Job Title : Viral Load and EID Coordinator -1 position
Reports to : Director of Laboratory Operations

General Overview:
The Viral Load and EID Coordinator will have the key responsibility of coordinating all activities regarding Viral load testing for monitoring patients on ART as well as testing of infants born to HIV positive mothers in the HIV EID program in the regions of Rukwa, Katavi, Mbeya, Songwe and Ruvuma, The Coordinator will work in close collaboration with the National AIDS Control Programme (NACP) in the implementation of routine HIV-VL testing in compliance to MoHCDGEC and WHO recommendations/guidelines. The position holder will take day to day responsibility for all VL and EID activities that include but are not limited to: Patient sample preparation, transportation, processing, testing and results feedback, reagents’ ordering distribution and monitoring, data collection and reporting and routinely providing technical assistance to the Mbeya Zonal Referral Hospital PCR (Molecular Biology) Team on PCR for EID and VL testing. The Coordinator shall also ensure uninterrupted availability of laboratory reagents and supplies for VL and EID, ensuring proper functioning of VL and EID laboratory equipment through coordination with various stakeholders including MSD and local councils. This position requires good coordination skills in addition to knowledge of Good Clinical Laboratory Practice (GCLP). The Laboratory Coordinator (VL &EID) shall work as part of a team contributing to the goals and objectives of HJFMRI/WRP. This position reports to the HJFMRI/WRP Laboratory Director.
Duties and Responsibilities:
• Work in close collaboration with the National AIDS Control Program (NACP) in the implementation of routine HIV- VL and EID testing in compliance to MoHCDGEC and WHO recommendations/guidelines.
• Work in collaboration with regional laboratory coordinators and facility staff to ensure efficient patient sample collection and transportation schedules are made and implemented for each district.
• Ensure all facilities are trained on sample collection, processing and transportation
• Ensure facilities have the appropriate tools and equipment for VL and EID testing implementation
• Ensure uninterrupted availability of all reagents and other required laboratory commodities required for VL and EID testing through timely ordering and regular monitoring and reporting.
• In collaboration with Regional Lab Coordinators and Vendors ensuring that preventive maintenance and repair of Laboratory equipment related to VL and EID at supported sites is carried out in a correct and timely manner .
• Responds to logistical problems regarding VL and EID equipment functioning encountered in the laboratory in a timely manner
• Establishes a link between research activities that utilize VL and EID and other lab programs in HJFMRI/WRP in Southern Highlands.
• Prepare weekly, monthly and quarterly reports on all VL and EID activities
• Ensures that there is a record of all activities carried out by Walter Reed Program at the Facility Laboratories by ensuring that reports of visits and supervisions are in existence and up to date.
• Conducting assessment for all Labs under PEPFAR support in Southern highlands for quality improvement.
• Provide Technical support for EID services including SMS Printer installation and operation, HIT System roll out, Courier Service logistics and distribution of Job Aids and SOPs
• Organizes technical training programs where needed for equipment use, in conjunction with ‘other program staff.
• Ensures that technicians are well trained for tasks and are familiar with SOPs.
• Responds to on-site problems including equipment failures, utility failures, testing errors, personnel problems, supply shortages
• Track and report condition of existing equipment and the reagents status at agreed regular intervals
• Coordinate sample transportation and results feedback to and from sites in the assigned region.
• Acts as an advisor for external research projects, ensuring correct transport, labeling, testing and storing of patients specimens for studies.
• Prepare and submit weekly and monthly reports regarding Equipment and reagents status and any other’ laboratory matters in their region

Duties and Responsibilities
Work at the Mbeya Referral Hospital Laboratory and other supported facilities as a Laboratory Technologist carrying out laboratory diagnostic and clinical monitoring tests including diagnostic Nucleic Acid PCR assays, Genotyping and Proteomics, Bacterial and Mycobacterial cultures,
Clinical Chemistry analyses, Hematological tests and another duties as assigned by the laboratory manager.
Provide mentorship and onsite training to staff in peripheral supported sites on performance of clinical laboratory tests, equipment use and maintenance, and implementation of laboratory quality management procedures.

Duties and Responsibilities
Ensure Oils/fuel level is checked on daily basis. All other gauges, lights, tire pressure are checked and adjusted according to the acceptable standards
Inform appropriately on motor vehicles necessary documents renewals, insurance renewals and others to comply with ethical practice and applicable Tanzanian
Traffic rules and regulations as required;
Ensure motor vehicle general Services are fully made after every 5,000 kilometers and The vehicles are maintained clean always and on regular basis;
Ensure Monthly fuel consumption reports and mileage accounting for office is made available regularly;
Log book for the vehicle is properly maintained and filled appropriately;

Position Summary:
A Biomedical Equipment Engineer has the responsibility to support patient diagnosing and treatment by installing, testing, calibrating, and repairing biomedical Laboratory and other equipment, training users, and maintaining safe operations of the equipment. This position requires good knowledge and skills in medical equipment maintenance and competency in basic mechanical and electronic engineering practices. The Biomedical Equipment Technician will work as part of a team contributing to the goals and objectives of HJFMRI/WRP.
Duties and Responsibilities
Performing day to day maintenance, troubleshooting and repair of medical laboratory and related equipment at supported sites in the southern highlands zone of Tanzania.
Install and validate new biomedical equipment by carrying out physical establishment, calibrations and performance testing in accordance with manufacturer’s guidelines.
Prepare, execute and document equipment preventive maintenance schedules following manufacturer’s instructions and schedule special servicing where appropriate.
Oversee the implementation of equipment service contract in existence.
Ensure proper biomedical equipment operation by providing equipment operation demonstrations, training and instruction to other healthcare staff in use and care of equipment.
Participate in evaluation of new biomedical equipment by providing technical support to the evaluation team.
Improves biomedical equipment performance data as required to inform the program for the various assessments and Public Health Evaluations.

The Outreach Program Officer (OPO) is the focal person for the outreach program implementation at the district level. The OPO will work closely with Regional Outreach Coordinator (ROC) and Program Technical Leads/Advisors to serve as the primary technical expert and contact for HJFMRl’s outreach program activities at the organizational and community level. S/he will facilitate the development, modification, and/or adaptation of appropriate community services strategies, with the goal of improving both clinical and community access to and use of services. The OPO is expected to collaborate across technical areas to strengthen linkages for the continuum response from sexual prevention, Gender Based Violence, HIV Testing and Counseling (HTC) to Care. S/he will build the capacity of local partner organizations and HJFMRI staff to deliver high-quality community based services in the assigned districts in the Southern Highlands of Tanzania.
Duties and Responsibilities:
Provide technical support in the development of approaches and strategies for mobilizing partner organizations and communities for the establishment or strengthening of community based strategies and activities;
Liaise and consult regularly with the relevant authorities, partner organizations, health facilities, community leaders and beneficiaries in relation to the planning, design and implementation of HJFMRI and partner activities;
Support the development of integrated, innovative and gender sensitive interventions for the provision of comprehensive HIV and AIDS services for key populations and priority populations and their sexual partners;
Facilitate and provide overall leadership and sound advice at facility and community settings and improve client adherence to ART
Build the capacity of the partner organizations and government technical staff to deliver high-quality community based services;

Duties and Responsibilities
Ensure Oils/fuel level is checked on daily basis. All other gauges, lights, tire pressure are checked and adjusted according to the acceptable standards
Inform appropriately on motor vehicles necessary documents renewals, insurance renewals and others to comply with ethical practice and applicable Tanzanian
Traffic rules and regulations as required;
Ensure motor vehicle general Services are fully made after every 5,000 kilometers and The vehicles are maintained clean always and on regular basis;
Ensure Monthly fuel consumption reports and mileage accounting for office is made available regularly;
Log book for the vehicle is properly maintained and filled appropriately;
Ensure that all accident reports are recorded and filed appropriately;
Ensure private use of office vehicles are monitored and billed accordingly;
Attend some basic logistics and clerical assignments as may be tasked by a supervisor;

Position Summary:
A Biomedical Equipment Engineer has the responsibility to support patient diagnosing and treatment by installing, testing, calibrating, and repairing biomedical Laboratory and other equipment, training users, and maintaining safe operations of the equipment. This position requires good knowledge and skills in medical equipment maintenance and competency in basic mechanical and electronic engineering practices. The Biomedical Equipment Technician will work as part of a team contributing to the goals and objectives of HJFMRI/WRP.
Duties and Responsibilities
Performing day to day maintenance, troubleshooting and repair of medical laboratory and related equipment at supported sites in the southern highlands zone of Tanzania.
Install and validate new biomedical equipment by carrying out physical establishment, calibrations and performance testing in accordance with manufacturer’s guidelines.
Prepare, execute and document equipment preventive maintenance schedules following manufacturer’s instructions and schedule special servicing where appropriate.
Oversee the implementation of equipment service contract in existence.
Ensure proper biomedical equipment operation by providing equipment operation demonstrations, training and instruction to other healthcare staff in use and care of equipment.
Participate in evaluation of new biomedical equipment by providing technical support to the evaluation team.
Improves biomedical equipment performance data as required to inform the program for the various assessments and Public Health Evaluations.
Work as the lead technical person for the establishment of the zonal medical laboratory equipment maintenance workshop
Maintain biomedical equipment maintenance inventory by checking stock; anticipating needs; placing and expediting orders in collaboration with the logistics coordinator.
Prepare routine and special biomedical reports by collecting, analyzing and summarizing information and trends.
Ensure a safe and healthy working environment by conducting safety tests on all the equipment, recommending and complying with procedures, training and guiding medical and healthcare personnel on safe operation and safety .compliance regarding biomedical equipment.
Adhere to strict confidentiality rules regarding patient information where access to such information is encountered in the process of performing these duties.
Qualifications:

The Outreach Program Officer (OPO) is the focal person for the outreach program implementation at the district level. The OPO will work closely with Regional Outreach Coordinator (ROC) and Program Technical Leads/Advisors to serve as the primary technical expert and contact for HJFMRl’s outreach program activities at the organizational and community level. S/he will facilitate the development, modification, and/or adaptation of appropriate community services strategies, with the goal of improving both clinical and community access to and use of services. The OPO is expected to collaborate across technical areas to strengthen linkages for the continuum response from sexual prevention, Gender Based Violence, HIV Testing and Counseling (HTC) to Care. S/he will build the capacity of local partner organizations and HJFMRI staff to deliver high-quality community based services in the assigned districts in the Southern Highlands of Tanzania.
Duties and Responsibilities:
Provide technical support in the development of approaches and strategies for mobilizing partner organizations and communities for the establishment or strengthening of community based strategies and activities;
Liaise and consult regularly with the relevant authorities, partner organizations, health facilities, community leaders and beneficiaries in relation to the planning, design and implementation of HJFMRI and partner activities;
Support the development of integrated, innovative and gender sensitive interventions for the provision of comprehensive HIV and AIDS services for key populations and priority populations and their sexual partners;
Facilitate and provide overall leadership and sound advice at facility and community settings and improve client adherence to ART
Build the capacity of the partner organizations and government technical staff to deliver high-quality community based services;
Provide on-going support through coaching, supervision visits and mentoring to partner organizations and HJFMRI staff in implementing community/outreach based activities;
Document, consolidate and disseminate knowledge and information regarding best practices, lessons learned, and, proven approaches in the district;
Ensure quality implementation, achievement of results for activities within the HJFMRI project and within partner projects, and collaborate with other HJFMRI program staff to ensure effective teamwork;

Develop and maintain good working relationships with other partners, governmental and non-governmental, within the districts;

Qualifications:
