The Norwegian Refugee Council has approximately 5000 committed and competent employees involved in projects across four continents. In addition, NRC runs one of the world’s largest standby rosters -NORCAP, with 650 professionals, ready to be deployed on 72 hours notice when a crisis occurs

In mid-April 2016, NRC conducted a Pre-Assessment mission in the refugee camps of Mtendeli/Karago, Nduta and Nyarugusu of Tanzania to gain an understanding of the humanitarian situation, identify gaps and needs for the Burundian refugees in the Country. The assessment revealed that the humanitarian situation for the refugees requires urgent intervention as the needs in almost all the sectors relevant to NRC are high. As of May 2016, Tanzania was hosting over 140,007 Burundian refugees and number was project by UNHCR to reach 170,000 people by the end of 2016. In view of this, NRC has decided to establish an operational office in Kibondo area in north western Tanzania to respond. The initial focus of the operation will be in Mtendeli/Karago and Nduta refugee camps. NRC will start with interventions focusing on two sectors, shelter (transitional, including a WASH component; family latrines) and education (initially construction of permanent classrooms).
The purpose of the Area Manager position is to ensure high quality and cost effective programme/project implementation within the designated geographical area.
Job description
Line management for senior project staff and support functions (and Field Office Coordinators) in the area
Member of the Country Management Group (CMG)
Compliance with and adherence to NRC policies, guidance and procedures
Provide area specific input on CC strategies, Country Strategy and Plan of Action
Organize grants opening and closure meetings at area level
Implementation of projects (including master support budget and coordinating input for donor proposals and reports) in the area, in compliance with contractual commitments (i.e. quality, synergies, timeliness, use of resources).
Assess needs, develop emergency response and implement response plans
Ensure optimal use of resources within the allocated project budgets and CC strategies
Represent NRC and networking on area level
Ensure that capacity building is provided to all staff in the area
Ensure overall security and safety of staff in the area
Promote the rights of refugee, IDPs/returnees in line with the advocacy strategy
Responsible for the establishment and growth of the new area NRC office in Kibondo, Tanzania in line with NRC start up guidelines
Ensure that NRC Human Resource Management policies, procedures, guidelines and systems are established, properly implemented and are respected
Establish a good working environment in Kibondo area based on NRC values and promote an environment of team work and team spirit
Develop relationships with donors in Tanzania and contribute to securing sufficient finances for the programme
Remain updated on all relevant political and policy issues related to the area of operation
National representation and coordination with UN agencies, NGOs, government authorities, beneficiaries as well as donors to ensure maximum collaboration with key stakeholders.
All in-country activities, personnel and the Country Management Group (CMG)
Ensure Country level advocacy is undertaken
Cost efficiency and quality, including implementation of control mechanisms
Ensure the establishment of adequate country structures and systems
Learning, training and development of all staff, including a strategy for national staff development
Qualifications
Minimum 5 years of experience from working as Senior Project Manager in a humanitarian/recovery context
Previous experience from working in complex and volatile contexts
Documented results related to the position’s responsibilities
Knowledge about own leadership skills/profile
Fluency in English, both written and verbal

Personal qualities
Knowledge of the context in Greater lakes and Horn of Africa Region
Experience from working in complex and volatile contexts
Experience with project development, especially from an emergency and post-emergency phases
Experience working with various donors and conversant with their technical frameworks and strategies (eg. UNHCR, DFID, SIDA, ECHO, EU etc.)
Experience in capacity building and community mobilization
Experience in advocacy work
Experience with coordination mechanisms (cluster and sectorial)
Experience in resource mobilisation and in particular working with EU donors, American donors and UN agencies

Contract duration: 12 months contract with possibility of extension.
