The United Nations Department: of Field Support, Information and
Communications Technology Division (UN DFS-ICTD) is responsible for
the delivery of technology solutions that satisfy the requirements
of the Department:s of Peacekeeping Operations and Field Support
(DPKO/DFS) missions as well as Special Political Missions (SPMs)
globally. DFS has implemented a range of systems to address the
principal requirements of peacekeeping operations and to support
and enhance the processes DFS undertakes. UNOPS has been requested
to assist in the implementation of this activityUnder the overall supervision of Senior UNOPS Programme Manager, the incumbent for this post will be placed in the UN Department: of Field Support and will report to the Chief Technology Development, Design & Planning Section. The ICT Technology Engineer (SIR – Surveillance, Intelligence, Reconnaissance) helps in initiating and promoting technology innovations, integrating military and civilian technologies and expertise, in support of making UN peace operations more effective and efficient; and creates synergies that emphasise on enhanced operational performance, impact and capacities through the introduction of modern technology to UN peacekeeping and field missions. The ICT Technology Engineer (SIR – Surveillance, Intelligence, Reconnaissance) will be responsible for the following duties:
- Work with clients, vendor and technical teams to carry out feasibility studies, analysis, design, implementation of new ICT systems and technologies into a day to day military or police related operation. Work closely with civilian, military and police in active service on proof of concept and pilot projects.
- Develop specifications for equipment and services requirements related to innovative systems and technologies.
- Coordinate with other UNGSC units to support the related technogies
- Program, test and pre-commission new equipment prior to deployment in fully production environement.
- Draft Standard Operating Procedures for complex security based systems.
- Develop “Knowledge Transfer” plans and technical instruction strategies while overseeing the technology/service implementation
- Assist client team with expertise regarding the fault diagnosis, analyses the complex system problems; advises any remedial action required and follows up on the progress.
- Understand information workflows and applications used in tracking and monitoring the system performance
- Work on technologies to enhance a common operating picture
- Perform other duties as required

The result of work of the ICT Technology Engineer (SIR –
Surveillance, Intelligence, Reconnaissance) impacts directly on
delivery of services that satisfy the requirements of the
Department: as well as the performance of the services implemented
in the DFS/DPKO field missions and headquarters. It will also
ensure proper processes and methodologies are followed and
implemented according to the latest of the industry standards. The
incumbent is responsible for ensuring activities for all global
locations are in line with the overall business targets and UN
policies, rules and regulations.

- Advanced university degree in Information Systems, Computer Science, Electronics, Communications, Engineering or related fields. A first level university degree with a combination of 2 additional years of relevant experience may be accepted in lieu of the advanced university degree. High school diploma with additional years of relevant experience may be accepted.
- A minimum of 2 years of progressively responsible experience in the Surveillance, Intelligence, Reconnaissance (SIR) or related areas preferably in a military context.
- Experience developing, installing and operating advanced security and military force protection technologies as well as sensor based systems and advanced monitoring technologies
- Understanding of information workflows and applications used to track monitor and visualize significant incidents.
- Familiar with working closely with military in an operational environment and first hand experience of military command and control systems.
- Understanding and experience in developing an operational common operating picture.
- Experience of operational activities utilizing unmanned ariel systems.
- Exposure to other innovative technologies in areas outside the military or security areas is desirable.
- Fluency in written and oral English is required. Knowledge of a second UN language is desirable.

Based in the New York, the UNOPS Development Group Cluster supports diverse partners with their peacebuilding, humanitarian and development operations. For example, within the United Nations Development Programme, the Cluster works with the Bureau for Policy and Programme Support and the Office of South-South Cooperation.
The cluster also supports the United Nations Secretariat, as well as a broadening community of other New York-based United Nations organizations in the delivery of project management and implementation services
