The
UTI Projects and Infrastructure Development Pic (UTT- PID) is a
company, fully owned by the Government of the United Republic of
Tanzania under the Ministry of Finance.
The core functions of UTI-PID is to render multidimensional services in the functional areas of Project Management, Infrastructure Development, Property Management, Project Financing/ Funds Arrangement and other associated services.
In order to discharge its mandate, UTI-PID now invites applications from competent and qualified candidates to fill the position of Principal Human Resource and Administration
Principal Human Resource and Administration Officer (Position Ref: PID/PHRAO/1/2016)
THE ROLE
The Principal Human Resource and Administration Officer will be reporting to the Head of Corporate Affairs. He/She will be responsible for overall coordination of the human resource planning, recruitment and development and accountable for the development of appropriate sound policies, processes and procedures in the area of his/her jurisdiction that will support the acquisition, talent development and retention of competent staff for delivery of the company business. Furthermore, on the side of administration, He /She will deal with aspects covering all administration issues such as staff welfare, office accommodation, safety, .security, transport and other related issues.
DUTIES AND RESPONSIBILITIES:
Assist in the development of Human resources policies, regulations and procedures relating to human resources planning, recruitment and development. Assist to coordinate the preparation of short and long term corporate human resources staff acquisition, career development, training plans and budgets.
Assists in the development and implementation of the Company performance system and performance oriented company culture that emphasises quality service, continuous improvement and high performance in delivery of the company’s business.
Performs Human Resource functions including staff recruitment, placement, training and development, remuneration, in accordance with the UTI’s Staff regulation.
Performs on all aspects of Administration matters including staff welfare, office accommodation, safety, security, transport and other related Logistics;
Advices Departments/Units on the proper management of human resources, and in dealing with specific cases of staff matters;
Deals with industrial relations and welfare matters to ensure that the Company is properly represented when interfacing with external parties onemployee-related matters;
Deals with training and staff development matters, and ensures that the company has a dynamic training program for its employees.
Takes measures to ensure that there is constant communication between the UTT’s Management and staff on employee-related issues;
Prepares periodic reports on human resources management and Administrative issues;
Performs such other related duties as may be assigned by the Superior.

QUALIFICATIONS
A Master’s Degree in Human Resources Management, Public Administrator Business Administration (Majoring in Human Resources) with at least Eight (8) years relevant work experience in a reputable Orqanization
