Essential Duties and Responsibilities:-
• Head of Procurement Management Unit (PMU)

• Establish new process and systems for effective procure ment across the Bank, develop an E-Procurement vision and identify opportunities for broader savings on procurement by conducting in-house vs. Outsource.

• Secretary to the Tender Board, play a role of escalation point of all Bank procurement issues for guidance , Address all bank procurement related audit queries (internal and external auditors) and Bank of Tanzania

General Description

• Masters in Public Health, Health Administration or related field; and five years of related work experience, with a leadership role in complex multi-facoted public health programs, to include at least three years of experience in a supervisory role
• Support knowledge of and practical experience with health systems in Tanzania
• Experience with budget development and management, and monitoring of fiscal systems
• Working knowledge of US government and other grants and contracts systems
• Fluency in Kiswahili and English including reading and ratting
• Demonstrated ability in interact with persons for a vanity of professional disciplines

General Description
The Resource Mobilization Officer will support DSW Tanzania Country Officer in implementing resources mobilization initiatives she/he is responsible for developing and implementing an ambitious resources mobilization strategy for supporting DSW’s resources mobilization processes at national level
Key Responsibilities
• Coordinate proposal development (identification of proposal team members, timeline planning, analysis of application requirements, etc) and ensure effective and efficient flow of information among internal and external stakeholders
• Writes, reviews and edits proposals in close cooperation with DSW Tanzania Team and partner organizations, intruding preparing proposals budgeting
• Supports the development of resources mobilization tools and systems for the DSW Tanzania
• Provides technical assistance and training in resources mobilization to staff and Partners
• Perform analysis of application requirements and guide proposal team through guidelines and donor requirements to make sound bid decisions
• Help facilitate evaluation of proposal strategy, such as competitive analysis, developing competitive themes and technical approach, and selecting project partners
• Support production of final technical proposals and budgeting before final approval by the Country Director
• Identify funding opportunities and disseminate funding opportunity alerts of Team members
• Research, monitor, analyze and report on Donor policies and funds affecting global reproductive health, HIV/AIDS, population and poverty reduction
• Supports the preparing regular reports to donors according to DSW guidelined and procedures

Qualification
• University degree (MA or MSc preferred)
• Excellent English and Swahili language skills (oral and written)
• Familiarity with the funding processes of major donors
• Experience in training/facilitation
• At least 3 years of relevant working experience and proven proposals/report writing skills
• Ability to work effectively in terms, build positive working relationships and foster open communication
• Flexibility to work under pressure
• High integrity with strong management skills
• Strong organizational skills and ability to multitask

Position Reports to: Regional Manager
Duration of Assignment: 12 months with option to renew
Responsibilities
• Works in collaboration with the mobile VMMC team (and regional and district authorizes) to offer high volume VMMC services at mobile and outreach sites in their assigned region
• Meets with health facility in-charges and community leaders to introduce and schedule the VMMC services
• Collaborates with the peer promoters and other demand creation agents to initiate and/or participate in VMMC demand creation in targeted communities
• Identifies opportunities for the program to increase demand, efficiency and quality of program delivery
• Participates as a member of the team providing high quality VMMC services (group education, individual counseling, STI screening and treatment, linkages to care and treatment, male circumcision, and post-operative care) as assigned and according to MOHSW guidelines
• Participates in the collection and reporting of M&E data, as required by the program
• Participate in the set up and break down on mobile sites, management of commodities, and other logistics required to provide services
• Other duties related to providing VMMC services, as required
• Develops and maintain excellent relationships with colleague’s and local officials
• Stays current in knowledge in the field of VMMC and HIV/AIDS in general
Required qualifications
• Must be a licensed nurse, nurse/wildlife, clinical officer, assistant medical officer or medical officer or medical officer in good standing
• Must participate in VMMC training (to be offered by the program) and be deemed competent in VMMC service delivery
• Must be willing to be based in Iringa, Jombe or Tabora with extensive (weekly) travel to rural areas. Travel up to 80% of the time
• Must be physically fit to assist with set up and break down of services in sites
• Must demonstrate self - management (I,e motivation dealing with pressure, adaptability)
