DRC is looking for highly qualified,
self-motivated Community Services Manager able to work with diverse
teams of both national and international staff as well as local
government authorities, UN agencies, I/NGOs and other partners.
Background
The
Danish Refugee Council (DRC) is a humanitarian, non-governmental and
nonprofit organization, founded in 1956, that works in more than 30
countries around the world. DRC will be operating as a new actor in
Tanzania as part of the Burundian refugee response. The attempted coup
in May of 2015 and the subsequent unrest has, as of October 7th 2015,
displaced 105,542 Burundians to Tanzania, with a potential of displaced
people anticipated up to 250,000 people. In line with the regional
response plan to the Burundian refugee crisis, DRC Tanzania is
implementing projects under the community-based protection, shelter and
camp management sectors and intends to move also into the livelihoods
sector.
Job Profile
The
Community Services Manager will be responsible for the implementation
of community mobilization, refugee governance, community based
protection and community development activities in one of the two
refugee camps of Nduta and Mtendeli. He/she will develop and maintain
community participation mechanisms in camp, ensuring that the voices of
men, women, boys, girls and groups with specific needs are heard and
represented. He/she will manage the team of community services
supervisors and assistants. He/she will be responsible for developing
the strategy of the community services program DRC’s Tanzania program,
with the input of the head of office and other program managers for
cross-sectoral linkage.
Key Responsibilities
General
·
Design, implement and supervise the community services and community
based protection programme and strategy in two new refugee camps.
·
Ensure the establishment and capacity building of active and efficient
refugee leadership and committees in consultation with MHA and UNHCR as
well as other partners in the camp where relevant
·
Manage the team to develop and facilitate a two way information flow
between refugees and key stakeholders through the dissemination,
collection and analysis of information, collect key insights on social,
cultural and livelihoods related aspects of the population and sharing
these with relevant stakeholders to inform programming;
·
Manage the permanent and mobile help desks through which feedback and
information is gathered from the population and appropriate referrals
can take place
· Ensure the correct management of the referral pathway and support team to troubleshoot individual cases where problems arise
·
Identify and manage the activities at the community centres, including
but not limited to life skills classes, community gardening and other
activities which can support future self reliance programming
· Identify issues within the camp and propose and implement adequate, rapid solutions.
· Facilitate community action planning with communities to identify and implement community based solutions
·
Work in close collaboration with refugee stakeholders (Community
Leaders, Elders, Representative Committees…) to ensure their input and
acceptance of camp management activities.
· Facilitate resolutions regarding the provision of humanitarian services.
· Ensure that AGDM and Protection principals are mainstreamed into work with committees and communities.
· Establish the complaints and feedback mechanism and ensure refugees use of the system is communicated to refugees.
· Complete weekly, monthly and quarterly reporting.
Team Management:
·
Supervise community services supervisors and oversee the overall
community services/protection team (including assistants and incentive
workers)
· Identify and design relevant and needed CCCM and other relevant trainings for DRC staff, as well as refugee incentive workers.
· Ensure work plans are created, timely weekly and monthly reporting is delivered and performance reviews are completed.
·
Develop, support and manage a network of refugee incentive workers who
will work under the daily management of Community Services Assistants.
· Identify gaps in staffing and hire staff accordingly.
Accountability:
·
Ensure that DRC’s accountability obligations are delegated and carried
out in accordance with the HAP Standard for Humanitarian Accountability
and Quality Management (ref. Programme Handbook Annex 15 and related
tools).
·
Work with other program managers and head of office to make suggestions
to improve accountability mechanisms, including feeding in to the
interagency complaints mechanism at camp level.
Coordination & Representation
·
Develop and sustain good working relationships with camp population in
order to be well positioned to help communicate views, needs and issues
between stakeholders.
·
Facilitate coordination between and amongst refugees and humanitarian
actors/service providers and camp co-ordination (government).
· Attend the community based protection, SGBV and protection working groups to ensure coordination of activities
· Act as an alternate co-chair for the CCCM working group at the camp level.
· Act as a focal point for community engagement and messaging from humanitarian agencies refugees;
· Participate in coordinating CCCM assessments and other joint or rapid assessments.
Strategy:
·
Define and develop the strategy for community services and community
based protection programming and adapt strategy based on the changes in
context
· Support the development of the self reliance/livelihoods strategy using community based strategies
· Ensure interaction and linkages with other DRC programming is strategic and relevant
· Develop strategic relationships with key partners such as UNHCR, and sector level service providers
Qualifications:
· Excellent analytical and communication skills.
·
Strong interpersonal skills and demonstrated ability to establish
effective working relations with local staff and other stakeholders.
· Proven ability to work and live in basic living conditions in field locations.
· Ability to work under pressure, with minimal supervision, and in a culturally diverse team.
· Advanced university degree in human rights, social sciences or related field or equivalent practical experience.
·
Demonstrated record of field and operational experience, including
direct project implementation at an international level in complex
emergencies.
·
5 years professional work experience in camp management, community
mobilization and distributions in a leadership position, and solid
understanding of camp dynamics.
· Proven ability to manage multi-sectoral programs and a diverse staff group.
· Fluent in spoken English and strong writing/reporting skills in English.
· Kirundi, French, Kiswahili considered and an advantage.
Conditions
Contract: 4 months
period, with possibility of an extension based on performance and the
availability of funding. This position is rated as A13 on the DRC
expatriate salary scale available at www.drc.ngo. Other employment conditions are in accordance with the Danish Refugee Council’s Terms of Employment for Global Expatriates
