THE CONTRACTORS REGISTRATION BOARD
EMPLOYMENT OPPORTUNITY
The Contractors Registration Board is a Government Regulatory Board under the Ministry of Works,
Transport and Communication established by Act of Parliament No 17 of 1997 as Amended with the
objective to register and regulates all types of Contractors and to promote the development of their capacities for the purpose of protecting consumers of construction services in Tanzania.
In order to carry out its functions effectively and thereby meet its objective as enshrined in its Corporate
Strategic Plan, the Board needs a dynamic, creative and performance driven Tanzanian citizen to fill the following position.
REGISTRAR
Job Summary
The Registrar is the Chief Executive Officer of the Board and is responsible for providing effective leadership to the Board with the aim of achieving the long and short term objectives. In particular, the
Registrar shall be responsible for planning, managing, monitoring and control of the Boards operations, including prudent Financial and Human Resource Management.
Qualifications and Experience
The ideal candidate should possess;
a) A minimum Masters Degree in Engineering, Architecture, Quantity Surveying, Law, Economics, Finance, Management, or related qualification.
b) At least ten years experience in a Managerial and Leadership Position in a reputable institution related to the Construction Industry
c) Must be registered with the relevant Professional Body
d) Proven leadership skills as well as skills in facilitation, planning and team building
Furthermore, the candidate shall be required to demonstrate that she/he possesses;
a) Excellent decision making and communication skills and proven ability in networking and developing business partnerships with stakeholders.
b) Solid organizational and interpersonal skills and ability to interact professionally with diverse
interest groups.
c) Self driven and goal focused with a strong sense of professional integrity in public engagement.
d) Strategic and analytical skills coupled with a high level of business ethics and transparency.
Duties and Responsibilities
The duties and responsibilities of the registrar to execute the functions, obligations and responsibilities of the Board in line with the established law.
These include;
a) To prepare, review and recommend to the Board of Directors, policies and procedures, regulations, strategic plans, annual plans and budgets.
b) Implementing plans approved by the Board of Directors and ensure
achievements of performance targets. Furthermore she/he shall be
required to institute systems that will evaluate the organizational
performance and institute corrective action as appropriate
c) Leading and directing the day to day operations of the Board, providing leadership focus to the management team and ensure an open and inclusive management style.
d) Ensure efficient and effective operational performance and put in place effective Human Resource Policies that will ensure that staffs are provided with a conducive working environment and facilitate their professional growth, and ensure high performance delivery.
e) To administer and maintain an effective financial management system in line with the Financial
Regulations as approved by the Board of Directors. Furthermore she/he shall be responsible for effective maintenance of Assets and Resources of the Board.
f) To develop, promote and implement achievable strategies for capacity building of local contractors to enable them participate in high value projects and Improve their market share in project value.
g) To be the Spokesman of the Board reinforcing its vision, mission and values, and, promoting
public confidence in the integrity, professionalism, quality of services and impartiality of the Board.
Remuneration
An attractive package shall be given to the successful candidate .
