anticipated USAID-funded: Comprehensive Health Services Delivery (CHSD)
Project in Tanzania. The CHSD program will work towards supporting the
Government of Tanzania health system to provide integrated HIV, TB,
Family Planning, Malaria and Maternal, Newborn, and Child Health (MNCH)
and adolescent health services in facilities and communities.
Recruitment
is contingent upon successful award of the project and the selection of

1. Family Planning Advisor – Dar es Salaam, Tanzania
Position Summary:
The
position will provide technical and program oversight and direction in
the areas of family planning/reproductive health (FP/RH).
Responsibilities include providing leadership and technical guidance in
the development and implementation of family planning/reproductive
health (FP/RH) activities under the leadership of the Senior Technical
Advisor and in coordination with other FHI 360 technical leads. This
position will ensure the technical and methodological soundness of
activities and, in collaboration with the project team and partners,
support the design of service delivery strategies, based on sound and
current scientific evidence.
Key Responsibilities:
•
Guiding the integration of FP/RH services with other health services
(HIV, maternal and new-born health) at the facility and community level
•
Timely implementation against work plans; budget development and
expenditure monitoring; quality control, monitoring and evaluation;
knowledge management; reporting, contract management; and relationship
management with key partners.
•
Refining evidence-based clinical training materials, job aids, and
curricula, supervisory systems and other training materials needed for
implementation of FP/RH to meet the needs of USG and the Government of
Tanzania
•
Planning and managing the technical aspects of the Sexual Reproductive
Health (SRH/FP) (family planning and HIV Integration) for the CHSD
project
Requirements/Qualifications:
• A Medical Degree; an additional qualification in Public Health and HIV, would be advantageous.
•
Strong knowledge of concepts, practices and procedures with providing
technical support for family planning, reproductive, and sexual health.
•
At least 6 years’ experience and knowledge of Sexual and Reproductive
Health; expertise in the areas of implementation, and managing of public
health/international development programs funded by US government or
other international donors;
• Excellent coaching, mentoring, leadership and networking skills,
•
Knowledge of public health related issues, sensitivity to cultural
differences and understanding of the political and ethical issues
surrounding public health issues; written and verbal communication
skills.
• Excellent and demonstrated project management skills.
•
Excellent interpersonal skills and experience establishing and
maintaining good relationships with a wide variety of professionals and
organizations.
• Proficiency with computer applications, including Microsoft Office.

Position Summary:
The
position will be responsible for providing guidance for the effective
design, development and quality of youth programs and youth HIV
prevention strategies. The Youth Advisor will work in close coordination
with/ under the supervision of the Senior Technical Advisor.
Key Responsibilities:
•
Providing technical leadership in the development and implementation of
strategies, interventions and activities that address the holistic
needs of vulnerable youth in a youth-friendly manner, including their
health, sexual reproductive health and HIV prevention.
•
Ensuring that project strategies and activities addressing youth are
evidence-based and in line with state-of-the-art, globally-recognized
best practices; as well as aligned with Tanzania National Youth Policy
and USAID’s Youth in Development Policy.
•
Ensuring that the project engages youth in all stages of the project to
promote youth leadership and ensure that youth perspectives are taken
into consideration.
•
Ensuring the project addresses the needs of highly vulnerable
sub-groups of youth, such as adolescent girls, HIV+ youth and youth with
disabilities.
•
Promoting integration across a range of services for youth to take a
holistic, family-centered approach to improving their wellbeing.
• Ensuring all youth-focused strategies are gender-sensitive and promote equitable programming.
•
Building capacity of staff, implementing partners, government
counterparts, and other stakeholders in working in youth-related
services under the project.
•
Ensuring the technical quality of project educational materials,
training curricula, and program tools, with support from the Senior
Technical Advisor.
•
Identifying and acting on opportunities for networking and advocating
with other youth-serving organizations to enhance implementation and
replication of program.
Requirements/Qualifications:
• Master’s Degree in youth development, social science or social work, or a related field required.
•
6+ years’ experience designing, implementing and monitoring programs
focused on addressing needs of youth in developing countries.
• Knowledge of adolescent development and positive youth development
•
Demonstrated leadership qualities, depth and breadth of technical and
management expertise and experience, and strong interpersonal, writing,
and oral presentation skills.
• 2+ years’ experience living or working in Tanzania or another developing country is preferable.
• Experience with a USG cooperative agreement preferred.
•
Demonstrated ability to create and maintain effective working relations
with host country government personnel, stakeholders, NGO partners, and
international donor agencies.
• Strong interpersonal, writing and oral presentation skills in English.
• Ability to work independently and manage a high volume work flow.
• Proficiency with computer applications, including Microsoft Office.
• Proactive, creative, and demonstrates initiative.
• Exhibits strong collaborative spirit, with ability to work independently with minimal supervision.
• Passionate, motivated and exhibits a strong work ethic.

SENIOR TECHNICAL ADVISOR, MALARIA- DAR ES SALAAM, TANZANIA

Position Summary:

treatment interventions for the CHSD project. Furthermore responsible
for providing leadership and technical guidance in the development and
implementation of key malaria intervention areas including preventive
treatment for pregnant women and integrated management of severely ill
children. This position will ensure the technical and methodological
soundness of activities and, in collaboration with the project team and
partners, support the design of service delivery strategies, based on
sound and current scientific evidence.
Key Responsibilities:
•
Working collaboratively with senior staff, partners, the Government of
Tanzania to develop and periodically refining program strategies as
needed.
•
Developing and maintaining systems for assuring quality of testing by
providers; capacity building, SOPs, job aid proficiency testing panels
and integrated testing for TB/HIV and malaria
•
Ensuring high quality and timely implementation of the program in
collaboration with partners, the Government of Tanzania, the President’s
Malaria Initiative (PMI) and other stakeholders.
•
Ensuring effective integration and coordination of program
implementation among partner organizations through effective leadership.
• Supporting maintenance of the facility based surveillance system
Minimum Requirements:
• Medical degree – MD or MPH/PhD, postgraduate qualification in international health or related discipline
• Minimum of ten (10) years’ experience in malaria epidemiology and control in Africa, including some at international level
• Proven technical skills in malaria case management and prevention
• Experience and understanding of working with Ministries of Health in policy and strategy formulation
• Experience in training health workers, preferably both public and private sector (formal and informal)
•
Ability to build positive local working relationships with local
communities, district government officials, and where appropriate, donor
representatives.
• Previous experience in developing country contexts and ideally, in Tanzania
• Prior experience with USAID-funded projects or similar donor funded programs is preferred.
•
A history of productive involvement with governmental health systems,
processes and service delivery models in developing countries
• Excellent and demonstrated project management skills.
• Background in research desirable
• Must be able to read and write in English with professional proficiency
•
Strong leadership, communication and interpersonal skills, including
proven ability to develop and communicate a common vision among diverse
partners and lead a multi-disciplinary team
•
Demonstrated ability to establish and sustain professional
relationships and to work collaboratively with host-country government
counterparts and civil society organizations
