relevant to climate change and development e.g.
climate science, economics, environment, environmental technology, geography, development studies, political science or related field.
• Experience in climate change, environment and natural resource management sector in Tanzania.

Compensation package:
The salary for this post is TZS 4,470,056 - 6,251,994, possibly more for a more experienced candidate + 10% matching contribution to a local pension fund and medical insurance. Appointment will be under local terms and conditions will be subject to medical and security clearance.
