Senior IT Specialist (Project Management Office)
The Specialist will be responsible for establishing and maintaining AIIB's IT project management governance and processes, which is designed to ensure that AIIB's IT investment, IT-dependent strategic business objectives and IT projects are adequately protected. This position will enforce the adoption of the governance and processes established on a large portfolio of IT projects.
The scope of this role includes budget management, change management, vendor management, quality control, risk and issue management and project planning expertise.
The Specialist will work in a start-up, fast-paced and rapidly changing work environment. The Specialist will have the opportunity to drive IT process design and will be exposed to cutting-edge cloud technology in a multilateral development bank's business environment where project management, communication, planning and risk management skills are expected to be honed.
Responsibilities:
  • Establish and maintain the Project Management Office function to manage portfolio of IT projects within the IT Division.
  • Develop and maintain project governance structure, processes and control solutions for planning, scheduling and tracking projects; enforce the execution across IT projects.
  • Develop, track and update an overall plan for all IT projects with support of project managers; identify and manage the dependency, risk and control issues across IT projects with support from enterprise architects.
  • Review individual projects from project establishment phase, monitor the status of IT project portfolio and ensure IT governance is in place.
  • Oversee issues raised by individual projects and coordinate across projects to resolve issues; as a gatekeeper, escalate bankwide IT project issues and risks to the Strategic IT Committee for decision.
  • As secretariat to the Strategic IT Committee, prepare the agenda, take and circulate minutes, establish a format for agenda items and follow up on implementation of recommendations and outcomes of the committee; support any subcommittees and ensure coordination between the committee and any subcommittees.
  • Produce status reports to tracking projects' overall progress and present to management.
  • Plan, set up and provide detailed guidance on project management tools, procedures, processes, tools and techniques.
Requirements:
  • Excellent command of project management disciplines (scope, budget, resource, quality, issue and risk management), previous experience within an IT Project Management Office would be an advantage.
  • Intensive project management experience of complex IT projects in an investment bank or other financial institutions.
  • Experience with IT governance, vendor management or risk management is highly desirable.
  • Significant experience in preparing and delivering executive-level presentations; excellent written and verbal communication and presentation skills; able to approach senior managers using appropriate level of detail, terminology and style.
  • Fluency in oral and written English is a must.
  • Minimum 8-10 years in an international organization or multinational corporation.
  • Master's degree equivalent or higher in related fields from a reputable university.

GLOBAL PRACTICE CONTEXT
Water resources are under unprecedented and increasing pressures, driven by greater climate variability, population and economic growth, land use changes, and declining quantities and qualities of both ground and surface waters. With cross cutting impacts on agriculture, education, energy, health, gender equity, and livelihood, water is an essential resource for all life on the planet and is at the center of economic and social development. Successful water management requires accurate knowledge of the resource available, its dynamics, and an assessment of competing demands for its usage. Making best use of available supplies requires complex and sensitive economic, environmental and socio-political trade-offs.
Planning for a more uncertain and more constrained water environment in the future only makes the situation more complex. The world will not be able to meet the great development challenges of the 21st century - human development, livable cities, climate change, food security, energy security, and universal access to services - unless we ensure a water-secure world for all. To achieve this goal the Global Practice will need to work on both water resource management and service delivery issues but in a context where we focus on water in the context of the broader economy.
The WBG is in a unique position to help governments take such an integrated and strategic approach to solve water supply, sanitation, water resource, hydropower, and irrigation problems through partnership, finance and knowledge. The Water GP places Water Resource Management (hydrology, economics, storage, groundwater use, rivers and deltas), Service Delivery (to households, businesses and farmers), and an understanding of water in the context of the broader economy at the center of its efforts to help countries address the challenge of managing water.
The Water GP seeks to ensure that water issues are effectively addressed in all related sub-sectors, such as agriculture (ensuring sustainable water availability for irrigation; managing the trade-offs around the agricultural use of water), disaster risk management (floods and droughts), energy (hydropower; energy cooling systems), management of rivers and deltas, and water supply & sanitation (rural and urban; utility performance; wastewater management; targeting the poor).
In each sub sector an integrated approach is adopted which considers investment and operations in the context of governance, institutions and policies. Finally, we recognize that any focus on water will need to address and take into account the complex dynamics of climate change, superimposed on the natural short and long-term variability and climatic uncertainty.
The Water Global Practice is organized with: (a) region-facing Practice Managers (PMs) covering Africa, Eastern Europe and Central Asia, East Asia Pacific, Latin America and the Caribbean, Middle East and North Africa, and South Asia; (b) a Practice Manager for Global Programs; (c) a Practice Manager for Strategy and Operations (Knowledge and Communications), and (c) five cross-cutting Global Solutions Groups (GSGs): (i) institutions and governance for service delivery of irrigation and urban and rural water and sanitation, (ii) water resource management, including addressing large hydraulic infrastructure and trans-boundary issues; (iii) analytical work on linkages of water to the economy and poverty outcomes; and (iv) operations analysis and support to feedback lessons from implementation into new program design.
UNIT/REGION CONTEXT
Within the Africa Region, the hiring unit is responsible for ensuring the translation of the World Bank's Africa Regional Strategy and the Water Global Practice's Water Security Strategy into practical results relevant to the Francophone countries of West and Central Africa. Specifically, the unit supports the definition and achievement of these results through analytical, policy and investment activities. Given the generally semi-arid conditions in most of the countries, combined with rapid population growth, increased economic demands and the impacts of climate change, improved knowledge and ability to manage water resources has emerged as a priority issue for virtually all client countries.
At the same time, the majority of the major sources of freshwater - rivers and aquifers - are shared amongst multiple countries and are under growing pressure - particularly for energy, agriculture and navigation development. While there is increased awareness of the importance of improved national and transboundary water management, relevant institutions require significant strengthening in terms of technical capacity, authority, incentives and financial sustainability.
The hiring unit has an active portfolio of national and transboundary basin-level projects under preparation and implementation.
In all cases, these require intensive engagement with government counterparts and other stakeholders to ensure local ownership, capacity and sustained focus on implementation for results. As a result, the World Bank is locally recruiting one water resources management specialist based in Dakar, Senegal.

Duties and Accountabilities
The Water Resources Management Specialists will work as part of the country and task teams with specific focus on
  • Working closely with client institutions to support effective implementation of WB supported programs.
  • Maintaining effective relationships with relevant governmental, non-governmental, donor and other stakeholders.
  • Staying informed on the status of the water sector and its institutions, as well as relevant donor, private sector and NGO initiatives.
  • Participating in and eventually leading task teams for production of analytical studies and preparation and implementation support to investment and policy oriented projects
  • Identifying and sharing with client, relevant expertise and examples within and outside the World Bank.

Selection Criteria
  • At least a Master's degree in water resources, hydrology, engineering, economics, agricultural economics, irrigation or a related discipline with a focus on Water Resources Management;
  • Recognized technical, operational and/or policy-oriented expertise, and at least 5 years of relevant work experience. This experience may include work in governments, academia, private companies, consultant firms, and multilateral institutions;
  • In depth knowledge in one or more WRM subtopics such as: water quality dynamics, hydrometeorological monitoring, irrigation, exposure and vulnerability to floods and droughts, hydrological modeling, sediment transport, reservoir operations, sustainability assessments, eco-hydrology, and/or assessment and management of risk resulting from climate variability and change and other non-climate uncertainties;
  • A sustained record of achieving high-quality development outcomes and substantive results over an extended period in positions of increasing responsibility;
  • Prior work experience and results on the ground in more than one country and hands-on experience with Government counterpart agencies.
  • Ability to identify long-range goals and objectives, develop strategic approaches, and conceptualize technical projects.
  • Ability to think innovatively and strategically in dealing with technical and/or policy issues while maintaining a strong client focus;

Background / General description
DECIE is seeking to recruit a research analyst to support the 'ieConnect' program of impact evaluations in the transport sector. The 'ieConnect' program seeks to strengthen the evidence base for transport in the development community through rigorous impact evaluation. DECIE is a unit of the World Bank's Development Research Group, which houses DIME, a crosscutting program of the World Bank.
DIME's purpose is to increase the use of impact evaluation (IE) in the design and implementation of public policy and to develop institutional capacity and motivation for evidence-based policy.
DECIE's work focuses on three areas
Evaluating programs at scale to answer policy-relevant questions;
Building capacity to strengthen country institutions for evidence-based policymaking;
Building theory on mechanisms in strategic development areas based on high-quality evidence. DECIE aims to overcome the challenge to identify true cause-and-effect relations in policy programs. By linking researchers to policymakers and feeding results back into policies, DECIE fosters systematic use of evidence, which informs adoption, mid-course corrections, and scale-up of policies. Through workshops and clinics with operational staff and government clients, joint research teams, active field coordination, as well as research products such as seminars, papers, and policy briefs, DECIE builds capacity while forming a wider community of practice.
DECIE accompanies impact evaluations during their entire life-cycle. It starts with assessing demand, identifying research questions, as well as supporting project implementation, high quality data collection, analysis, and dissemination of results. With a portfolio of more than 170 impact evaluations, DECIE operates across all sectors in about 50 countries spanning the globe.
The IEs test a variety of delivery and behavioral mechanisms, to understand why policy succeeds or fails and how to improve policy design and implementation to obtain better results. By working proactively in collaboration with clients, DIME employs experimental methods to infer causality whenever possible (79% of the portfolio). 17% of DIME IEs utilize non-experimental methods, while 4% use a combination of the two. From 2009 to 2013 DIME organized 19 IE workshops, training 1,774 people in 231 teams consisting of Bank staff, government clients, donors and academics.

Development Impact Evaluation (DECIE) seeks to recruit a research analyst to coordinate the development and implementation of a portfolio of IEs in the transport sector. We seek candidates with experience in empirical field research in developing countries; strong technical skills in the area of impact evaluation and micro-econometrics and the interest and ability to communicate technical knowledge and expertise in a policy environment. Duties and Accountabilities
The analyst will work on the research design, implementation, data collection and analysis for ongoing as well as new impact evaluations (IEs) in the ieConnect program and support in-country capacity development. The coordinator will closely support the field coordinators placed in different locations.
The analyst will work in close partnership with the relevant World Bank networks (notably the Transport and ICT Global Practice) and regional departments as well as with client government counterparts to build capacity for evidence-based policy-making. Given the large focus on data systems in the ieConnect program, the analyst will play a key role in helping to set-up and administer these pilot data systems. Additionally, the analyst will facilitate the use of data sources such as satellite data and help with data processing of other types of new data.
The research analyst will act as a point person for the ieConnect portfolio of IEs. In addition, the analyst will support the design and delivery of a select number of evaluations in the portfolio in particular.
Specific tasks include
Portfolio management
  • Work under the guidance of the ieConnect team economists;
  • Contribute to fund raising activities;
  • Prepare progress reports to management and donors;
  • Support client capacity development activities.
IE Coordination
  • Engage with local partners in developing new impact evaluations. Develop relationships with the relevant partners and understand their operational questions and capacity needs to implement the IEs;
  • Monitor the program implementation to ensure the impact evaluation design is not compromised through close follow-up with the field teams;
  • Manage the data collection activities at all stages (procurement, survey design, sampling and supervision and quality assurance);
  • Support the hiring and training of new Field Coordinators and mentor them closely on interaction with the government, data collection, monitoring of implementation. Preparation of detailed work plans;
  • Ensure good communication and coordination among members of the Impact Evaluation, Government, and Bank project teams - making the link between the research team and the field;

Data Management
  • Help with setting up pilot data systems for projects that require them, including interacting with technical solutions providers
  • —Help to create uniformity across data systems to facilitate comparison of similar indicators;

Selection Criteria
We seek candidates with experience in empirical field research in developing countries; strong technical skills in the area of impact evaluation and micro-econometrics demonstrated through contributions to high quality papers and/or policy notes, strong data skills (including database management, programming skills, experience in big data, geospatial data management and treatment and data visualization ) and the interest and ability to communicate technical knowledge and expertise in a policy environment.
The candidate must be a strong team player with the confidence to interact at all levels of an organization. The successful candidate will have
  • Minimum of Master's degree in economics or related field and 2 years of relevant experience in development projects, household survey data collection, impact evaluation (design and implementation) and analytical work;
  • Excellent verbal and written communication skills in English is required - proficiency in Portuguese, Spanish, or French is desirable;
  • Previous experience in working with government counterparts is highly desirable;
  • Hands-on experience in overseeing implementation of impact evaluations or other development research in a developing country setting;
  • Experience in household survey design and implementation, including CAPI, in the context of developing countries is desired;
  • Excellent organizational skills and proven ability to work under pressure with tight deadlines with minimum supervision while maintaining attention to detail;
  • Proficiency in statistical and quantitative analysis and track record of working as part of teams to collect and analyze large data using software packages such as Stata, R, ArcGis/QGIS, Google Earth Engine, and/or Python, is essential. Advanced proficiency with SurveyCTO is a plus;
  • Knowledge of data collection technology such as remote-sensing (satellite/drone), mobile phones, or crowd-sourcing apps is required;
  • Knowledge in creating and maintaining data platforms (offline and/or web-based), as well as data visualization using software such as Tableau is a plus;
  • Knowledge of the World Bank's operations and business processes is a plus.
