Reports To: Senior Internal Control Officer
The Internal Control Officer is responsible for identifying, analyzing, evaluating, recommending, reporting and constantly monitoring the implementation of approved controls and limits to ensuring compliance to policies and procedures in all head office departments and branches.
Essential duties and Responsibilities include the following. Other duties may be assigned by the Supervisor
;Control activities.
a) Conduct Internal Control reviews to branches to a certain the level of compliance to policies and procedures governing Lending, Back Office Operations & Delivery Channel performance, Customer Accounts Management, Savings, Customer Service Level and General branch Administration; through:
Detect violations of controls at early stages to limiting damage to material amounts through ex ante and ex post monitoring;
Carry assessment to different operations in order to identify control gaps and make recommendations for preventive actions;
Conduct analysis on the reasons and circumstance that lead to fraud and provide recommendations on the changes needed to protect company from such incidents;
Report all noncompliance issues which can negatively affect the company operation and distort its image in the market;
Conduct offsite control review to identify warning signals/red frag that exposed the bank into loss
b) Conduct Internal Control review to Head Office departments and functions to a certain the level of compliance to approved policies and procedures governing decision making, approvals, payments and documentation on paper and core banking system information.
c) Conduct regular independent review on accounts proposed for written off before presented to Board of Directors for approval to ensure Compliance to write off process
Reporting
a) Draw risk matrices upon which frequency and duration of inspection can be based, conduct desk preparation for inspection and carry entry and exit meetings with the inspected unit to ensuring alignment of control activity;
b) Timely prepare and submit accurate internal control assessment reports within the approved assessment schedule.
c) Based on findings make adequate recommendations for improvement in the implementation of controls, policies and procedures.
d) Maintain all inspection records and continuously, monitor the implementation of recommended action plans. Monitor other action plans including that from management and other internal and external examiners.
e) Prepare monthly Internal control activities Report and submission to senior internal controls officer
Training;
a) Test the staffs knowledge on policies and procedures. Identify training needs for staff involved in process and properly recommend for process training.
b) Regularly conduct training to staff to address controls and minimize breach of policy and procedures.
c) During the control assessment, provide guidance and conduct coaching to staff in some of the areas of weakness that have been identified.
Policy Compliance
a) Identify areas for improvement in the policies, procedures and processes and make recommendations for changes. If appropriate participate in the annual policy review process.
b) Ensure strict compliance with Code of conduct and act as Ethics Officers while carries internal controls activities
Other responsibilities;
Ensures ad-hock control reviews are attended and feedback are produced to enhance control environment
Qualification and competence;
Education:
A University degree in Economics, Finance, Social or Natural Science, Business Studies with Accounting or Banking Option, Computer Science or Information Technology. Certification in Fraud Examination, Compliance, or Risk Management will be an added Advantage.
Language:
A good command in written and spoken English
Experience:
Experience in working with either Micro-finance institution or Banking will be an added advantage
A sound knowledge of principles and practices of Micro finance, banking, and other deposit taking and or lending institutions.

Computer literacy and excellent report writing skills;
Financial reporting/analysis and interpretations skills

The Family Planning Advisor will provide leadership and technical support as a subject matter expert for TNC conservation initiatives in Africa. ESSENTIAL FUNCTIONS
The Family Planning Advisor advises conservation teams and the Africa Region on how to better integrate family planning into our conservation projects. This position will identify the top leverage points for increasing uptake of voluntary family planning services in the rural areas where we work in Africa, develop a family planning strategy for the region, and implement it. The advisor will also collaborate with other scientists and institutions to enhance knowledge about family-planning practices at TNC
RESPONSIBILITIES AND SCOPE
• Support Africa Region objectives by working in a complex matrix organization environment
• Serve as the technical expert/spokesperson for family planning
• Provide technical leadership on family planning to approximately projects and staff

To achieve this, OXFAM in Tanzania seeks to recruit suitable qualified Candidate to fill in the following position; Warehouse Assistant.
Job Purpose
To provide logistics support for Oxfam programme in Kigoma region, through day to day implementation of activities within the ware housing function of the programme.
Roles & Responsibilities
  1. Stocks
  • Take leadership in coordinating with the procurement team to ensure that there is proper linkage in terms of systems, procedures and material verification as specified in Purchase Orders
  • Focal person in production of Helios generates Goods Received Notes
  • Manage and supervise the warehousing casual/incentive worker and ensure that the responsibilities entrusted to them are delivered according to the required standards.
  • With the support from the Logs Officer ( Warehousing) and in coordination with the logs officer ( Procurement) ensure that all goods delivered are properly referenced and linked to Request Orders and Purchase Orders and are well reflected on all way bill.
  • Ensure that the concerned programme staff are dully informed of all arrivals of goods in stores to ensure quality checks before being off-loaded and planning for usage.
  • Take leadership in ensuring that goods/materials arriving at the warehouse are stored safely/securely and organized in a countable manner as per Oxfam warehousing guidelines and according to specific sector of the programme.
  • Ensure that Standard Operating Procedures are maintained and that good received notes, stock requests and waybills are issued for all materials in their custody and that bin cards are updated promptly and accurately in line with existing projects.
  • Follow up despatches to the field, making assessment on storage needs and periodic monitoring on safety and usage to minimize losses and enhance accountability.
  1. Documentation and Reporting
  • Work closely with logs officer ( Warehousing) to institute proper visibility of warehouse by;
  1. Ensuring that Authorized Stock Requested are produced for stock issued
  2. Ensuring that paper work if filed in an orderly, secure and easily accessible
  3. Carrying out stock verification and update stock records regularly as agreed in the sector
  4. Compiling regular stock reports and stock reconciliation and ensure that discrepancies in stock level are reported to the line manager.
  1. Other Duties
  • Organize the manual loading and unloading of vehicle where necessary
  • Ensure that paper work for casual workers payments are properly verified and signed before submission for payment
  • Ensure that all healthy and safety procedures are understood and followed by all warehouse staff
  • Monitor the security needs/ arrangements of the warehouse and the stock and alert your line manager of any matter arising
  • Keep track of the maintenance requirements of the warehouse building and all equipment’s and alert your manager of any needs arising.
Skills & Competencies
Essential
  • Good knowledge in warehouse management and storekeeping techniques including basic administration.
  • Relevant academic background preferably in warehouse/stock management
  • 3 years’ experience in warehouse management
  • Ability to work independently with minimal supervision
  • Good interpersonal and team working skills
  • Good knowledge of Ms Excel and Word
  • Sympathy to Oxfam values, to be familiar with and abide by the NGO/Red Cross, Code of Conduct, the People in Aid Code, Oxfam International desire.

Desirable
  • Previous experience of working in an INGO environment
  • Knowledge in the use of HELIOS will be an added advantage.

ICAP has been receiving funds to support HIV prevention and treatment programs in Tanzania from the US President’s Emergency Plan for AIDS Relief (PEPFAR) through the U.S. Centers for Disease Control and Prevention (CDC) since 2005. In collaboration with the Ministry of Health, Community Development, Gender, Elderly and Children (MoHCDGEC), ICAP has supported the government on health system strengthening, provided technical support especially on HIV prevention, care, and treatment, voluntary medical male circumcision services, and facilitated HIV prevention interventions in community settings.
ICAP in Tanzania employs competent, dynamic individuals with strong technical knowledge and public health management skills in implementing the program objectives. The organization is now seeking to fill the position of Program Specialist. This position is grant funded.
Procurement and Logistics Officer – Dar es Salaam
Overall Job Function:
The Candidate will be responsible for providing support to the procurement unit by ensuring effective procurement systems through monitoring the purchasing processes and ensure timely delivery of items to intended recipients. The successful candidate will be a key member of the procurement team and will assist the ICAP in the implementation of quality procurement services. As part of the ICAP multidisciplinary team, this position will interact with staff from different levels and different department, therefore, the position requires excellent communication skills.
Principal duties and responsibilities:
Provide advice on procurement issues with best practices in line with the public procurement procedures and protocols
Process and obtain relevant approvals for materials to be purchased in line with the existing requirements and protocols
Negotiate procurement needs with suppliers to establish fair market rates on behalf of ICAP
Conduct performance reviews with the suppliers, measuring against required performance standards and market prices of various material procured by ICAP Develop strong working relationships with key suppliers to ensure ongoing quality and reliability of supply
Ensure all assets and inventory are well recorded and update in assets management database in a timely manner
Ensure proper distribution of supplies to field offices according to the distribution plan from program department and provide an accurate report
Working closely with storekeeper to ensure all items are received and recorded in the store book ledgers before being issued.
Ensure that you read and understand the ICAP SOPs related to Procurement.
Comply 100% with ICAP SOPs while implementing your work.
Provide information to ICAP centrally team when the procured items arrive from the suppliers
Place orders for supplies as required by ICAP regional teams and sites
Develop strong working relationship the regional staff and site staff where materials will
be delivered
Coordinate all logistics for delivering materials to the sites
Keep updated on the status of supplies, demand forecasting, planning as appropriate for when new supplies are required.
Conduct performance reviews with the suppliers, measuring against required performance standards and market prices of various material procured by ICAP
Liaise closely with the regional manager, site staff to ensure that they are satisfied with the service and quality of items from suppliers as per specified standards in the LPPs
Ensure the company benefits from cost savings and value for money
Perform any other duty as may be assigned from time to time by superiors.
Preferred Qualification and Skills
Must hold Degree or Advanced Diploma in Procurement from recognized university or institution
Must be registered with PSPTB and CPSP qualification is desirable
Four years working experience in procurement departments or sections.
Working experience with donor funded projects dealing with HIV/AIDS care and treatment is desirable.
Ability to work independently with strong problem-solving skills
Fluent in English and Swahili with good verbal and written communication skills.

Position Title: Assistant Sub Grants Officer – Dar es Salaam (1 position)
Overall Job Function:
To assist in the coordination and processing of sub-recipient expense reports, and assist in assuring that sub-recipient finance staff have the knowledge to efficiently manage ICAP funds.
Specific Responsibilities and Duties:
Adapt administration and financial policies and procedures for the sub-awardees which includes; manuals, user guides and templates to be compliant with USG and Columbia University requirement.
Assist in providing technical support to sub-awardees staff to improve admin and financial systems by using ICAP-Columbia University management tool and general management of fund procedures.
Conduct field supportive visits to monitor grantees
Assist in ensuring the consistent application of ICAP financial and admin policies/standards, as well as USG and Columbia University rules and regulations.
Assist and support sub-awardees in providing their reports accurately and on time
Assist in preparing training for new sub-awardees staff related to financial management and perform project financial review.
Assist in the provision of procedures for sub-awardees closing by making sure that all steps and regulations are followed properly.
Share all subs communications with supervisor
Other duties assigned by the Sub Grants officer
Requirements
Bachelor degree in Finance/ Business Administration /Accounting
Two (2) years of relevant similar work experience in public/private sector working in grants management
Must be familiar with PEPFAR/USAID and other donors’ rules & regulations.
Good writing and analytical skills.
