This position is located in the Department of Health and Human Services (DHHS), Centers for Disease Control and Prevention (CDC), Office of the Director (OD), Office of the Chief Operating Officer (OCOO), Office of the Chief Information Officer (OCIO), Office of the Chief Information Security Officer (OCISO), Atlanta, Georgia.

Duties
As an Information Technology Specialist (INFOSEC) you will:
  • Serve as an advisor to the Chief Information Security Officer on matters relating to security vulnerabilities and threats to CDC's computer systems.
  • Develop corresponding security countermeasures necessary to protect technical, complex, sensitive and classified information processed on CDC computer equipment.
  • Provide technical support and assist in preparing and implementing policy guidance to CDC.
  • Evaluate adequacy and/or develop new or revised information security policy, standards and procedural guidance and support for the protection of information technology systems.
  • Work closely with program and project activities to develop safeguards for the computers that are connected to CDC networks.
  • Review and analyze technical aspects of proposals and integrity studies for CDC and CDC contractors to determine adequacy and ensure executive, statutory, regulatory and HHS requirements are effectively met.
  • Participate in identification and analyses of CDC information security policy issues, deficiencies, and problem areas through review and analyses of reports, contacts, surveys, inspections and facility reviews.
  • Review operational and technical security aspects associated with specific sites and facilities to determine vulnerability and threat.

Qualifications
Applicants must have at least one year of specialized experience at or equivalent to the next lower grade level in the Federal service as defined in the next paragraphs. Specialized experience is experience which is directly related to the position which has equipped the applicant with the particular knowledge, skills and abilities (KSAs) to successfully perform the duties of the position.
GS-11: Applicants must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-09 grade level in the Federal service which includes experience in maintaining the confidentiality, integrity, and availability of automated data processing operations through performance of IT security and information assurance activities.
GS-12: Applicants must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-11 grade level in the Federal service maintaining the confidentiality, integrity, and availability of automated data processing operations through performance of IT security and information assurance activities; participating in identification and analyses of information security policy issues, deficiencies, and problem areas through review and analyses of reports, and contacts.
Additional Qualifying experience for the GS-11/12 grade level requires IT-related experience that demonstrated each of the following four competencies: Attention to detail; customer service; oral communications; and problem solving.
  • Attention to Detail - Is thorough when performing work and conscientious about attending to detail.
  • Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services.
  • Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately.
  • Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations.
SUBSTITUTION OF EDUCATION FOR EXPERIENCE: For the GS-11 level: 3 full academic years of progressively higher level graduate education or Ph.D. or equivalent Doctoral Degree
There is no education substitution for the GS-12 level.
COMBINATION OF EDUCATION AND EXPERIENCE: Your education and work experience may be combined to meet the qualification requirements of this position at the GS-11 level.
Foreign Education: Education completed in colleges or universities outside the United States may be used to meet the education requirements. You must provide acceptable documentation that the foreign education is comparable to that received in an accredited educational institution in the United States.
