Training Manager

Background
The Community Health and Social Welfare Systems Strengthening (CHSS) Program is a five-year USAID funded cooperative agreement led by JSI Research & Training Institute, Inc. with partner World Education, Inc.  CHSSP goal is to build capacity of the Government of Tanzania’s health and social welfare structures at the community level to enable more accessible, higher quality health and social welfare services for HIV affected and other vulnerable populations in targeted communities in Tanzania.

Job Summary
Within CHSSP, JSI Research & Training Institute, Inc. leads the consortium partners in program planning, implementation, monitoring and evaluation. In order to achieve these aims, the Training Manager is a full-time position based in CHSSP office in Dar es Salaam, Tanzania. The Training Manager will support the Deputy Chief of Party in managing the Training component. He/she will be responsible for the supervision of program training and oversee the implementation, reporting and evaluation of all training activities supported by the project.

The Training Manager supervises the Training Coordinators.

Responsibilities:
•    Develop training programs andimplementationplans including coordination of training material production and distribution, and other resources to ensure that trainings are managed within authorized budgets.
•    Work with Technical Team to select  appropriate training methods and techniques(simulations, mentoring, on the job training, professional development classes, etc) and create testing and evaluation processes as well as design
Coordinate processes for developing and reviewing training content and materials to be in line with new and emerging issues.
•    Provide train-the-trainer sessions for subject matter experts organize, develop or source training programs to meet specific training needs
•    Provide logistical support, course development, delivery, evaluation, process measurements, and cost management.
•    Assess instructional effectiveness and summarize evaluation reports determining the impact of training  on skills and how it affects KPIs
•    Maintain updated curriculum database and training records
•    Establish and maintain relationships with external training suppliers
•    Assist with the development of AnnualWork Plans  and participate in routine and ad hoc report writing
•    Manage and maintain in-house training facilities and equipment

Desired Qualifications:
●    Bachelor degree in Education, Learning and Development, Human Resources or related field
●    In-depth knowledge of health and social welfare services policy framework and program implementation in Tanzania;
●    At least 5 years of successful experience as senior-level training expert in health projects of equivalent size and complexity in Tanzania and/or similar resource-constrained settings, funded by USAID – and especially PEPFAR - or by other international donors is required. This experience must include both government institutions as well as civil society entities;
●    Proven work experience as a trainer, training facilitator or coordinating multiple training events in a corporate setting
●    Extensive knowledge of instructional design theory and implementation
●    Adequate knowledge of learning management systems and web delivery tools
●    Proven ability to complete full training cycle (assess needs, plan, develop, coordinate, monitor and evaluate)
●    Familiarity with traditional and modern job training methods and techniques
●    MS Office proficiency
●    Advanced organizational skills with the ability to handle multiple assignments
●    Strong communication skills
●    Proven ability to work in diverse settings with public, private, and NGO sectors;
●    Demonstrated excellent organizational, analytical, oral, and written communication skills;
●    Demonstrated skills in spoken and written English at ILR Level 4 or the equivalent;
●    Proven experience in producing high quality English-language communication products such as progress reports, case studies, presentations, and research protocols;
●    Extensive experience in sub-Saharan Africa required, Tanzania experience preferred; and
●    Tanzanian national preferred.
