2.0. TITLE: MANAGER, PUBLIC RELATIONS - 1 Position
2.1. Reports to: Director, Legal and Public Affairs
2.2. Duties and Responsibilities
The duties and responsibilities of the Manager, Public Relations shall be to:-
i) Plan, develop and implement media programmes and campaigns designed to keep the public informed about public procurement issues and the Authority's activities in general;
ii) Maintain favorable public image of the Authority;
iii) Establish research methodologies for data gathering to measure public opinion and determine whether public expectations are met;
iv) Carry out communication research and analysis and provide quality advice to the Authority;
v) Design, write and edit public information communication materials for public awareness;
vi) Coordinate activities of Tanzania Procurement Journal including supervision of materials collection for publication, editing and follow-up printing process to the printer;
vii) Plan, organize and implement activities that are intended to promote the Authority's products;
viii) Write news releases, brief the media, deal with the press inquiries and organize press events;
ix) To coordinate preparation of sectional budget and monitor and report expenditures thereof;
x) Monitor sectional activities and coordinate preparation of the quarterly and annual progress report of the section.
xi) Carry out performance appraisal of staff of the section and report the same to the Director;
xii) Ensure preparation and Implementation of operational manuals of the section; and
xiii) Perform any other duties as may be assigned by the Director of Legal and Public Affairs.
2.3. Qualifications and. Experience
2.4. Holder of this position must have:-
• Bachelor Degree or Advanced Diploma either in Journalism, Mass Communication, Marketing,
Marketing and Advertisement or Social Sciences with Communication or International Relations; plus
• Master's Degree in Mass Communication, Communication Science or similar fields from any recognized higher learning institution;
• ICT application skills.
Added advantage
• Research skills, general knowledge in procurement issues and Desktop Publishing Software.
Work Experience
• Should have a minimum of seven (7) years working experience out of which three (3) years should be in managerial or leadership position in a reputable' institution and three (3) years in Public Relations /Promotional or Marketing activities in a reputable organization.

3.2. Duties and Responsibilities
The duties and Responsibilities of Assistant Zonal Manager shall be to:-
i) Supervise in the Zonal Office
ii) To ensure that contracts are awarded impartially and on merit and the circumstance in which each contract is awarded or as the case may be, terminated, do not involve impropriety or irregularity;
iii) To ensure the implementation of awarded contracts conforms to the terms thereof;
iv) To monitor the implementation of a system of supporting, checking and monitoring procurement activities of procuring entities within the respective zone'
v) To advise procuring entities on the correct application of the PPA and its regulations;
vi) To monitor the extent of corruption in procuring entities within the respective zone and advise appropriate measures to be taken;
vii) To coordinate and participate in procurement audits, investigations, trainings and assessment of the country procurement system, as the case may be' and
viii) Carry out any other duty as may be assigned by the Manager of Zonal Services

3.4. Holder of this position must have:-
• Holder of Bachelor Degree or Advanced Diploma either in Engineering, Architecture, Law, Materials
Management, Procurement and Supply Chain or Logistics, Quantity Surveying, BusinessAdministration or Economic Planning or related fields with proven specialization in procurement; plus
• Master's Degree in similar fields from any recognized higher learning institution;
• Be registered by appropriate professional body for all candidates with professional bodies; and
• ICT application skills.

4.0. TITLE: Principal Procurement Officer II - (2 Positions)
4.1. Reports to: Manager Monitoring & Evaluation and Manager Investigation & Anti - Corruption.
4.2. Duties and Responsibilities
The duties and responsibilities of Principal Procurement Officer II shall be to:
i) Prepare terms of reference for the consultants for carrying out procurement audits and investigations and supervise their performance;
ii) Coordinate and carryout procurement audits in PEs to ensure the application of fair, competitive, transparent non-discriminatory and value for money procurement standards and practices;
iii) Coordinate and carryout investigations on allegations, complaints, and reported cases of suspected breaches in the application of PPA;
iv) Review contracts and contracts implementation reports submitted by PEs and recommend appropriate measures where necessary;
v) Follow up implementation of audit recommendations or Board Directives;
vi) To review procurement audit reports and investigation reports submitted by auditors and provide comments for improvements; .
vii) Analyse the procurement audit reports and other collected procurement information and advice on the performance of the public procurement system including capacity building interventions;
viii) Prepare guidelines in respect of procurement audits and investigations;
ix) Assess the compliance of PEs in the application of PPA, Regulations and Guidelines issued by the Authority and recommend improvement measures;
x) Assess the performance of consultants (auditors and investigators) and recommend appropriate measures to .address any weaknesses (If any);
xi) Advise on policies pertaining to procurement; and
xii) Perform any other duties assigned from time to time by the supervisor.
4.3. Qualifications and Experience
4.3.1. Holder of this position must have

6.0. TITLE: SENIOR ACCOUNTANT (1 Position)
6.1. Reports to: Chief Accountant
6.2. Duties and Responsibilities
The duties and responsibilities of the Senior Accountant shall be to:
i) Prepare periodic financial reports on Revenue and Expenditure in accordance with financial regulations;
ii) To maintain a budgetary control system and report where there is a need for requesting budget enhancements or reallocation;
iii) Supervise collection, classification, recording and reconciliation of accounting data;
iv) Prepare in accordance with accepted accounting principles, the consolidated annual accounts of the Authority;
v) Prepare Budget Performance Reports for compilation in the Quarterly and Annual Reports;
vi) Propose and ensure implementation of adequate controls that will safeguard the assets of the Authority' ,
vii) Check the accuracy and reliability of accounting data maintained in the computerized accounting system and encourage adherence to prescribed accounting policies;
viii) Ensure proper filling of accounting documents like receipts, invoices, bank statements, bank reconciliation statements and other accounting documents;
ix) Control staff interest and retirements and ensures that they are issued and made respectively in accordance to the provisions of the Authority's rules and regulations as may be amended from time time' .
x) Maintain a fixed assets register and ledger including computing and posting of monthly depreciation value;
xi) Prepare Payroll and reconcile with Payroll reports produced from HCMIS by the Ministry on monthly basis;
xii) Prepare responses to Internal and External Audit queries;
xiii) Perform any other duties assigned from time to time by the supervisor.

POSITION; TEMPORARY DATA ENTRY OFFICERS (2 POSITIONS)
Tanzania Postal Bank (TPB) seeks to appoint dedicated, self motivated and highly organized Temporary Data Entry Officers ( 2 positions) to join the Risk Management Directorate team, for six months. The work station is Dar es Salaam .
Reporting Line: Senior Manager Collection and Recovery

POSITION OBJECTIVE
To Execute Equinox/System related activities and Reporting on behalf of the team, in order to relieve the team from office based jobs, in order to concentrate mostly with field assignments.
KEY RESPONSIBILITIES
To execute loans rescheduling in the equinox.
Linking Loan Accounts with Funding Accounts, for those accounts which Branches made an oversight during disbursements by not linking.
To prepare reports for the team including Provisional Reports, ALCO Reports, etc.
To determine the accuracy of the posted amounts in accordance with the list of HAZINA
DATA submitted on the respective month.
To review Micro Credits Files of defaulters for Final Demand Notices, and for forwarding to
External Debt Collectors.
To do remedial measures for “setting mistakes” done by Branches during disbursement process which yield to an increase in NPL eg. Loan Duration, Indemnity Amount, etc.
To act as Custodians of records for team.
To identify Un-serviced and Partial Installment from the System.
To prepare deductions for Non-Performing Loans.
Other Assignments which may be Assigned by Supervisors.
CONTRIBUTES TO
The overall profitability of the bank though controlling the NPL rate.

EXPERIENCE AND KNOWLEDGE REQUIRED
Education: Bachelor degree/Advance diploma in any field from any recognized University/College or equivalent.
Experience: Prior experience in similar assignment will be an added advantage.

Essential Duties and Responsibilities:-
• Planning, organizing and executing corporate sales strategies
• Liase with Branch Managers on Corporate Sales Performance for Branch
• Responsible for Mobilising corporate deposit at Head Office and TPB branches
• Responsible for creating corporate sales strategies execution
• Design corporate product that would suit TPB corporate segment and modity the existing product whenever its necessary
• Preparing sales report on weekly and monthly basis
• Any other duties assigned by the immediate Supervisor
Key Responsibilities
• Mobilizing deposits from Corporate customers, net worth customers, government and private institutions, NGO and SACCOS
• Maintain relationships with corporate clients
• Identifies business opportunities by identifying corporate prospects and evaluating their position in the industry; researching and analyzing sales options
• Soliciting chep deposits from Government institutions and non government institutions and private companies
• Sells bank products by establishing contact and developing relationships with corporate clients; recommending solutions
• Maintains relationships with clients by providing support, information, and guidance researching and recommending new opportunities; recommending profit and service improvements
• Identifies product improvements or new products by remaining current on industry trends, market activities, and competitors
• Prepares reports by collecting, analyzing, and summarizing information
• Maintains quality service and establishing and enforcing TPB Bank standards
• Contributes to team effort by accomplishing related results as needed
CONTRIBUTES TO
EXPERIENCE AND KNOWLEDGE REQUIRED
Education: Bachelor degree/Advance diploma in Banking, Economics, commerce, Business Administration, Finance or Accounting from any recognized University or equivalent.
Experience/Skills
• The candidate must have a good knowledge of corporate sales in fast moving industry. Banking will be an added advantage.
