1) Rationale and context of the assignment. The Digital Strategy Section (DSS) within the Division of Communication (DOC) comprises Web, Social Media and Multimedia teams working together to create compelling public-facing content and to provide digital services within the organization. Through multiple platforms and in multiple languages, DSS draws attention to the ma ny facets of UNICEF's work, encouraging public support, participation and action, as well as ensuring greater transparency and accountability. Web stories, blog entries, photo essays, Facebook posts, Twitter campaigns, and videos for distribution via UNICEF.org, YouTube, news media and other outlets and platforms - all are a part of our digital storytelling. By measuring and testing our efforts, we also use data to inform content and engagement choices.
In 2014 the Voices of Youth team in DSS launched a global blogging internship to increase engagement on Voices of Youth and to strengthening the capacity of young people to express themselves through digital media and tools. Within each internship intake a small group of young people is selected on a competitive basis to participate in a remote, time-bound, intensive blogging internship, with one-on-one mentorship.
Building on nearly two years of adolescent and youth engagement on climate change and environmental issues through blogging and digital mapping, the Voices of Youth team plans to focus the first 2017 blogging internship on climate and environment. This is also one of DOC's key contributions to UNICEF's Strategic Framework on Environmental Sustainability for Children 2016-2017 which commits UNICEF under priority #3 to "support children and adolescents to strengthen their awareness, knowledge, skills and engagement to promote sustainability among their peers and in their community".
DSS seeks to hire a consultant - Voices of Youth French Community Moderator - to support the roll-out of the 2017 Voices of Youth Environment and Climate Blogging Internship and lead the French-language mentorship and moderation of the blogging internship. Additionally the consultant will moderate, edit and publish user generated content for Voices of Youth's French-language website La Voix des Jeunes (www.voicesofyouth.org/fr ); as well as create original content for La Voix des Jeunes social media accounts. This consultant will also work with the broader youth engagement team to promote the blogging internship model to UNICEF Country and Regional offices and to grow collaboration and partnership on future initiatives.The assignment is part-time and is intended to provide language-specific support to the broader Voices of Youth initiative. The consultant is expected to work either half or full days throughout each calendar month, amounting to no more than 12 full days per month. The exact working arrangement will be agreed upon with the successful candidate.

3) Responsibilities:
Consultant will:
  • Work with the Voices of Youth Coordinator, Digital Youth Engagement Communication Officer, and Climate Change Communications Project Manager to the design, promotion, implementation and evaluation of the 2017 Voices of Youth Environment and Climate Blogging Internship.
  • Lead the French-language mentorship and moderation of the 2017 Voices of Youth Environment and Climate Blogging Internship.
Additionally, the consultant will:
  • Create and schedule daily original content for the VOY French-language Facebook page and Twitter account, engaging young audiences into conversations (multiple times a week).
  • Edit and publish user generated content for Voices of Youth's French website (multiple times a week).
  • Moderate and stimulate conversations happening between users on the website, VOY French-language Facebook page and VOY Twitter account (multiple times a week).
  • Weekly: create or source original content for Voices of Youth's website whenever required by global coordinator
  • Periodically: translate content from English to French, as needed and requested by the global VOY team
  • Periodically: participate in the VOY editorial team
  • Periodically: support existing and new partnerships opportunities.
4) Tangible and measurable outputs deliverables of work assignment (e.g. end products); delivery, dates, costs, deliverables:
Lead the French-language mentorship and moderation of the 2017 Voices of Youth Environment and Climate Blogging Internship, and fulfil the duties detailed in section 3.
Duration:
Maximum 72 full days in the time period 16 December 2016 - 16 June 2017 (part time assignment)
5) Duty Station: Consultant will work remotely
6) Travel: (if any during length of assignment) If the need for travel arises this will be arranged as per UNICEF guidelines.
7) Name of Supervisor of Contract and timeframes for reviewing milestones and performance:
Senior Adviser, Social Media and Engagement Team, Digital Strategy Section, with support from Digital Youth Engagement Communication Officer, Digital Strategy. A review will be conducted at the end of the contract period (6 months). Regular Voices of Youth team meetings will be scheduled over the course of the assignment to discuss progress and undertake team planning.
8) Performance indicators for evaluation of results: (e.g. timeliness, value of services rendered in relation to their costs, etc.)
  • Standard UNICEF Performance Evaluations conducted at the end of contract.
  • Timely delivery of deliverables and adherence to timeline and set deadlines.
9) Qualifications or specialized knowledge/ experience required:
  • 3+ years' experience working on youth engagement, digital media, digital marketing for an NGO, global company or publishing outlet.
  • Be a native French speaker; with very good English proficiency.
  • Be an excellent writer, with solid research skills and storytelling ability.
  • Have experience in online digital engagement, particularly with youth audiences;
  • Have experience working directly with adolescents or youth.
  • Have excellent time-management and organizational skills.
  • Experience managing social media platforms (Facebook &Twitter).
  • Experience blogging is highly desirable.
  • Experience working on environmental issues or climate change is highly desirable.
10) Payment Terms: Monthly submission of invoices paid in USD
UNICEF recourse in case of unsatisfactory performance:
Payment will only be made for work satisfactorily completed and accepted by UNICEF.
